MSC Strategic Sealift Program Support Office, N103, requests vessels capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available MSC web site at http://www.msc.navy/mil, under “Contracts,” then “Proforma” or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.

A. PART I. SPECIALTIME BOXES:

1. Vessel Required:

a. One (1) U.S. flag vessel, and one shallow draft barge (SDB) to support Naval Beach

Group One (NBG-1) during the Arctic Expeditionary Capabilities Exercise (AECE).

The vessel and SDB will support underway operations and training in water depths between 50-300 feet. Additionally, the vessel and SDB will support loading, storage and discharge of seawater and potable water. The area of operations: will be in the vicinity of Seward, Alaska.

b. Minimum Vessels Characteristics/Capabilities:

OPEN DECK SPACE OF SUFFICIENT DECK STRENGTH

TO LOAD REQUIRED MISSION EQUIPMENT. THE

VESSEL SHALL ALSO HAVE THE CAPABILITY TO

CONDUCT UNIVERSAL FOUR-POINT LASHING ON

THE DECK.

VESSEL CRANE, CAPABLE OF LIFTING AND

SUPPORTING MAX 9,500 LBS IN MAX SEA STATE 3.

THE VESSEL SHALL PROVIDE A MINIMUM OF 25K

GALLONS OF POTABLE WATER TO SUPPORT

EQUIPMENT WASH DOWN AT THE END OF THE

CHARTER.

VESSEL MUST BE ABLE TO HOLD AND PUMP 60K

GALLONS PER DAY OF SALT WATER IN ORDER TO

PUMP TO MARINES ON THE BEACH.

VESSEL WILL HAVE ACCESS HATCH/DOOR IN CLOSE

PROXIMITY (4-5 FT) TO WATERLINE TO RECOVER

EQUIPMENT AND PERSONNEL FROM WATER CRAFT.

VESSEL SUPPLIED COMPRESSED AIR WITH

CAPACITY OF 350 CFM AT 120 PSI.

VESSEL MUST HAVE THE ABILITY TO CONNECT TO

MARINE BULK FUEL EQUIPMENT ASHORE (4” CAM-

LOCK STYLE HOSE)

COMMUNICATION

THE VESSEL SHALL CARRY MARINE BAND VHF AND

ANTENNAS.

NAVIGATION

EQUIPMENT

THE VESSEL SHALL BE EQUIPPED WITH A

GYROCOMPASS WITH REPEATERS, GPS, AND RADAR

STABILITY DYNAMIC POSITIONING. VESSEL SHALL BE

EQUIPPED WITH AN OPERABLE DYNAMIC

POSITIONING SYSTEM TWO (2) OR GREATER, OR

CONTROLLABLE PITCH PROPELLORS (CPP). THE

VESSEL SHALL BE CAPABLE OF MAINTAINING A

SPECIFIC HEADING AT SPEEDS OF TWO KNOT OR

GREATER AND MAINTAINING STATION WITHIN A 100

FT RADIUS OF THE ESTABLISHED POSITION IN

CONDITIONS UP TO AND INCLUDING WINDS OF 30

KNOTS AND SEA STATE 5 (UP TO 12 FEET).

Offerors shall use the guidelines set forth in Part X(a) for submission of offers; however, at a minimum, offers must contain the following:

• Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.

• Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.

• Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An E-mail proposal that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for proposal submission will be considered late.

• Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.

• Completed FAR 52.212-3 and Alternate I Representations and Certifications (Jan 2017).

• Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).

• Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid

Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).

• Acknowledgement of all terms and conditions of MSC SPECIALTIME 2019 and the RFP.

• Owner’s full style email address and point of contact to be used in conjunction with the

Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award.
