This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart
12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and additional written solicitations will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019‐03, DFARS DPN 20190628, NMCARS 18‐06. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (IMF), 667 Safeguard St, Ste 100, JBPHH, HI 96860‐5033 intends to award a Firm Fixed Priced contract for a small business set‐aside to provide Personal Assistance Services that are needed for performing activities of daily living that an individual would typically perform if he or she did not have a disability. NAICS: 624120, Size Standard: $11M , FSC: R799. The solicitation number is N32253‐19‐Q‐0051. This solicitation will close at 1200 PM HST on 25 JUL 2019. Point of contact:

Travel to assist employee on work-related travel.
This is a cost-reimbursable CLIN for travel associated with CLIN 0001.
Prior to incurring any expenses against this CLIN, all travel must be coordinated with the COR and approved by the Contracting Officer in advance of travel. The Contractor’s actual substantiated costs shall be reimbursed. Receipts and any supporting documents shall be required to be submitted when invoicing against this CLIN and expenses incurred in the performance of this requirement shall not exceed the “Not to Exceed” allocated amount of $5,000. The Contractor shall notify the Government when 75% of the allotted amount has been committed (FAR 52.232-20 Limitation of Cost, is applicable only to CLIN 0002). Please see paragraph 4.0 of the PWS.

PEARL HARBOR NAVAL SHIPYARD (PHNSY & IMF)
CONTRACTOR SUPPORT SERVICES FOR PERSONNEL ASSITANCE SERVICES
(PAS)
1.0 BACKGROUND
1.1 This Performance Work Statement (PWS) describes tasks to be performed by awardee in support of PHNSY & IMF to obligate Department of the Navy's (DON) policy to provide PERSONAL ASSISTANCE SERVICES (PAS) to its employees because of their targeted disability, in accordance with 29 Code of Federal Regulations § 1614.203(d)(5).
2.0 OBJECTIVE/SCOPE
2.1 OVERALL OBJECTIVE: The awardee, hereafter referred to as the Contractor, shall provide
PERSONAL ASSISTANCE SERVICES (PAS) and PERSONAL ASSISTANT (PA) services to assist with performing activities of daily living that an individual would typically perform if he or she did not have a disability. Tasks may include assistance with personal care such as eating and using the restroom, assisting with physical tasks and cognitive tasks such as facilitation communication access with a reader. Agencies are only required to provide PAS when the individual is working or on work-related travel.
3.0 PERFORMANCE REQUIREMENTS
3.1 The Contractor will perform a variety of personal assistance services (PAS) for the EMPLOYEE WITH DISABILITIES (EWD) whose conditions can vary widely from those requiring daily assistance to those requiring help with on an as-needed basis. Is subject to work in rotating and intermittent shifts, and may function in a variety of work settings on short notice.
3.2 Workplace personal assistance may involve activities such as:
Taking on/off one’s coat.
Help with toileting and hygiene.
Assistance with meal preparation.
Assistance with feeding or eating.
Retrieving materials out of reach.
Assistance walking and sitting (including transitioning and the use of walkers or wheelchairs).
Providing travel/transportation assistance for an employee with a mobility impairment.
Helping an employee with a cognitive disability in decision-making.
Safe guidance or reading printed materials to an employee who is visually impaired.
Ensuring a sign language interpreter is present during meetings for an employee who is deaf.
Required duties are not limited to those listed. Other duties with regards to proper PAS for required government personnel may be required and will be discussed on an “as needed” basis.
3.3 Contract will be required to Perform a variety of administrative support duties:
Receiving calls or emails to schedule and reschedule appointments.
Complete arrangements for requested personal assistance services or other office support requests.
Respond to routine non-technical requests for information such as status of requests reports Suspense dates for matters requiring compliance, and similar information readily available from files.
Arrange for meetings, including reserving the location, notifying participants, and providing copies of handouts.
Assemble requested material and information for scheduled meetings.
Make travel arrangements.
Compose complex, but non-technical, correspondence.
Locate and assemble information for various reports and briefings.
Follow up with applicable contacts to ensure that various commitments made at meetings or through correspondence are met.
Perform other administrative related duties as assigned.
3.4 Other primary duties may arise and will be discussed on an “as needed” basis.
4.0 TRAVEL
4.1 Contractor may be required when necessary, accompany the employee in official travel in order to facilitate performance of his/her job. Travel-related duties may include duties as described in this PWS and:
dressing and grooming preparing meals transferring to and from bed facilitating the logistical needs of the employee(s) reading and note-taking.
Other primary duties may arise and will be discussed on an “as needed” basis.
4.2 Travel shall be in accordance with the Federal Acquisition Regulation (FAR)
31.205-46 and current DoD Joint Travel Regulations (JTR).
4.3 The Contractor’s work shall be governed by the completeness and quality of the work performed as stated in this PWS
5.0 CONTRACTOR QUALIFICATION/REQUIREMENTS
5.1 Contractor will be required to have knowledge/experience in:
Knowledge of personal care functions and procedures to provide timely, safe and appropriate personal assistance services for a wide variety of workplace situations
Knowledge of the duties, policies, commitments and priorities of the supervisor to review requests for personal assistance services and determine which requests should be brought to the attention of the supervisor and which should be sent directly to other appropriate personnel for action.
Knowledge of the organizational functions and procedures of the work unit to perform such duties as refer phone calls and visitors and provide general, non-technical information.
Knowledge of the office procedures, filing system and various references and handbooks commonly used by the staff in order to classify, search for and dispose of materials.
Knowledge of the duties of the staff and the programs of the office to perform non-routine assignments such as locating and summarizing information from files and documents when this requires recognizing which information is or is not relevant to the problem at hand.
Knowledge of one or more types of software (word processing, spreadsheets, databases, etc.) to accomplish tasks.
Skill in using Microsoft Office Suite
Skill in written and oral communication to elicit organizational and individual needs to effectively provide personal assistance services.
Skill in applying supported employment practices by assisting individuals with disabilities to accurately carry out job duties.
Skill in compiling and evaluating data from various sources to provide the appropriate personal assistance services and provide reports or briefings on the services provided.
5.2 Special Qualifications:
5.2.1 Physical Requirements:
Must be able to physically perform the basic life operational functions of fingering, talking, hearing, standing, reaching, pushing, pulling, lifting and repetitive motions.
Must be able to perform medium work and exert up to 50 pounds of force occasionally, and/or 20 pounds of force constantly to move objects.
Must possess the visual acuity to determine the accuracy, neatness and thoroughness of work assigned, and to complete records and reports.
5.2.2 Special Requirements:
When applicable the PA shall have the necessary licensing and certifications to perform such skilled personal care needs such as catheter care, bowel programs, tube replacement, etc.
Possession of a valid driver's license
5.3 The Contractor and its representatives shall be trained in and comply with all Federal, State, Territorial and local environmental laws and regulations. In the event that the work is found non-compliant to all stated environmental laws and regulations, the contractor shall indemnify the U.S. government from any liability.
5.4 Contractor is required to comply with Public Law 105-270, Section 5 (2)(A). This law states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations.
Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.”
5.5 The Contractor shall have experience with Department of Defense (DoD) directives, regulations, policies and procedures.
5.6 Security Requirements: This contract requires personnel to have and maintain security access based on a final clearance granted by the Defense Service (DSS) and be eligible for a Green Shipyard access badge. Contractor will Coordinate with PHNSY Security Office in the completion of Visit Request for Pearl Harbor Naval Shipyard (Form PH-SYD 5512/28 Rev 8-12).
This contract requires a “Confidential Level” security clearance level and clearance granted by the Defense Security Service (DSS). The Contractor employees must be a United States citizen, to perform the work as prescribed in PWS. Should contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and immediately report suspicions to the TPOC/COR.
Access to the work area located in the CIA is governed by PHNSY & IMF security procedures and requirements and the Contractor is required to obtain a Green Badge clearance for all Contractor personnel associated with this PWS. This job is not classified and will not deal with any restricted data.
5.7 Photography is strictly prohibited within PHNSY & IMF: Data phones, phones with a camera feature and cameras of any type are not allowed within PHNSY & IMF.
5.8 Common Access Card (CAC); Contractor will be required to obtain a CAC for this contract:
Background vetting will be required for all contractor personnel and must meet at a minimum, one of the following criteria:
The completion of an FBI fingerprint checks with favorable results.
A valid National Agency Check with Inquiries (NACI) A DOD determined NACI equivalent investigation.
The above information must be submitted in Joint Personnel Adjudication System
(JPAS) prior to issuance of a CAC. Contractor personnel are required to maintain strict accountability of all Government issued badge(s) and immediately report any badges that are missing or lost and the circumstances to the COR. All government provided badges/cards are to be returned to the COR immediately upon termination, expiration, completion of work, or when no longer required.
6.0 RESPONSIBILITIES
6.1 The Contractor shall furnish sufficient qualified personnel to perform all work specified within this contract at all times.
6.2 Place of Performance: Pearl Harbor Naval Shipyard & Intermediate Maintenance

6.3 Each contractor employee shall clearly identify themselves as contractor employees by means of company shirt, pin, or other visible company identification means in a manner that is visible at all times.
6.4 The Contractor performing services shall be required to comply with all Pearl Harbor
Naval Shipyard & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
6.5 If applicable, ensure that the on-site PAS representative is in compliance with the following safety guidelines:
Safety glasses with side shields shall be worn when personnel are conducting eye hazardous operations and when in an eye hazardous area.
Hardhats, safety glasses and safety shoes shall be worn at all times from the outer crane rail and/or entry into the fenced area and while on board ship in accordance with PHNS & IMF PPE policy.
Shall ensure its employees understand the fire safety requirements and actions to be taken when fire or an emergency occurs during work onboard the ship. Contractor shall ensure that all personnel are briefed on the Shipyard Fire Safety Plan and muster locations.
Eating, smoking or drinking is prohibited except for designated areas identified by the ship.
7.0 PERIOD OF PERFORMANCE:
Performance of this Contract will be from Date of Award, then lasting for the duration of one year.
Tentative POP date will be August 5, 2019 – August 4, 2020.
8.0 HOURS OF OPERATION:
8.1 Working Hours: Regular working hours shall consist of an 8-hour period, between 6:30 AM -
3:00 PM, 2nd shift 0230 PM-11:00 PM, or 3rd shift 10:30 PM-0700 AM Monday through Friday, excluding Federal holidays.

If the federal holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the federal holiday falls on a Sunday, the holiday is observed on the following Monday.
Performance of this contract will be on first shift.
All shift change requests have to be authorized and approved by the COR/KO.
Work will not be performed during the holiday shutdown between December 23, 2019 -
January 06, 2020.

10.0 Enterprise Wide Contractor Manpower Reporting Application
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site.
Contracted services excluded from reporting are based on Product Services Codes (PSCs). The Excluded PSCs are:
(1) W, Lease of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY.
The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

ADDENDUM TO FAR 52.212-1 To evaluate technically acceptability, all offerors are required to submit a statement regarding their technical approach on completing the work in accordance with the Performance Work Statement. All submittals should be provided as an attachment to the quotation in a separate word document, size 12 font, no more than 8 pages. Additionally, contractors are required to fill out the unit price and total amount for each CLIN on the sollicitation documents. Contractors shall inout $5,000 for the CLIN 0002 unit price and amount.
Contractors shall also submit a price quote including a breakdown of their proposed number of FTEs, labor categories, and labor rates.

1. EVALUATION
a. Basis for Contract Award This is the Lowest Price Technically Acceptable (LPTA) evaluation conducted in accordance with (IAW) Federal Acquisition Regulation (FAR)13 Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and Navy Marine Corps Acquisition Regulation Supplement (NMCARS). These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil . A contract may be awarded to the contractor who is deemed responsible in accordance with the FAR part 9.1, as supplemented, whose quote conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR 52.212-1 of this solicitation) and is judged, based on the evaluation factors, to represent the lowest price technically acceptable quote.
b. Solicitation Requirements, Terms and Conditions Contractors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the contractor being ineligible for award. Contractors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
