This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart

12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and additional written solicitations will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular

(FAC) 2019‐02TA. The Pearl Harbor Naval Shipyard and IMF, 667 Safeguard St, Ste 100, JBPHH, HI 96860‐

5033 intends to award a Firm Fixed Priced contract for full and open competition to retrieve, refurbish, recertify, and return high pressure nitrogen bottles (HP250). NAICS: 325120, Size Standard: 1000, FSC:

J049. The solicitation number is N32253‐19‐Q‐0053. This solicitation will close at 0700 HST on 5 June

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

AND GAS HANDLING EQUIPMENT

1.0 BACKGROUND

1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific.

2.0 SCOPE OF WORK/OBJECTIVE

PHNSY &IMF seeks a Contractor to retrieve, refurbish, recertify and return high pressure bottles (HP250).

The recertification and refurbishment of 225 each HP250 bottles must be completed within 120 days after receipt of the units.

3.0 PERFORMANCE REQUIREMENTS

3.1 PHNSY&IMF have 225 each HP250 bottles to be refurbished to new/like new state and recertified for service for a period no less than 5 years per MIL STD 1411 (latest Rev.), 49 CFR (latest Rev.) CGA C-1 (latest Rev.) and CGA C-6 (latest Rev.) The Contractor shall provide all services to include: hydrostatic pressure test, inspect/dress threads (internal and external), sandblast, prime, paint, stencil*, replace valve and Teflon seal, change safety, handling pins, clips, dust cap/plug, decal and stamp good for a period of 5 years. All HP250 bottles must be color-coded gray with two black bands encircling the neck.

*stencil to be longitudinal and to include:

PHNSY & IMF – FILTER REQUIRED (2.00” block lettering) Non- Shat (1.50” block lettering) NITROGEN – OIL FREE (1.50” block lettering)

All certifications will be provided with the delivery.

Contractor will wrap and palletize HP250 bottles and ship to Pearl Harbor Naval Shipyard & IMF building 1320.

All failed cylinders are to be clearly marked, wrapped and separated from certified cylinders and returned to Pearl Harbor Naval Shipyard & IMF building 1320.

3.2 Workmanship: The Contractor shall ensure that all work performed is done by qualified, trained personnel to current industry standards and specifications.

3.3 Reports: The Contractor shall provide the following report(s):

a) Statement/Certification of inspection and other operational test performed by contractor.

4.0 QUALITY ASSURANCE

4.1 The Contractor is responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of the QCP shall be provided to the Technical Point of Contact (TPOC) prior to contract performance.

4.1.1 The QCP shall outline the Contractor’s plan to ensure the quality of deliverables as outlined in this PWS.

The QCP shall address what will be reviewed and shall outline actions to be taken by the Contractor, should the review(s) identify areas requiring remedial action.

4.1.2 The Contractor shall keep records of any inspections and corrective actions taken, as outlined in the OCP and shall make such records available to the TPOC upon request.

5.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION

“The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the PHNSY & IMF via a secure data collection site.

Contracted services excluded from reporting are based on Product Services Codes (PSCs). The Excluded PSCs are:

(1) W, Lease of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://www.ecmra.mil/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 6.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

6.1 GENERAL: None

7.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS

7.1 The Contractor shall ensure the necessary employee level of expertise for performance of the deliverables described by this PWS and the necessary management and administrative support associated with personnel, equipment and services provided. The Contractor should be a NAVSEA approved contractor.

8.0 PERSONNEL

8.1 The contractor/instructor shall pass a background check to gain access onto the base. The contractor will coordinate with PHNSY & IMF to obtain a gate pass at building 3455 Pass Office. It is not unusual for the pass process to take an hour or more. Contractor/instructor must be a U.S. Citizen and must pass a security background check. Only those individuals with favorable investigations shall be utilized on this contract.

Prior to the start of work, the Contractor shall provide the TPOC (on company letterhead) a request for access and include the following information – full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination. Contractor’s employees must be a U.S. Citizen and registered with the Defense Biometric Identification System

In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to US citizens and US nationals only. Contractor personnel performing services shall be required to comply with all Pearl Harbor Naval Shipyard and IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit. All regulations, procedures and access/security requirements shall be obtained prior to the first day of contract performance. It is the responsibility of the Contractor to process and obtain all approvals and allow for sufficient processing time to secure access and entry to PHNSY &

IMF.

8.2 Security Requirements: This contract does not require a security clearance level and clearance granted by the Defense Security Service (DSS). However, Contractor personnel shall recognize that PHNSY & IMF deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of SECNAVINST 5510.36. A violation of this paragraph shall be a material violation of this agreement.

8.3 Should Contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and report suspicions to the TPOC.

8.4 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are contract employees and not DOD employees.

8.5 Contractor personnel shall not establish an employee-employer relationship with Government personnel under this contract.

8.6 Place of Performance: All services will be performed at the Contractor’s facility.

8.7 Hours of Operation.

8.7.1 Normal hours of operation are 6:30 am through 1:00 pm, Monday through Friday and exclude Federal Holidays.

8.7.2 Federal Holidays:
