Statutory Authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-

1(c)(1) – Brand name

5. Rationale Justifying Use of Cited Statutory Authority

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNS&IMF) has four (4) Samsung 60-ton portal cranes with Detroit Diesel Series 60 engines installed. We are seeking to procure engine for training specifically on this type of engine. The acquired engine to provide training on the overhaul and troubleshooting of Detroit Diesel Series 60 engine and electrical problems. The training is intended to enhance general training provided by PHNS&IMF on generic engine and electrical problems, and accelerate the knowledge, skills and abilities (KSAs) of PHNS&IMF Heavy Mobile Equipment Mechanics, Electricians, J&A Number: 18-025

Inspectors, and Engineers who currently obtain these skills only through on-the-job-training (OJT) during actual work and mock up scenarios. The Detroit 60 Series Engine and generator assembly will provide training and the Continuous Training and Development (CTD) Program with capability to provide hands on training for overhaul and troubleshooting applications to accelerate the knowledge, skill and abilities (KSAs) of PHNS&IMF Heavy Mobile Equipment Mechanics, Electricians, Inspectors, and Engineers who currently obtain these skills only through on-the-job-training (OJT) during actual work and mock up scenarios. The Diesel motor being requested are the equivalent motors installed on 4ea. 60-ton Samsung Portal Crane to what is specified via crane design Drawing No. PM00-YMA-5A-001, Diesel Generator Assembly (60-Ton Portal Crane). It will allow practical hands on training to support workforce development to perform complex repairs and trouble shooting in-frame without the use of outsource vendor support through cumbersome contracting process. Overall, reducing down time and efficiency of repair limiting impact to waterfront operations and support. Detroit Diesel owns the patent for this engine model and the engine cannot be recreated with the drawings owned by Detroit Diesel.

6. Description of Efforts Made to Solicit Offers from as Many

Offers as Practicable

Synopsis of the proposed procurement will be published in the FEDBIZOPS with a Brand Name requirement because Pearl Harbor Naval Shipyard code 720 – Inspection, Test, QA, Training and Tracking Division would like to utilize the same brand of engine currently installed in the shipyard cranes for installation and servicing training. Competition among the distributors is expected.

7. Determination of Fair and Reasonable Costs

IAW FAR 6.303-2(b)(7) The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.

• Solicitation will be posted to FBO to promote completion among the small business distributors of the manufacture to support the fair and reasonable cost determination.

• Significant (or similar) quantities of this requirement have been sold by this manufacturer in the past and cost/pricing information will be requested for those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, PHNSY & IMF code

410.4 plans to compete future contracts for the types of supplies/services covered by this document among distributors of the manufacturer. If another potential manufacturing source emerges, PHNSY & IMF code 410.4 will assess whether competition for future requirements is feasible.
