3. REQUIREMENTS:
(I)(G) "VISUAL INSPECTION & OPERATIONAL TEST"
3.1 Accomplish visual inspection on structural/hull, mechanical, and electrical components and operational testing to crafts identified in
1.3.1 and 1.3.2, using 2.2 for guidance.

3.1.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.1 to the SUPERVISOR within 24 hours of completion of test and inspection.
(V) "INSPECT FASTENER"
3.2 Accomplish the requirements of 009-84 of 2.1.
3.3 Accomplish the requirements of Boat Alteration GEN/65C on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.10.
(V)(G) "TEST NOTES"
3.3.1 Accomplish the requirements of test notes T-1 through T-3.
3.4 Accomplish the requirements of Boat Alteration GEN/66B on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.11.
3.5 Accomplish the requirements of Boat Alteration 7MRB/10C on crafts identified in 1.3.1 and 1.3.2 in accordance with 2.12.
3.6 Accomplish the requirements of Boat Alteration 7MRB/44B on crafts identified in 1.3.1 and 1.3.2 in accordance with 2.13.
3.7 Accomplish the requirements of Boat Alteration 7MRB/45B on crafts identified in 1.3.1 and 1.3.2, in accordance with 2.14 & 2.15.
3.7.1 Remove existing high pressure fuel pump and fuel cooler, provide with new and install, (one EA/craft) Cummins P/N 5273441 HP Pump and Cummins P/N 5288253 Fuel Cooler.
(V)(G) "TEST NOTES"
3.7.2 Accomplish the requirements of test notes T-1 & T-2.
3.8 Accomplish the requirements of 009-90 of 2.1, for the dynamometer testing of each MPDE to verify repairs and engine performance.
3.8.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.8 to the SUPERVISOR within 24 hours of completion of dyno testing.
3.9 Accomplish the following repairs to EACH craft identified in 1.3.1 and 1.3.2 using 2.2 through 2.9 for guidance.
3.9.1 Remove existing Main Propulsion Diesel Engine (MPDE), provide and replace each with OEM (Cummins) remanufactured engine assembly.
QSB 5.9, 230hp @ 3000RPM. Engines to be configured as a direct replace engine for S/N’s; (464470575 and 46488688).
3.9.1.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report certifying each remanufactured engine assembly to the SUPERVISOR.
3.9.2 Removed existing engines may be used as a core for the
procurement of the remanufactured engine.
3.9.3 Replacement remanufactured engine shall be configured as a direct replacement with identical 24 volt system, smart craft version

1 system, and with new isolated ground starter, alternator, and run dry raw water pump assembly.
3.9.4 All engine fluids shall be filled/topped off upon
installation.
3.9.5 MPDE shall be aligned upon reinstallation onboard the craft.
3.9.6 Remove existing and install new, engine drive dampener plate (located in the bell housing).
3.9.7 Remove, prepare and paint each RACOR fuel filter housing assembly.
3.9.8 Remove existing and install new, each bilge pump and float switch assembly.
3.9.9 Remove existing and install new, each fuel stripping pump assembly.
3.9.10 Remove existing and install new, each Fast Lube Oil Change System (FLOCS) pump assembly.
3.9.11 Remove existing and install new, (2 EA/craft) Optima Blue Top Marine batteries P/N 8016-103, each missing battery cable that connects the batteries together and all battery securing hardware.
3.9.12 Remove existing and install new, (2 EA/craft) 5LB fire extinguishers.
3.9.13 Remove existing and install new, each navigation compass assembly with light.
3.9.14 Remove existing and install new, (3 EA/craft) console
electrical connector assemblies for the each, blue light, siren speaker and search light.
3.9.15 Remove existing and install new in its entirety, each forward and aft driveshaft support bearings and seals.
3.9.16 Remove existing and install new in its entirety, each drive shaft assembly, paint each driveshaft black and add white lettering to read, “NO STEP”.
3.9.17 Prepare, and paint each aft driveshaft hoop (black) using paint manufacturer’s instructions.
3.9.18 Remove existing Sponson and MBCS, provide with new, and install each Wing Sponson and MBCS using new retaining strips and hardware.
3.9.19 Remove existing, provide with new and replace, 2 each forward deck hatch latches.
3.9.20 Remove existing and install new in its entirety, each Mercury outdrive and transom complete assemblies. (Bravo 2, 1.5:1 gear ratio)
3.9.21 Remove existing and install new in its entirety, 4 each (2 EA/craft) outdrive trim pump assembly and bilge area trim hoses.
3.9.22 Remove existing and install new in its entirety, each
outdrive propeller assembly.
3.9.23 Remove existing and install new, 4 each (2 EA/craft) shift cable assemblies.
3.9.24 Remove existing and install with new, each steering helm

3.9.25 Remove existing and install with new, each steering wheel assembly.
3.9.26 Remove existing and provide services and material for “Class B” overhaul of each sea cock and each sea water strainer assemblies.
3.9.27 Remove existing and install with new, (2 EA/craft) sea water hoses from sea cock to sea water strainer, sea water strainer to MPDE sea water pump using double SS clamps at each connection point.
3.9.28 Re-upholster each storage box seat cushion, and each console seat cushion, color shall be lite gray and attach using new snaps.
3.9.29 Remove existing and install new in its entirety, each center life line assembly (attaching between forward tow post and console)
3.9.30 Remove existing and replace with new, 4 each (2 EA/craft) aft storage box lid latches and each console seat hatch latches.
3.9.31 Remove each existing calking and reseal the transom/deck connection areas in its entirety.
3.9.32 Remove existing and replace with new, each aft deck drain “elephant trunks”.
3.9.33 Remove existing and replace with new, each exhaust outlet flappers and clamps.
3.9.34 Accomplish the requirements of 009-90 of 2.1, for the removal of existing and installation of each new vessel views.
3.9.34.1 New vessel view display units shall be Vessel view 7 kits, Mercury P/N 8m0074095.
3.9.34.2 Parts shall include each wiring harnesses, SIM cards, and each connections.
(Q)(G) "OPERATIONAL TEST"
3.9.34.3 OEM representative shall accomplish operational testing to the newly installed units using Cummins In site Software to prove repairs.
3.9.34.4 Submit one legible copy, in hard copy or approved
transferrable media, of a report certifying each newly installed units listing the results of 3.9.34.3 to the SUPERVISOR within 24 hours of completion of testing.
3.9.35 Remove existing and install new, each GPS display units using Garmin GPSMAP 547xs with depth sounder/transducer assembly.
3.9.36 Remove existing and install new, each “trim” 100 amp
breakers, each 12 volt main 70 amp breaker, each 24 volt main 30 amp breaker and Cummins 7.5 amp breakers.
3.9.37 Remove existing and install new, each electric bilge pump and float switch assemblies.
3.9.38 Remove existing and install new, each MOBI display head units.
(V)(G) "OPERATIONAL TEST"

3.9.39 Accomplish an operational test of MOBI system for proper operation.
3.9.39.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report certifying each newly installed units listing the results of 3.9.39 to the SUPERVISOR within 24 hours of completion of testing.
3.9.40 Provide with new and install new for each craft the Whelen P/A Microphones.
3.9.41 Remove existing and install new, each VHF radio model GX2000 radio assemblies.
3.9.41.1 Fill/glass VHF radio mounting opening to fit new units.
3.9.42 Remove existing and install new, each VHF radio antennae assembly.
3.9.43 Remove existing and install new, 16 each (8 EA/craft)
securing pins and lanyards.
(V)(G) "OPERATIONAL TEST/BAY TRIAL"
3.10 Perform a operational test/bay trial for a total of 2 hours to each craft identified in 1.3.1 and 1.3.2 to prove each component repaired or installed in paragraph 3.1 through 3.9 are up to OEM standards and in accordance with 2.2 through 2.15.
3.10.1 Provide 20 Gallons of diesel fuel for each craft.
3.10.2 Submit one legible copy, in hard copy or approved
transferrable media, listing the results of 3.10, with recommended repairs of any hull, mechanical, electrical, and accessory discrepancy found during the performance of 3.10 to the SUPERVISOR within 24 hours of completion of testing.
3.10.3 Upon completion of a SATISFACTORY bay trial contractor shall wash engine and entire craft with soap and water, fresh water flush engine raw water cooling system and clean entire bilge areas.
3.11 Contractor shall pick up and deliver crafts via trailers to contractor facility.
3.11.1 Contractor shall pick up each craft listed in 1.3.1 and 1.3.2 within 72 hours after the awarding of contract.
3.11.2 Government will provide trailer for crafts transport and contractor shall place boats on jack stand and keel blocks upon receipt of crafts at which time trailers shall be turned over to the government.
3.11.3 Prior to sea trials, government will provide trailers for transport.
3.11.4 Contractor shall be responsible for delivery to and from boat launch ramp for all necessary sea trials to prove all work has been completed.
3.12 Accomplish paint touch up to each new and disturbed surface to match the surrounding colors.

3. REQUIREMENTS:
3.1 Record the existing periphery lines, exact locations, painted stenciling, and colors and dimensions of painted coatings, and non-skid deck covering on each exterior surface of the craft from keel to the top of the console.
3.2 Shroud the entire DRYBERTH areas to contain debris and airborne contaminants generated by surface preparation and painting.
3.3 Remove existing and install new in its entirety, each non-skid deck covering and apply edge sealer, in accordance with 2.3 and 2.4.
3.4 Accomplish the requirements of 009-32 of 2.1, including Table One, Line 13, Column A, surface preparation shall be accomplished by using high pressure wash to remove marine growth and loose light paint or touch-up, using 2.3 through 2.6 as guidance, or to ensure all surfaces to be painted are properly prepared, achieve a minimum of 95 % surface abrasion using a minimum of 320 grit sandpaper for each boat listed in
1.3 and located in 1.2.
(V)(G) "PRELIMINARY HULL/STRUCTURAL INSPECTION PRIOR TO PAINTING"
3.4.1 Accomplish a visual inspection of areas prepared in 3.1 for
SSP: HRMC-HM&E-18-0003 2 of 3 ITEM NO: 583-11-002 structural integrity, deterioration, pitting, cracks, areas of damage or distortion and surface blemishes.
3.4.2 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing type, extent and locations of defects found in 3.1.1 to the SUPERVISOR.
(V) "INSPECT FASTENER"
3.5 Accomplish the requirements of 009-84 of 2.1.
3.6 Accomplish the requirements of 009-32 of 2.1, including Table One, Line 12, Columns B through G for preservation to hull exterior above and below waterline, deck surfaces, console exterior, transom, aft storage box and all other gel coated surfaces not receiving non-skid deck covering for painting, in accordance with 2.3 through 2.6 as guidance.
3.6.1 Colors shall be in accordance with recorded scheme listed in 3.1.
3.6.2 Accomplish preservation to mid and aft bilge areas and transom interior using ZOLOTONE to match existing paint color.
3.6.3 Clean, recondition, restore/re-stencil aluminum placards in its entirety (18 EA/craft), lettering shall be legible.
3.6.4 Prepare transom hull number location to ensure there are no cracks prior painting.
3.6.5 Prepare and paint each port and starboard console grab
handles, transom cap and transom hoop, stern light post, MOBI display bracket, MOBI antennae post and forward tow post assembly to match existing color .
3.6.6 Accomplish a total of 20 square foot of fiberglass repairs (10 SQFT/craft) located at the Hull, deck, console, console access doors and aft storage box in accordance with 2.5.
3.6.7 Remove existing, and install new in its entirety, each
hatch/access door seals (6 EA/craft).
(V)(G) "FINAL HULL/STRUCTURAL INSPECTION AFTER PANTING"
3.7 Accomplish a final paint inspection, painted surfaces shall be like-new finish free of grinding/sanding marks and surface defects such as orange peel, runs, sags, crazing, surface contaminates, and fish-eyes.
