L-3 PHASE II INSTALL AND AUTOMATION GROOM

1.0 ABSTRACT

1.1 Provide the services of a L3 Henschel Field Service Software Engineer and Field service Engineers to replace the existing Alarm Windows and Analog Circuits to include all supporting Equipment and install Phase II.

1.2 Provide the services of a L3 Henschel Field Service Engineer to test all the Main Engine Automation and Control System operations for the Port and Stbd Main Engines, support Annual Inspection of Main Engine Shutdowns for ABS and make adjustments to control parameters for optimal engine performance and power distribution.

5.0 NOTES:

5.1 Period of Performance:

5.2 Performance Location: Vigor Marne 5555 N Channel Ave Portland, OR 97217

5.3 The contractor shall provide all miscellanous materials such as Video Adapters, connectors, Power cords, tie wraps, terminal lugs, and data cables.

6.0 QUALITY ASSURENESS:

6.1 The L-3 Representatives shall preform all work in accordance with all OEM Technical Requirements. The L-3 Repersentatives shall work with the ABS Attending Surveyor, Chief Engineer, and Port Engineer to determine required testing for commissioning of the system. All testing to be documented and included in the final report.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Accomplish TAO Phase II Obsolescence Mitigation Program Rip-Out and Installation of phase II in accordance with Ref. 2.5 using GFM in paragraph 4.0. . This shall include the removal of the existing alarm windows and analog curcuits and associated equipment. Installation of new flat Panel dispalys and associated equipment.

7.1.1 Provide the services of Software and Service Engineer to accomplish the following commissioning of new system:

7.1.2 Initially light off system verify operation of monitors, computers, and general system. Beginning initial commissioning of system using reference 2.1.2 and 2.1.3 as guidance.

7.1.3 Accomplish TAO ABS Automated Test Procedure during plant operation as function of commissioning new system and complete after accomplishing paragraph 7.2.

7.1.3.1 Coridinate testing with Ship’s Force, MSCREP and ABS Surveyor.

7.1.3.2 Record and correct discrepancies

7.2 Provide the services of a L-3 field service technical representative to perform troubleshoot, groom, repair, adjust and test the Propulsion Control and Monitoring Systems throughout the ship including reference 2.1.4.

7.2.1 Verify/calibrate main engine and turbocharger rpm indicators and propulsion shaft rpm indicators

7.2.2 Test and demonstate all propulsion, ship’s service diesel generator, and emergency diesel generator safety shutdowns in the presence of the ABS surveyor.

7.2.3 Demonstrate all safety interlocks: main engine start A type and B type, main engine clutch interlocks A type and B type, Shaft brake, PTO Mode 2 and Mode 3

7.2.4 Demonstrate main engine slowdown controls with overrides.

7.2.5 Demonstate auto de-clutch and shaft brake on reduction gear lube oil head tank low-low level.

7.2.6 Demonstrate all vital pumps standby auto start.

7.2.7 Verify/calibrate p/s main engine fuel rack fuel rack position indicators and set main engine cam switches to appropriate fuel rack setpoint.

7.2.8 Verify/calibrate p/s propeller pitch indicators.

7.2.9 Verify/test communication between computers and RTUs.

7.2.10 Demonstrate bilge level alarms in the engine room, pump room and motor rooms

7.2.11 Demonstrate steering gear control and alarms.

7.2.12 Attend Dock Trials with demonstrate load balance to satisfaction of Main Engine Representative, MSCREP and Chief Engineer.

7.2.13 Attend two day Sea Trial.

7.2.14 Provide final report of repairs accomplished for groom and completed TAO ABS Acceptance Test Procedure.
