MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS

02 March 2020

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Are all crew members of the tugboat required to have HAZMAT certificate?

ANSWER: Each crew member identified as a Hazmat employee IAW 49 CFR 171.8 must have certificate showing they have met requirements of 49 CFR 172.704.

2. Is the tugboat required to have a coast guard COI? Or is this asking for any sort of certification?

ANSWER: No. Tugboat is required to comply with all USCG requirements. If it is not required to have a COI or alternate compliance with Subchapter M yet, then submission is not required - but contractor shall provide explanation.

3. Are the contractors required to supply all lashing equipment, such as chain and turn buckles?

ANSWER: Contractor shall provide sufficient lashing equipment to secure up to 235 containers.

4. Will the government provide the fork lift operator? The Market Survey was understood to say that the MSC will provide the operator.

ANSWER: Contractor shall provide individual qualified to operate contractor’s forklift.

5. Please confirm Loading and Discharge term of F.I.O.S.S. to mean that awarded carrier is

NOT responsible for:

- Loading containers onto barge in Concord (Northbound)

- Unloading containers from barge in Valdez (Northbound) and Concord (Southbound)

- Providing Security/Security Guards in Valdez

- Stevedoring, wharfage and any port/costs in Valdez

ANSWER: Confirmed. Military SDDC will provide all loading and unloading, security, and stevedoring. Any port costs in Valdez for the vessel would be to the vessel’s account. Cargo costs will be to Military SDDC’s account.

6. Please confirm that contractor shall NOT be responsible for transporting containers to/from and loading and/or discharging containers onto/off intermodal trucks.

ANSWER: Confirmed. Military SDDC will provide all stevedoring services in Valdez and

MOTCO.
