HVAC FCT Support
1.0 ABSTRACT
1.1 This item describes technical services for an Air Conditioning and Refrigeration tech rep to support FCT Walk through, Mock Trial and Final Contract Trials (FCTs).

5.4 Contact the Port Engineer for details and requirements concerning access to an MSC vessel.
5.5 Contractor is required to submit personnel on the EPIC spreadsheet. To gain access to MSC vessel's on the East Coast, contractors must submit an EPIC request to MSFSC(underscore)EPIC(underscore)EAST(at)navy(dot)mil MSFSC_EPIC_EAST@navy.mil.
5.6 Contractors, shall allow 3 business days (5 for NASSCO, OCONUS, & Earl NJ) for processing of all requests. EPIC will take up to 48 hrs to process, the request must be approved by EPIC before access can be sent to the facility for approval, access will not be guaranteed without approval from EPIC.
5.7 Contractor is responsible for obtaining access to JEBLC Base and Pier 11.
6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Provide the service of one (1)authorized Air Conditioning and Refrigeration tech rep for total seven (7) days during the performance periods stated in 5.1 as follows:
7.1.1 Service Representative shall be onboard for one (1) day during FCT walk through, paragraph 5.1.1, to inspect ventilation, refrigeration and air conditioning systems (HVAC) on vessel. This is for preparation to demonstrate systems during performance periods listed in paragraphs 5.1.2 and 5.1.3.
7.1.2 Service Representative shall be onboard for three (3) days during FCT MOCK pier side to demonstrate HVAC systems IAW references 2.1, 2.2 and 2.3.
7.1.3 Service Representative shall be onboard for three (3) days during FCT testing pier side to demonstrate HVAC systems IAW references 2.1, 2.2 and 2.3.
7.1.4 Demonstrations shall be VT-1 and VT-1A on first day, AX-23 on the second day and AX-22 on the third day during MOCK and Navy INSURV trials.
7.1.5 All demonstrations will be conducted while pier side.
7.2 The tech rep shall be experienced with the equipment listed in paragraph 3.2. KTR shall be familiar with references provided and be prepared to execute REFs 2.1, 2.2 and 2.3 for MOCK and Navy INSURV inspectors. Tech Rep to be onboard by 0800 each day of attendance.
7.3 Tech Rep shall provide support for the ship’s crew during FCT Mock and FCT Test demonstrations. Support shall include oversight and testing of equipment required to demonstrate to MOCK and NAVY INSURV Board safe operation of Ventilation, Air Conditioning and Refrigeration Systems (HVAC).
7.4 Tech Rep will help expedite any emergent material needs to support FCTs. A change order will be issued for any additional services and materials, if required.
7.5 Contractor shall use References in paragraph 2.0 as guidance.
7.6 Contractor shall furnish tools and test equipment to perform work.
