STATEMENT OF WORK
OUTFIT, FURNISHING AND HABITABILITY Feb 6 2019
MSC/TLJ
OVERHAUL TRACTION WINCH TRANSMISSION
1.0 ABSTRACT
1.1. The requirement is for contractor to perform a complete overhaul and testing of traction winch TWINDISC Hydraulic Torque Converter and Transmission Model NR 4-MT-1623-1, during the period of 18 February 2019 to 21 April 2019.

6.0 Quality Assurance Requirements-
6.1 Complete bench testing prior to reinstallation on USNS Apache in the presence of the MSC Port Engineer and NAVSEA Representative.
6.2 Acceptance testing to be accomplished by Contractor under the Supervision of NAVSEA upon completion of repairs and installation on USNS Apache.
7.0 STATEMENT OF WORK:
7.1. The requirement is for contractor to perform complete overhaul and testing of traction winch TWINDISC Hydraulic Torque Converter and Transmission Model NR 4-MT-1623-1, during the period of 18 February 2019 to 21 April 2019 NOTE: Government will transport to contractor’s facility one (1) complete traction winch assembly as GFM.
7.2. Contractor shall remove from the transported GFM traction winch at contractor’s facility, the Torque Converter and Transmission.
7.3. Contractor shall disassembly the torque converter and transmission and conduct a full up overhaul of the of the units using references 2.1 through 2.3 as guidance.
7.4. Contractor shall clean all internal parts and measure each parts to determine re-usability. Any internal parts that does not meet re-usability in accordance with references 2.1 thought 2.3 shall be documented on a condition found report and submitted with a price to replace. Contractor should not delay ordering of require parts. Any parts to be re-use shall be made free of all corrosion and pits and properly preserve.
7.5. Contractor shall reassembly the torque converter and transmission using contractor provided gaskets and software and new fasteners, and conduct a preliminary in shop test in the presence of the MSC and NAVSEA Technical Representative. All gasket material shall be OEM quality and installed in accordance with OEM Procedures.
7.6. Contractor shall clean and remove any corrosion from the outer covers and preserve, prime and apply two coats of machinery grey paint.
7.7. After paint is dry, contractor shall arrange with the port engineer to deliver the units to the USNS Apache at Little Creek Naval Station for installation on the existing and installed Traction Winch.
7.8. Contractor shall, with assistance from ship’s force, verify that the existing traction winch is electrically and pneumatically tagged out and the oil from the installed transmission and torque converter is drained.
7.9. Contractor Shall after verification of traction winch tag out, remove the transmission and torque converter from the traction winch using contractor’s rigging equipment and set aside to be delivered to contractor’s facility to be overhaul IAW references 2.1 and 2.3.
7.10. Contractor shall then, with the assistance of ships force installed the newly delivered transmission and torque converter stated in paragraph 7.7 unto the existing installed traction winch in accordance with listed reference. Contractor shall obtain fluids from the chief engineer, fill and top off the transmission and converter.
7.11. Contractor shall, with assistance from ship’s force clear tags from the existence traction winch, and under the guidance and direction of the NAVSEA technical representative conduct a full up operational test of the newly installed and overhaul transmission.
7.12. Contractor shall then rig off ship the transmission that was set aside in paragraph 7.9 and deliver to contractor’s facility to be overhaul IAW with references 2.1/2.3. Notify the port engineer when transmission is ready for in shop preliminary test.
7.13. Following in-shop test, contractor shall prepare the torque converter and transmission for long term storage and deliver to MSC warehouse W-143 for future use.
