Rectifier Unit, Model #12DC-3000-365-480-TF Modification Services

1. BACKGROUND:

1.1. Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US Naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface vessels, and shore based activities in the Pacific.

2. OBJECTIVE & SCOPE:

2.1. PHNSY & IMF seeks a Contractor to provide repair and modification of the Rectifier Unit, Model #12DC-3000-365-480-TF, to a fully operational condition, in accordance with performance requirement specifications.

3. PERFORMANCE REQUIREMENTS:

3.1. The Contractor shall supply and authorize an Original Equipment Manufacturer (OEM) Trained Technician to perform all the following services:

3.2. Modification: The Contractor shall provide all management, labor, tools, materials, supplies, equipment and transportation to troubleshoot, repair, modify, and test Rectifier Unit, Model #12DC-3000-365-480-TF, in accordance with current OEM guidelines, at the Contractor’s facility. After required modifications are completed at the Contractor’s facility, the Contractor, prior to shipping shall:

3.2.1. A. Complete a Full Uninterrupted Satisfactory Load Test in accordance with DC Rectifier PHNSY Load Table below.

3.2.2. B. Test functionality of all modifications specified.

3.2.3. C. Perform a comprehensive visual inspection of major internal and external components, to establish a base-line condition.

These requirements shall be captured by an “At Origin” Test Procedure Document that will be developed by the Contractor and reviewed and approved by PHNSY & IMF prior to execution. This document must be completed, dated, and signed prior to shipping, to certify that all performance criteria identified in A-C, above, was met. After the unit is shipped, these same tests, A-C will be repeated and documented at PHNSY & IMF and will serve as the “At Destination”, certification and acceptance. The contractor at no cost to the Government is responsible to repair areas identified that does not meet A-C above. “At Destination” testing, all support equipment, AC Shore power, AC and DC cabling and DC load banks shall be provided by Pearl Harbor Naval Shipyard & IMF.

The Modifications required are detailed below:

3.2.4. Rectifier must be able to pass load testing per “DC Rectifier PHNSY Load Table” below, especially at 210VDC. The rectifier must be able to perform a continuously uninterrupted run (1-8) at 210VDC, 270VDC and 355VDC voltages without shutting down unexpectedly. If the vendor cannot achieve 4 hour hold at 210VDC, 2800ADC, then run test for 1 hour.

ALL DC AMPS MUST BE MET WITHIN +/- 10% OF STATED VALUE/RANGE.

*If 4 hour hold test cannot be achieved, then 1 hour hold test will be acceptable.

3.2.5. Correct stability problem to achieve 3 seconds or less voltage recovery when going from fully loaded to fully unloaded, eliminating voltage spiking effect; currently, when going from the loaded to fully unloaded state, DC voltages will spike to a higher value then takes > 10 seconds to return to original value.

3.2.6. Install visual indication warning circuit for Over temperature (OT), and Over current (OC). Prior to regulator shutting down, due to either fault, OT warning shall monitor all power magnetic components (XFMR1, IPT, L1 and SCRS). OC warning circuit will monitor the DC output bus. Both warning (OT/OC) indications shall be adjustable within a range not detrimental to affect rectifier performance.

These features provide operator the ability to adjust DC load during operation to prevent unnecessary shut down of rectifier. In the event a shutdown occurs, a visual indication shall provide user a root cause of the fault (OC/OT).

3.2.7. Install Digital DC Voltmeter vice analog. If this cannot be accomplished due to degradation of insulation resistance, install test points where the user can install an external voltmeter in conjunction with its existing analog voltmeter.

3.2.8. Install remote controller with minimum length, 50 ft. cable with connector ends (not hard-wired). Install remote controller to allow Opening/Closing of input and output breakers, adjustment of DC output voltage and to be able to view DC voltage, and current, remotely. Also installed with indication lights, for warnings and faults of (OT/OC).

3.2.9. Install NEMA 4X rated Weather resistant cover for control panel. This is to prevent rain and seawater mist from getting inside the DC rectifier. Area of protection includes front portion where indicator lights and control knobs reside.

3.2.10. Modify space heaters/control circuit to be user controlled (manual). Install manually switchable space heaters to reduce moisture caused by rain and harsh weather conditions. Space heater shall de-energize when DC rectifier output breaker closes via interlocked circuit.

3.2.11. After all modifications are performed the DC rectifier cannot change the following behaviors from its original design:

3.2.11.1. The DC rectifier must be able to withstand starting surges up to 3500ADC for at most 2s at 270VDC without shutting down the DC Rectifier. This was proven to be satisfactory for Type 2 in the DC rectifier’s original state.

Starting surge specifics:

Type 1: L1-2200A (decays to 1200A in 1s), M1-2500A (decays to 1500A in 1s), M2-2900A (decays to 100A to 2s).

Type 2:2000A (decays to 1300A in 1s), 2600A (decays to 1500A in 1s), 2100A decays to 700A in 3S, 1100A (decays to 150A in 1s).

3.2.11.2. The DC rectifier insulation resistance must still be greater than or equal to 50 Megohms. The combined insulation resistance to ground shall be 50 Megohms or greater without temperature correction. Insulation resistance shall be measured by manually closing the DC output breaker then jumpering + and – output busses together and measuring insulation resistance from + or – to chassis frame ground (FG) using a 500V megger.

3.2.11.3. Output ripple shall be no greater than 5% RMS @ Full load @ 210, 270, 355VDC.

3.2.11.4. When increasing/decreasing loading of DC rectifier, the DC voltage regulation must be maintained per original specifications. Currently DC voltages does not vary more than 0.5% from load changes (except when unloading fully).

3.2.12. Transformer weight addition, Center of mass, lifting and handling must be clearly defined prior to start of rectifier modification. Vendor will provide weight changes, and new center of mass and report any lifting and handling changes.

3.2.13. Revise the current Technical Manual to incorporate new modifications.

3.3. Reports: The Contractor shall provide an “At Origin” Test Procedure Document that includes a completed, Full, Uninterrupted Satisfactory Load Test in accordance with DC Rectifier PHNSY Load Table, Test Functionality results of all specified modifications, and a Comprehensive Visual Inspection of major internal and external components, to establish a base-line condition. The document must be reviewed and approved by PHNSY & IMF, prior to execution.

This document must be completed, dated, and signed prior to shipping, to certify that all performance criteria identified above, was met. After the unit is shipped, the same tests will be repeated and documented at PHNSY & IMF and will serve as the “At Destination”, certification and acceptance. The contractor is responsible to repair areas identified that does not meet the requirements of the test procedure document. “At Destination” testing, all support equipment, AC Shore power, AC and DC cabling and DC load banks shall be provided by Pearl Harbor Naval Shipyard & IMF.

3.4. Parts: Contractor shall provide a comprehensive list of all replacement parts required to repair and modify the Rectifier Unit, Model #12DC-3000-365-480-TF, to include manufacturer part numbers and prices within 5 business days after modification is completed. The parts supplied, shall be new and not refurbished or reconditioned materials.

3.5. Warranties: Extend to the Government, all commercial warranties on replacement parts, consistent with standard industry practices (See PWS 4.5.).

4. QUALITY ASSURANCE:

4.1. Design/Build conference calls: The Contractor’s engineering department shall hold monthly Design/Build conference call meetings with Pearl Harbor Naval Shipyard Representative once DC rectifier work begins, to update the modification progress, and address any concerns as required.

4.2. Testing: The Contractor shall perform all load test certifications and modification validation testing as specified in Section 3.2 of this Performance Work Statement (PWS), at the Contractor’s facility.

4.3. Origin Inspection (Optional): In the event test results are not satisfactory to the government’s satisfaction IAW, 3.2, of this PWS, a government representatives shall travel to contractor’s facility to inspect testing of the unit. Intent of origin inspection is to provide reasonable assurance that the unit is properly functioning within specification.

4.3.1. Contractor is to allow representatives from PHNSY & IMF into Contractors work area to witness and document operation of the equipment. Demonstration will prove that the load test performs, in accordance to specifications in Section 3.2.

4.3.2. If the results of the origin inspection meet reference requirements contained in Section 3.2. of this PWS, Contractor shall be authorized to transport the unit to

PHNSY & IMF & IMF.

4.3.3. If the results of the origin inspection does not meet reference requirements contained in Section 3.2. of this PWS, the Contractor shall be responsible for all rework and shall re-perform the inspection/test at no additional cost to the government.

4.3.4. Inspection at origin shall exclude items/equipment not directly related to demonstrating the load testing results and proper functioning of the unit with modifications installed.

4.4. Delivery to Pearl Harbor: The Contractor is responsible for the transportation of the unit from the Manufacturers site to PHNSY & IMF.

4.4.1. Upon arrival and receipt of the unit, an inspection will be conducted by PHNSY & IMF personnel. If any discrepancies IAW requirements, in Section 3.2. of this PWS are found, Contractor is responsible to fix discrepancies at no cost to the government.

4.4.2. Contractor shall contact the PHNSY&IMF Project Manager for an eight character “Document Number”, to be prominently displayed on the package, to allow PHNSY&IMFs material receiving department to process incoming material.

Packages without the “Document Number”, may not arrive at the destination point.

4.5. The Contractor shall be responsible for maintaining and implementing a Quality Control Plan (QCP), to ensure that the work performed meets or exceeds the requirement of this PWS, and results in the prevention of potential and correction of actual problems.

The QCP shall address what will be reviewed and shall outline any remedial actions warranted by the review. The QCP shall be implemented upon contract performance.

4.6. Warranty: The warranty is to last a period of one year after the date the government receives the unit. If any material or parts is repaired under warranty by the Contractor, that materials warranty is to last two years.

4.7. The Contractor shall maintain records of reviews and actions taken per the QCP, and shall make such records available to the government upon request.

5. GOVERNMENT FURNISHED PROPERTY:

5.1. The unit will be shipped to the Contractors facility, and once service and testing is completed and verified, the unit will be shipped back to PHNSY & IMF, all at the Contractor’s expense (Return shipping address below):

6. CONTRACTOR QUALIFICATIONS:

6.1. The Contractor shall be an authorized, Original Equipment Manufacturer (OEM) trained, certified technician, not a sub-contract technician, to troubleshoot, repair, and perform modification service and testing on the Rectifier Unit, Model #12DC-3000-365-480-TF 20 x 36. S/N BL36565499.

6.2. In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to U.S. citizens and U.S.

nationals only. The Contractor shall provide proof of this requirement upon request by the government.

7. SECURITY REQUIREMENTS:

7.1. In accordance with current DoD and Homeland Security Requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only.

8. CONTRACTOR PERSONNEL:

8.1 The Contractor shall furnish sufficient personnel to perform all work within this performance work statement. Contractor is required to comply with Public Law 105-270, Section 5(2) (A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2) (B), inherently governmental functions include management of Governmental programs requiring value judgements, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2) (C), inherent governmental functions DO NOT include. (i) Gathering information for providing advice, opinions, recommendations, or ideas to Federal Government officials; or (ii) any function that is primarily ministerial and internal in nature.

8.2 Contractor personnel shall not establish an employee-employer relationship with Government personnel under this contract.

8.3 Contractor shall not provide personal services.

8.4 Contractor personnel will make clear to all individuals they engage with that they are Contractor employees and not Government employees. When participating and introducing themselves during official events wherein Government, non-Government, or foreign personnel are present, Contractor personnel will identify themselves as employers of the Contractor. Contractor personnel must be clearly identified (i.e., company shirt, pin, visible company ID, etc.) in a visible location as to who their employer is.

8.5 Contractor personnel shall not manage, supervise, or task Government employees or military personnel. Contractor personnel may not make any commitment to non-Government personnel, including a foreign official, which commits the expenditure of U.S. Government resources.

9. PERIOD OF PERFORMANCE:

9.1. All work to be completed twelve months after award of the contract. No option years are required.

10. PLACE OF PERFORMANCE:

10.1. All work and testing is to be performed at the Contractor’s worksite. All support services including, AC shore power, cabling, DC load banks will be provided by Pearl Harbor Naval Shipyard & IMF for Destination testing only.

12.1. The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the PHNSY & IMF

& IMF via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

12.1.1. W, Lease/Rental of Equipment;

12.1.2. X, Lease/Rental of Facilities;

12.1.3. Y, Construction of Structures and Facilities;

12.3. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (DEC 2019)

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.

(a) Definitions. As used in this provision--

Covered telecommunications equipment or services, critical technology, and substantial or essential component have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Contractors are not prohibited from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that it [ ] will, [ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will'' provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer-

(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b) of this provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2019)

(a) Definitions. As used in this clause--

Covered foreign country means The People's Republic of China.

Covered telecommunications equipment or services means--

(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);

(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Critical technology means--

(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;

(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled--

(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or

(ii) For reasons relating to regional stability or surreptitious listening;

(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);

(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);

(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or

(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).

Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in Federal Acquisition Regulation 4.2104.

(c) Exceptions. This clause does not prohibit contractors from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(d) Reporting requirement.

(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or…
