L-3 PHASE II INSTALL AND AUTOMATION GROOM
1.0 ABSTRACT
1.1 Provide all labor, equipment, and services to replace the existing alarm windows, analog circuits, software and infrastructure and install the T-AO 187 Class automation upgrade known as ‘Phase II’.
1.2 Provide all labor, equipment and services of a Service Engineer to test all the Main Engine automation and control system operations for the Port and Stbd Main Engines, support annual inspection requirements for ABS, and make adjustments to control parameters for optimal engine performance and power distribution.

5.0 NOTES:
5.1 Period of Performance:
A) Phase II: 22 APR – 1 MAY 2020 Ten - (10) Days B) Groom: 2 MAY – 20 MAY 2020 Eighteen (18) Days
5.2 Performance Location: Location TBD, assume Sembcorp Marine Repairs & Upgrades Pte, Ltd, Admiralty Road, Singapore, 759956
5.2.1 Sea trials expected to be executed 19 MAY 2020 from contractor yard back to contractor yard. In all cases, transporation arrangements are considered to be in same local area.

5.0 QUALITY ASSURENESS:
5.1 The L-3 Representatives shall preform all work in accordance with all OEM Technical Requirements. The L-3 Representatives shall work with the ABS Attending Surveyor, Chief Engineer, and Port Engineer to determine required testing for commissioning of the system. All testing to be documented and included in the final report.
7.0STATEMENT OF WORK REQUIRED:
7.1 Software Engineer and Service Engineers shall accomplish installation of phase II in accordance with Ref. 2.5. This shall include the removal of the existing alarm panels, analog circuits and associated equipment, installation of new flat panel displays, and associated equipment.
7.2 Provide the services of an Field Service Engineer to accomplish the following:
7.2.1 Accomplish requirements in accordance with reference 2.1.3 Automated Test Procedure using reference 2.1.2 and 2.1.4 as guidance.
7.2.1.1 Accomplish TAO ABS Automated Test Procedure during plant operation.
7.2.1.2 Coordinate testing with Ship’s Force, MSCREP and ABS Surveyor.
7.2.1.3 Record and correct discrepancies
7.3 Provide the services of an L-3 field service technical representative to perform troubleshoot, repair, adjust and test the propulsion control and monitoring systems throughout the ship.
7.3.1 Verify/calibrate main engine and turbocharger rpm indicators and propulsion shaft rpm indicators
7.3.2 Test and demonstrate all propulsion, ship’s service generators, and emergency diesel generator safety shutdowns in the presence of the ABS surveyor.
7.3.3 Demonstrate all safety interlocks: main engine start A type and B type, main engine clutch interlocks A type and B type, Shaft brake, PTO Mode 2 and Mode 3
7.3.4 Demonstrate main engine slowdown controls with overrides.
7.3.5 Demonstrate auto de-clutch and shaft brake on reduction gear lube oil head tank low-low level.
7.3.6 Demonstrate all vital pumps standby auto start.
7.3.7 Verify/calibrate all main engine fuel rack fuel rack position indicators and set main engine cam switches to appropriate fuel rack set point.
7.3.8 Verify/calibrate all propeller pitch indicators.
7.3.9 Verify/test communication between computers and RTUs.
7.3.10 Demonstrate bilge level alarms in the engine room, pump room and motor rooms
7.3.11 Demonstrate steering gear control and alarms.
7.3.12 Attend Dock Trials to demonstrate Load Balance to satisfaction of Chief Engineer.
7.3.13 Attend one (1) day Sea Trial.
7.3.14 Provide final report of repairs accomplished for groom and completed TAO ABS Acceptance Test Procedure (Ref 2.1.4)
