(b) MSC SPECIALTIME 2019
MSC Strategic Sealift Program Support Office, N103, requests proposals for one U.S. or foreign flag tanker capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available MSC web site at http://www.msc.navy/mil, under “Contracts,” then “Proforma” or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.

A. PART I. SPECIALTIME BOXES:
1. Vessel(s) Required:
a. General: This requirement is for one Tanker vessel to be used during the underway phase of Exercise SEACAT 2019. The period of performance is about 19-days. The vessel will serve as training platform to facilitate compliant boarding exercises in the Southeast Asia:
On 22 August 2019, the vessel (TANKER) will on load U. S. Coast Guard (USCG) personnel in Singapore and depart on 23 August, arriving in vicinity of (IVO) Phuket, Thailand by 25 August 2019. Following boarding’s IVO Thailand, Peninsula and Indonesia (Riau Islands), vessel will sail to the southern Gulf of Thailand for additional boardings by a multinational force on 4-5 September. The vessel will then sail to Singapore arriving on 08 September to disembark the USCG crew by 09 September 2019.
The vessel must accommodate and provide messing/berthing for the USCG Training Team onboard consisting of six U.S. personnel. The USCG Training Team will embark at port of delivery and disembark at port of redelivery. The ports of delivery and redelivery for the USCG Training Team are at anchor or pier side, either at Sembawang, Singapore or a designated anchorage in the vicinity of Singapore and return.
During the duration of the exercise, the vessel will receive instructions from the embarked USCG Training Team to reach waypoints at set times.
Security forces from partner nations participating in the exercise will conduct compliant boarding at sea for training purposes in the Visit, Board, Search, & Seizure (VBSS) training scenario at designated locations during the transit, which will be provided to the ship’s Master. The USCG Training Team will provide training instructions to the partner nation Security forces during these VBSS training events.
Boarding by these partner nation Security forces will occur in operational areas off the coasts of Thailand, Peninsular Malaysia and Indonesia (Riau Islands). Exact operation areas will be identified prior to the start of the exercise and may be adjusted to obtain improved sea states or less maritime traffic.

AMEND: Part I, Boxes 13-15 – revised in their entirety to read as follows:
Per Diem Base Period: 19 days $
AMEND: Part IV Time Charter Common Terms and Conditions Para (k) SUPERCARGO AND GOVERNMENT DESIGNATED REPRESENTATIVES, (1) Charterer’s Option to read as following:
(1) Charterer’s Option: The Charterer shall have the right to assign supercargo (supercargo as used herein is both plural and singular) and other Government designated representatives aboard the Vessel for duty purposes to the extent that accommodations and United States Coast Guard certification (when applicable) allow and in accordance with COMSC Instruction 3121.9 Series.
The Charterer shall pay an amount of $30.00 per day, per person, for personnel other than the six personnel per vessel who are included in the charter hire rate, who are staying onboard for more than 24 hours. This amount covers all expenses including accommodations and victualling. The Owner shall victual U.S. Government designated representatives, pilots, and Customs Officers when authorized by the Charterer at $7.00 per meal. The Government particularly reserves the right to put a representative onboard the Vessel, with the pilot, at the approach to a discharge port (or otherwise as mutually agreeable) to inspect the Vessel and to monitor the unloading;
reimbursement for accommodations and/or victualling is to be as described above.
AMEND . VI-5, 52.222-41, Service Contract Labor Standards. This clause should be unchecked.
AMEND Part X (e) to read: Multiple offers. Offerors are encouraged to submit multiple offers for commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
DELETE Part XI (A) paragraph four: If 25% or more of the cost of overhaul, repair, and maintenance work of an offeror’s covered vessels (see DFARS 252.247-7026(a)) has been conducted within a U.S. shipyard (during the period covering the current calendar year, up to the date of proposal submission, and the preceding four calendar years), the offeror is in “category 1.”
All other offerors are in “category 2.”
AMEND PART XI (e), paragraph (a), to read:
The offeror’s price proposal will be evaluated based on the value of the charter hire rates offered for the entire charter period, cost of fuel, and any other costs set forth in the offer. For evaluation purposes, the period of performance will consist of the number of days specified in the individual solicitation. Fuel calculations will be based upon (a) 14 days underway laden at the speed specified in the individual solicitation (SPECIALTIME Boxes 68 and 70); (b) 3 days underway loitering as specified in the individual solicitation (SPECIALTIME Boxes 69 and 70); and (c) 2 days in port idle (SPECIALTIME Box 71). This will represent the overall price to the Government.
AMEND PART XI(e) b with the following:
(1) MGO/MDO per metric ton $971.12
(2) IFO-180 per metric ton $616.70
(3) IFO-380 per metric ton $611.21
CALLOUT PART X. INSTRUCTIONS TO OFFERORS
Offerors shall comply with all parts of the solicitation. However, the government is notifying all offerors the following items are frequently missed so offerors should be especially cautious to not exclude them:
- Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.
- Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent. Note: Unsigned offers will not be considered for award.
- Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.
- Completed FAR 52.212-3 and Alternate I Representations and Certifications (Oct 2018).
- Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Oct 2018).
- Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).
- Acknowledgement of all terms and conditions of MSC SPECIALTIME 2019 and the RFP.
- Owner’s full style email address and point of contact to be used in conjunction with the Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award. -Offeror’s or authorized agent’s signature. Note: Unsigned offers will not be considered for award.

- Daily charter hire, fuel consumption (in metric tons) and an explanation of any bonuses proposed. (Daily charter hire to include Berthing and Meals (do not price separately)) -Call sign -Vessel year -Vessel flag
- Provide most recent and complete copies of the vessel Safety Management Certificate (SMC), the Company Document of Compliance, the vessel International Ship Security Certificate (ISSC), the vessel Document of Compliance for the Carriage of Dangerous Goods (IMDG) certificate and most recent and complete Certificate of Inspection (COI).
-Information required in Part I boxes and Parts XII and XIII Representations and Certifications -Offerors must be registered in the System for Award Management Registration (SAM) in order to be considered for award. To comply, provide a UEI number with your offer. This number is required to verify registration and in order to register in SAM.
The UEI number can be obtained by calling 1-800-333-0505. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https;//www.acquisition.gov or by calling 866-606-8220, or 334-206-7828 for international calls.
Failure to submit all required information as requested could result in your offer not being considered for award. The successful offeror must provide electronic funds payment information to the office identified in Part VI.
