REFURBISH AND RECERTIFY MAST CLAMPS

1.0 BACKGROUND

1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific.

2.0 SCOPE OF WORK/OBJECTIVE

PHNSY &IMF seeks a Contractor to recertify and refurbish the following mast clamps assemblies per requirements and specifications of the most current revisions as of 06/26/2020 of both NAVSEA Drawing 4398614 and NAVSEA Manual SE11Q-S-NB3-MMA-010:

The recertify and refurbishment of 75 mast clamps must be completed by 120 days after receipt of the clamps.

3.0 PERFORMANCE REQUIREMENTS

3.1 PHNSY&IMF have 75 mast clamps to be refurbished to new/like new state and recertified for service per

NAVSEA Drawing 4398614, latest Revision and NAVSEA SE11Q-S-B3-MMA-010. The Contractor shall provide all services to include performing an incoming inspection, remove old brake lining, sandblast to white metal finish, apply new brake lining, paint, apply new nameplate, supply new hardware, provide certificates of all testing. Perform load testing per Test Procedures for Weight Handling Equipment in NAVSEA Drawing 4398614, latest Revision to include:

a) Non-destructive test on all lifting equipment welding before and after the weight test

b) Weight test

c) Holding capacity test: Install clamps to mandrel using NAVSEA Drawing 4398614, latest Revision and. Holding capacity test maybe conducted simultaneously with weight test. The contractor shall provide minor repairs and adjustments as required to restore unit to full Original Equipment Manufacturers (OEM) specifications.

All certification will be provided with the delivery.

Name plates shall comply with requirement of NAVSEA Drawing 4398614, latest Revision.

Contractor will package mast clamps assemblies and ship mast clamps assemblies to Pearl Harbor Naval Shipyard & IMF.

3.2 Workmanship: The Contractor shall ensure that all work performed is done by qualified, trained personnel to current industry standards and specifications.

3.3 Reports: The Contractor shall provide the following report(s):

a) Statement/Certification of visual post, weight, inspection and other operational test performed by contractor.

b) Non-Destructive Test documents of instructional operations and weld sizes.

Reports shall be received with refurbished clamps.

4.0 QUALITY ASSURANCE

4.1 The Contractor is responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of the QCP shall be provided to the Technical Point of Contact (TPOC) prior to contract performance.

4.1.1 The QCP shall outline the Contractor’s plan to ensure the quality of deliverables as outlined in this PWS.

The QCP shall address what will be reviewed and shall outline actions to be taken by the Contractor, should the review(s) identify areas requiring remedial action.

4.1.2 The Contractor shall keep records of any inspections and corrective actions taken, as outlined in the OCP and shall make such records available to the TPOC upon request.

5.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION

“The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the PHNSY & IMF via a secure data collection site.

Contracted services excluded from reporting are based on Product Services Codes (PSCs). The Excluded PSCs are:

(1) W, Lease of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://www.ecmra.mil/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://www.ecmra.mil/.

6.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

6.1 GENERAL: 75 ea. Mast Clamps. See table in 2.0

7.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS

7.1 The Contractor shall ensure the necessary employee level of expertise for performance of the deliverables described by this PWS and the necessary management and administrative support associated with personnel, equipment and services provided. The Contractor should be a NAVSEA approved contractor.

8.0 Security Requirements: This contract does not require a security clearance level and clearance granted by the Defense Security Service (DSS). However Contractor personnel shall recognize that PHNSY & IMF deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of SECNAVINST 5510.36. A violation of this paragraph shall be a material violation of this agreement.

8.1 Should Contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and report suspicions to the TPOC.

8.2 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are contract employees and not DOD employees.

8.3 Contractor personnel shall not establish an employee-employer relationship with Government personnel under this contract.

8.4 Please of Performance: All services will be performed at the Contractor’s facility.

8.5 Hours of Operation.

8.5.1 Normal hours of operation are 6:30 am through 3:00 pm, Monday through Friday and exclude Federal Holidays.

ADDENDUM TO FAR 52.212-1 To evaluate technically acceptability, all offerors are required to submit a statement regarding their technical approach on completing the work in accordance with the Performance Work Statement. All submittals should be provided as an attachment to the quotation in a separate word document, size 12 font, no more than 8 pages. Additionally, contractors are required to fill out the unit price and total amount for each CLIN on the solicitation documents. Contractors shall also submit a price quote including a breakdown of their proposed number of FTEs, labor categories, and labor rates.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Capability of the item offered to meet the Government requirement;

(ii) Price

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

1. EVALUATION

a. Basis for Contract Award This evaluation is conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). These regulations are available electronically at the Federal Acquisition Regulation website, https://www.acquisition.gov/. A contract may be awarded to the contractor who is deemed responsible IAW FAR 9.1, whose technical approach is deemed acceptable IAW the PWS, and whose price is determined fair and reasonable.

b. Solicitation Requirements, Terms and Conditions Contractors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the contractor being ineligible for award. Contractors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. (a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

WAGE RATE DETERMINATION

Simms Division of | Revision No.: 12 Director Wage Determinations| Date Of Last Revision: 07/24/2020 Note: Under Executive Order (EO) 13658 an hourly minimum wage of $10.80 for calendar year 2020 applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1 2015. If this contract is covered by the EO the contractor must pay all workers in any classification listed on this wage determination at least $10.80 per hour (or the applicable wage rate listed on this wage determination if it is higher) for all hours spent performing on the contract in calendar year 2020.
