Pearl Harbor Naval Shipyard And Intermediate Maintenance Facility (PHNSY & IMF)
Performance Work Statement (PWS) Leica AT960 Tracker Maintenance Package
1. BACKGROUND:
1.1. The mission of Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) is to maintain, overhaul, and repair various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to naval submarines, surface vessels, and shore based activities in the Pacific.
1.2. The purpose of this acquisition is to perform annual calibration, and preventative maintenance to C930’s Leica AT960 Laser Trackers. This acquisition will have the Navy prepared to perform high accurate measurements and alignments.
2. OBJECTIVE & SCOPE:
2.1. PHNSY & IMF seeks a contractor to provide the required annual maintenance/refurbishment/calibration and certification for each of the following equipment and ensure performance to specifications:

3. PERFORMANCE REQUIREMENTS:
3.1. Repairs of manufacturing defects and correction action repair: encoders, encoder boards, cables, interpolator boards
3.2. Hardware Telephone support
3.3. Firmware and Tracker Pilot upgrades

3.4. Annual PM and Calibration (Preventative Maintenance of Tracker system to include thorough cleaning, tracker system diagnostics for encoders, laser intensity, tracker with controller and T-Products FW update with applicable)
3.5. The Contractor shall advise the Technical Point of Contact (TPOC) if any parts replacement is not covered and shall not proceed with repairs without authorization from the Contracting Officer.
3.5.1. If additional repairs are required and are not covered by the PM service, the contractor shall provide a written quote detailing the as-found condition, necessary parts, labor costs, labor hours, parts, price, quantities, and estimated down time to completion. Prior to commencement of work on the repairs, work must be authorized by the Contracting Officer.
3.5.2. Parts that are replaced during preventive maintenance service are included at no additional cost to the government. Materials used shall be new and not refurbished or reconditioned materials. All parts shall meet manufacturer specifications
3.6. Equipment which falls out of calibration specifications during the period of time for which the calibration certificate provides, shall be re-calibrated and re-certified by the contractor at no additional cost to the government. The contractor shall be responsible for any cost associated in returning the re-calibrated equipment to the government.
3.7. The Contractor shall ensure that all work performed is done by qualified, trained personnel to current industry standards and specifications.
3.8. The Contractor shall provide paperwork certifying that the Leica AT960 (by serial number) have been tested and meet the specified tolerances for measuring.
3.9. Workmanship: The Contractor shall ensure that all work performed is done by a qualified, Manufacturer Trained, Certified Technician, to industry standards and specifications.
3.10. Reports: The Contractor shall provide a detailed report to certify that the Leica AT960 Laser Tracker equipment (listed by serial number) have been tested, and meet the specified tolerances for accurate measuring.
4. GOVERNMENT FURNISHED PROPERTY:
4.1 All equipment at (ATTACHMENT A) will be shipped to the contractor at the government’s expense. Once service is complete, all equipment will be shipped back to the PHNSY&IMF at the Contractor’s expense (Return shipping address below).

4.2 Property Management Plan - - Contractor shall provide a Property Management Plan to Government prior to award which describes the contractor’s property management system, plan, and any customary commercial practices, voluntary consensus standards, or industry-leading practices and standards to be used by the offeror in managing Government property by addressing the FAR 52.245-1(f)(ii) and (iii).
5. CONTRACTOR QUALIFICATIONS:
5.1. The Contractor shall be an authorized, Original Equipment Manufacturer (OEM) trained, certified technician, not a sub-contract technician, to troubleshoot, repair, and perform preventative maintenance service on the Leica AT960 Laser Tracker equipment.
6. PLACE OF PERFORMANCE:
6.1. Work will be performed on-site at the Contractor facility.
