SUBJECT: RFP N3220524R4099; AMENDMENT 0002

REF: (A) MSC RFP N3220524R4099, DATED 03 JUNE 2024, AS AMENDED

1. REF (A) IS HEREBY RE-OPENED.

A. OFFERORS WHO HAD PREVIOUSLY SUBMITTED TIMELY OFFERS MUST EITHER

REAFFIRM THEIR EXISTING OFFER OR RESUBMIT IT. FAILURE TO SUBMIT OR

REAFFIRM AN OFFER WILL RESULT IN THE OFFER NOT BEING CONSIDERED FOR

AWARD.

B. ALL OTHER OFFERORS MUST SUBMIT THEIR ENTIRE OFFER TO BE CONSIDERED FOR

AWARD.

C. OFFERS OR REAFFIRMED OFFERS MUST BE SUBMITTED BY THE CLOSING DATE AND

TIME SPECIFIED IN BOX 8, FORM 1449.

D. OFFERORS ARE REMINDED THE GOVERNMENT INTENDS TO EVALUATE OFFERS

AND AWARD A CONTRACT WITHOUT DISCUSSIONS. THEREFORE, THE

OFFEROR’S INITIAL OFFER SHOULD CONTAIN THE OFFEROR’S BEST TERMS

FROM A PRICE AND TECHNICAL STANDPOINT.

A. AMEND PART 1, MSC TANKTIME BOX 1, ‘VESSEL(S) REQUIRED,’ TO READ:

ONE, CLEAN, APPROVED, U.S. OR FOREIGN FLAG, DOUBLE-HULL TANKER, THAT

HAS CONSOLIDATED CARGO OPERATIONS (CONSOL) STATIONS INSTALLED

AND APPROVED BY NAVSEA-PORT HUENEME DIVISION, AN INERT GAS SYSTEM

(IGS) AND SEGREGATED BALLAST TANKS (SBT) THAT IS CAPABLE OF CARRYING

A MINIMUM OF 240,000 BBLS OF CLEAN PRODUCT (INTENTIONS JP5 AND F76)

WITHIN VESSEL’S NATURAL SEGREGATION IN DESIGNATED CARGO TANKS

WITH DOUBLE VALVE ISOLATION AND WITH THE FOLLOWING MINIMUM

PARTICULARS:

B. AMEND PART 1, MSC TANKTIME BOX 1(F), ‘VESSEL(S) REQUIRED,’ TO READ:

F. VESSEL MUST BE MANNED AND PREPARED TO CONDUCT SIMULTANEOUS

DELIVERY VESSEL CONSOL CERTIFICATION.
