PERFORMANCE WORK STATEMENT (PWS)

SERVICE TROUBLE CALLS AND PREVENTIVE MAINTENANCE OF BI-DIRECTIONAL AMPLIFIER

(BDA) COMMUNICATION SYSTEM LOCATED AT THE 5 DRYDOCK PUMPWELLS AND DRYDOCKS

1, 2, 3 AND 4

1.0 BACKGROUND

1.1 The BDA system enables Pearl Harbor Naval Shipyard & IMF’s (PHNSY & IMF) Motorola radios to communicate while in-Hull and limited reception areas (e.g. drydock pumpwells).

These radios support waterfront production work and are used to notify Fire and Emergency Services first responders via the Pacific Land Mobile Radio System. The system is comprised of cables, connectors, power splitters and stainless steel cabinets which House the BDA Head end units, amps and internal power supplies. The awardee (henceforth identified as “the Contractor”) shall provide the work required enumerated below.

2.0 OBJECTIVE/SCOPE

2.1 PHNSY & IMF requires contractor services to provide service trouble calls and preventive maintenance of the BDA System located at the 5 Dry-dock Pump-wells and Dry-docks 1, 2, 3 and 4, for a 1-year contract with options for 4 additional years.

3.0 WORK REQUIREMENTS

3.1 Service Trouble Calls shall be accomplished in accordance with the following:

3.1.1 Hours of coverage: 0630 - 1500 Monday through Friday, excluding Federal Holidays.

Federal Holidays:

New Year’s Day 1st of January Dr. Martin Luther King’s Birthday 3rd Monday in January President’s Day 3rd Monday in February Memorial Day 5th Monday in May Independence Day 4th of July Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran’s Day 11th of November Thanksgiving Day 4th Thursday in November Christmas Day 25th of December

If the Federal Holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the Federal Holiday falls on a Sunday, the holiday is observed on the following Monday.

3.1.2 The Contractor shall provide Priority Dispatching which guarantees priority service and includes escalation of service affecting the issue.

3.1.3 The Contractor shall troubleshoot, repair, and/or replace faulty component(s) to include “Fixed Cable Plant” 7/8” cable on the perimeter of the drydock. Cable and lift capability to be provided by PHNSY & IMF. Contractor shall request lifting services a minimum of 24 Hours in advance.

3.1.4 The Contractor shall provide one (1) spare parts kit to include, at a minimum, the following:

3.1.4.1 One (1) Power Supply

3.1.4.2 One (1) Yagi Donor Antenna

3.1.4.3 One (1) Transit type interior Antenna

3.1.4.4 One (1) Antenna RF cable with connectors for Yagi Antenna

3.1.4.5 One (1) Connectors for interior RF cables

3.1.4.6 One (1) Antenna for interior use

3.1.4.7 One (1) FRU Rx Module

3.1.4.8 One (1) FRU Tx Module

3.1.4.9 One (1) RF Cable Splitter

3.1.4.10 One (1) 1.2Kv UPS

3.1.4.11 One (1) MOV for AC protection

3.1.5 The Contractor will conduct operational checks and compare to baseline specifications.

3.1.6 The Contractor shall align BDA unit to baseline specifications.

3.1.7 The Contractor shall return the BDA equipment to operational status and verify with PHNSY & IMF.

3.1.8 The Contractor will conduct operational checks and compare to baseline specifications after the vessel in drydock is fitted with the “Flexible Cable Plant”.

3.2 Monthly Preventive Maintenance (one visit per month per contract year) shall be accomplished in accordance with the following:

3.2.1 The Contractor shall conduct operational checks and compare to baseline specifications.

3.2.2 The Contractor shall align BDA unit to manufacturer’s specifications.

3.2.3 The Contractor shall cycle spare parts and conduct operational checks.

3.2.4 The Contractor shall conduct visual checks to ensure that equipment is operating properly.

3.2.5 The Contractor shall conduct preventive maintenance and provide PHNSY & IMF with a report.

4.0 CONTRACTOR QUALIFICATIONS/SECURITY REQUIREMENTS:

4.1 The Contractor shall be capable of providing certified technicians to perform the requested services.

4.2 The Contractor shall pass a background check to gain access onto the base. The Contractor will coordinate with PHNSY & IMF to obtain a gate pass at . It is not unusual for the pass process to take an hour or more. The Contractor must be a U.S. Citizen and must pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract. Prior to the start of work, the Contractor shall provide the COR (on company letterhead) a request for access and include the following information – full name of all personnel working on this contract; Social Security number;

date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination.

Contractor’s employees must be a U.S. Citizen and registered with the Defense Biometric Identification System. See APPENDIX III for additional security requirements.

4.3 The Contractor personnel must meet the requirements for unescorted entry, GREEN badge, to PHNSY&IMF areas. Escorted access to CNIAs and NWAs must be coordinated with the cognizant Department Security Coordinator to ensure that the area is sanitized and the escort is properly briefed / knowledgeable of the area. The Contractor shall follow the applicable requirements listed below in 7.0 ATTACHMENTS and brief their personnel to ensure compliance. Non-compliance with applicable items in Attachments is a material violation of the contract. Should Contractor personnel receive or suspect they have learned unauthorized sensitive information beyond their level of clearance, they shall identify and immediately report suspicions to the Contracting Officer’s Representative (COR).

4.4 Lock-Out Tag Out: The Contractor shall perform their own lock out tag out of equipment in accordance with industry and PHNSY & IMF safety standards.

4.5 Photography is strictly prohibited within PHNSY & IMF: Data phones, phones with a camera feature and cameras of any type are not allowed within PHNSY & IMF.

5.0 QUALITY ASSURANCE

5.1 The Contractor is responsible for implementing and maintaining a Quality Control Program

(QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance.
