QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. As foreign flag offers are being considered on this time charter, confirm no U.S. Cabotage will be performed.

ANSWER: No U.S. Cabotage will be performed. This is not a Jones Act requirement.

2. Will CONSOL equipment will be provided by the government and dismantled by government? Will time and costs to have equipment placed on and off the vessel be on MSC’s account. Will extra government crew be placed onboard the vessel during the time charter?

ANSWER: No, the Government will not provide CONSOL equipment. Any time and cost to have equipment placed on the vessel will be for owner’s account. No government crew will be placed onboard the vessel during the time charter, as it pertains to CONSOL operations.

Per RFP, TANKTIME Box 1(t), Vessel must be able and equipped to perform cargo operation via Refueling at Sea (CONSOL) upon award.
