MSC Strategic Sealift Program Support Office, N04103A2, requests proposals for one vessel capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available upon request), and shall be the charter form of any contract resulting from this solicitation. A. I. SPECIALTIME BOXES:

1. Vessel Required:

The Military Sealift Command (MSC) requires one U.S. flag, Jones Act-qualified vessel to support Explosive Ordnance Disposal (EOD) Group Two/Mobile Dive and Salvage (MDS) Diving Operations. The vessel will operate out of the Joint Expeditionary Base Little Creek in Virginia Beach, Virginia and throughout the Atlantic Ocean, and be required to pull into military and civilian ports as needed by specific training evolutions. The period of performance will be 17 September 2018 – 15 November 2018.

The operator will permit US Government personnel to visit the vessel no less than 15 days and no more than 45 days prior to the delivery date of each period to conduct a pre-delivery site survey (PDSS). The purpose of this PDSS will be to, at a minimum, identify lay-down locations of Government Furnished Equipment / Civilian Furnished Equipment (GFE/CFE) equipment, identify locations of electrical outlets, and limit potential obstructions to operations.

The vessel will support underway and local pier-side diving operations and training, surface-supplied diver training/operations, coxswain training, and support non-diving training evolutions as necessary on a continuous 24-hour basis in water depths between 40-1,000 feet. The vessel shall be prepared to carry small boats and a certified hyperbaric chamber per US Coast Guard and US Navy requirements; provide hyperbaric chamber services for emergencies and routine decompression operations; replenishment/minor maintenance support; and personnel support. The vessel will be prepared to store explosive materials in GFE certified ready storage lockers (RSL) as required for EOD/MDS operations; the vessel will also support loading, storage, and discharge of Government materials and equipment (as outlined), arranging for any shore-side equipment if required for load/discharge operations.

VESSEL CERTIFICATIONS
The vessel shall be United States Coast Guard (USCG) certified under 46 subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society).
ENDURANCE AND SEAKEEPING
The vessel must be capable of supporting at-sea operations for up to 14 days without resupply. In addition, the support ship shall be able to operate in conditions up to and including sea state 5 and conduct launch and recovery of small boats, divers, RHIBS, and CRRCS, up to sea state 3.
WATER DEPTH
Vessel shall facilitate operations in water depths of 40 – 1000 feet.
SPEED
Minimum 10 knots transit speed.
DYNAMIC POSITIONING
Vessel shall be equipped with an operable dynamic positioning system two or equivalent. Dynamic positioning (DP2) system must be diesel-electric, have electric-driven azimuth, and bow thrusters. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and sea state 5 (up to 12 feet) along with two fully qualified, certified dynamic positioning officers, in order to support 24/7 operations and training.
DECK SPACE
The vessel shall have 5,000 sq. ft. of continuous open deck space of sufficient deck strength to load the required GFE/CFE below. The vessel shall also have the capability to conduct universal four-point lashing to the deck. Vessel must provide support equipment for on loading/offloading and handling all GFE/CFE and mission-related equipment, to include the ability to maneuver them onboard and secure them to the deck in accordance with federal regulations.
VESSEL LAUNCH AND RECOVERY
The vessel shall be equipped with a launch and recovery system capable of handling GFE items listed. This system shall:
A)Be capable of lifting and supporting 30,000lbs per craft and included interface equipment.
B)Be manufactured in accordance with Navy standards or a recognized classification society standard (ABS rules for building and classing underwater vehicles, systems and hyperbaric facilities or equivalent standard).
C)Provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel and damage to the craft.
D)Be responsible for assisting government personnel with loading, securing and discharging mission equipment.
E)Provide 24-hour launch/recovery services in support of government requirements. This shall be accomplished in sea state/weather conditions as delineated in the US Navy diving manual and GFE technical documentation to facilitate safe training operations.
FUEL STORAGE
The vessel shall be equipped with an USCG approved, minimum 450-gallon, external fuel storage tank (CFE) for gasoline and associated equipment to facilitate refueling RHIBS. The tank shall be equipped with an OSHA-certified pump capable of refueling small craft at sea or on deck. The pump shall include an emergency shut-off switch that is fully accessible to personnel conducting refueling operations. Additionally, the contractor shall provide a means of refueling diesel fuel for sponsor GFE (11m RHIB, generators, etc.). The contractor will refuel government small boats as required.
ELECTRICAL POWER
The vessel must be able to provide sufficient electrical power in the vicinity of the government furnished equipment (GFE) identified in this document. At a minimum, four (4) 480 VAC, 100-amp (delta) outlets, four (4) 220 VAC 3-phase, 60-amp, 60 HZ outlets and four (4) 208 VAC 3-phase, 60-amp, 60 HZ outlets shall be provided. All GFE and sponsor support and habitability areas require 60 HZ. If not already present, contractor must place these outlets in the areas identified during the PDSS.
FRESH WATER
The vessel shall provide a minimum of 2,000 gallons of potable water per day to support sponsor personnel and crew living onboard, and 1,300 gallons of fresh water daily on the back deck for miscellaneous use, including but not limited to equipment wash down. 3,300 total gallons each day. This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both. If production capability does not exist, onboard storage must be sufficient for the endurance period (14 days).
DIVE STAGING AREA
The vessel shall be equipped with a diver’s staging area for launching and recovering divers. At a minimum, staging area must consist of water access by ladder or removable bulkhead. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy diving and manned hyperbaric system safety
CONFERENCE ROOM/WORK SPACE
The contractor shall provide 200 sq. ft. (minimum) of administrative/conference space sufficient to handle up to 20 personnel to conduct classroom training. Space shall have tables and seating to accommodate these personnel, with power outlets providing standard 120 VAC power for computers and presentation equipment. The conference room shall be equipped with a projector and pull-down screen, or a TV measuring at least 55-inches. The conference room shall provide hard-wired internet
MEALS
The contractor shall provide three galley-prepared cafeteria-style meals and hotel services for up to forty embarked personnel (not including vessel crew) when underway. The price of meals shall be included in the daily charter rate.
BERTHING
The vessel shall support berthing for up to forty embarked personnel in addition to vessel crew. Berthing shall be provided with no more than eight per stateroom and per head equipped with shower. Curtained off bunks are acceptable. Clean linens and access to 24hr self-service laundry shall also be provided. The price of berthing shall be included in the daily charter rate.
PORT SERVICES
The contractor shall have the employ of an agent to arrange for all port services on a reimbursable basis during this charter. Port services shall include tugs, pilots, potable water, shore power, trash and garbage removal, and oily waste removal including small boat bilge waste, sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services. Additionally, the contractor shall coordinate with appropriate offices onboard military installations to ensure hotel services are scheduled and all employees are granted base access. EOD Group Two personnel shall assist in this, but the responsibility for this shall reside with the contractor.
COMMUNICATION EQUIPMENT
The vessel shall carry marine VHF and a ship’s cell phone and shall accommodate the integrations of GFE communications equipment and antennas including secure HF/VHF/UHF/SATCOM. the contractor shall allow embarked personnel internet connectivity while underway.

The contractor shall be prepared to enact emissions control procedures as required by NAVSEA op 4 at any time embarked personnel are conducting demolition buildup procedures.

NAVIGATION EQUIPMENT
The vessel shall be equipped with gyrocompass with repeaters, GPS and a radar. The radar shall be capable of surface search to a minimum of 25 nm.
AIR CONDITIONING
The contractor shall ensure all communications equipment is climate-controlled with a maximum temperature of 80 degrees F. Communications equipment requires climate (AC/DH) control. All interior berthing and work spaces shall be climate controlled.
LAUNDRY SERVICES
The vessel shall provide a 24-hour laundry facility for a minimum of forty government assigned personnel.
GOVERNMENT FURNISHED EQUIPMENT (GFE)
All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

a) One NAVSEA certified standard navy double-lock recompression chamber system (SNDLRCS) including an air supply rack assembly (ASRA): consists of a standard 20’x 8’x 8’ ISO shipping container (25,000lbs fully loaded).

b) FMGS (fly-away mixed gas system) consisting of:

i. One Mixed-Gas Control Console Assembly 80”X66”X38” (870lbs)

ii. One air rack assembly (ASRA) 80”x64”x75” (3500lbs)

iii. Three helium-oxygen supply rack assemblies (HOSRA) 80”x64”x75” (3200lbs) each, 9600lbs total)

iv. One oxygen supply rack assembly (OSRA) 80”x64”x75” (3300lbs)

v. Two booster assemblies 48”x48”x36” (550lbs each, 1100lbs total)

c) One recompression chamber life support skid (10’ x 8’; 14,000lbs)

d) Two MILVANS (20’ x 9’ x 8.5’; weighing up to 15,000lbs each) for storing and charging the MK 18 FOS unmanned underwater vehicle (UUVS). These UUVS require 12’ feet clearance on one end to facilitate removal of the UUV.

e) One ESAMS (expandable small air mobile shelter) (22’ x 9’x 8’; 10,000lbs).

f) Four (combat rubber raiding craft (CRRCS) (12’ X 6’ X 2.5’; 265LBS EACH).

g) Two 11-meter rigid hull inflatable boats (RHIBS) (36’x 12’; 13,000lbs each)

h) Two 9-meter RHIBS (30’ x 10’; 12,000lbs each)

i) Two 7-meter RHIBS (24’ x 11’; 9,000lbs each)

j) Two RHIB cradles (20’ x 8’; 1,500lbs each)

k) One air compressor for chamber support and scuba charging (6’x 4’, approximately 2,300lbs)

l) Three (3) explosive ready service lockers (RSLS) (5’x 5’, 2,000lbs each)

CONTRACTOR FURNISHED EQUIPMENT (CFE)
All deck stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

a) One 450-gallon gasoline storage tank

b) Two FDA approved automated external defibrillators (AEDS) unit stored in a location that is accessible to trained responders. One shall be located in the vicinity of the rear deck, and the other must be located in the vicinity of berthing spaces.

c) Sufficient certified and load tested rigging equipment to support sponsor operations. This includes chains to gripe equipment to the deck, and slings for lifting evolutions.

d) Drying rack to hang a minimum of 16 diver wet suits, dive rigs, and fin sets.

e) Fresh water must be available within vicinity of diver drying rack station.

f) Bottle rack(s) to hold up to 20 standard k-bottles of diver’s oxygen, helium and standard air.

g) Deck lighting to support night time launch and recovery.

h) Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.

Amend: Part III Special Time Terms and Conditions para (a) Charter Hire, (1) Hire Rates second sentence and on to read as following:

(1) Hire Rates. Except as otherwise provided herein, the daily hire rate shall be considered payment in full for all services of the vessel and associated equipment and all other requirements under this charter party contract, including, but not limited to penalty time, bonuses, payments, meals and hotel services, contractor equipment, and emoluments payable to master, officers and crew for services under this charter, irrespective of the geographic scope of said service and the nominal carriage of ammunition and hazardous cargoes. The daily hire rate shall also be considered payment in full for all overtime. This rate does not include port charges or the price that the contractor pays for fuel.

Amend: Part IV Time Charter Common Terms and Conditions para (k) Supercargo and Government Designated Representatives, (1) Charterer’s Option to read as following:

(1) Charterer’s Option: The charterer shall have the right to assign supercargo (supercargo as used herein is both plural and singular) and other government designated representatives aboard the vessel for duty purposes to the extent that accommodations and united states coast guard certification (when applicable) allows, and in accordance with COMSC instruction 3121.9 series. The charterer shall pay an amount of $30.00 per day, per person, for personnel other than the 40 personnel who are included in the charter hire rate, who are staying onboard for more than 24 hours. This amount covers all expenses including accommodations and victualling. The owner shall victual U.S. Government designated representatives, pilots, and customs officers when authorized by the charterer at $7.00 per meal. The government particularly reserves the right to put a representative onboard the vessel, with the pilot, at the approach to a discharge port (or otherwise as mutually agreeable) to inspect the vessel and to monitor the unloading; reimbursement for accommodations and/or victualling is to be as described above.

Amend Part IV (AR) Safety Management System, Pg. IV-30 - Delete the following paragraph:

Accident (i.e.” Mishap”) reports. Paragraph 9.1 of the ISM code requires the contractor’s SMS to include procedures for reporting mishaps. The contractor shall submit initial notification of severe mishaps to the government within 24 hours. Severe mishaps include, but are not limited to death, dismemberment, loss-of-sight, broken bones, and man overboard. Within 5 days submit notification of less serious accidents, i.e.… lacerations, illnesses, bumps, and bruises. If a USCG form 2692 is required, the 2692 should be submitted within 5 days of the event. All blocks of the 2692 should be filled out completely to ensure thorough reporting to the government. The contractor may redact personally identifiable information (PII) from these reports. Information required in all reporting includes: the date of the mishap, the ship name, and a detailed summary of the mishap, the position title(s) of personnel involved, corrective action(s) taken, and lessons learned. For mishaps involving damage to government owned property (GOP), include the dollar amount and/or initial estimate for all damaged or lost GOP.

Replace with the following:

Amend Part XI. Far 52.212-2 Evaluation Part (e)(a) to read:

A. The offeror’s price proposal will be evaluated based on the value of the charter hire rates offered for the entire charter period, cost of fuel, and any other costs set forth in the offer. For evaluation purposes the period of performance will consist of the number of days specified in the solicitation (60 days). Fuel calculations will be based upon (a) 21 days’ underway laden transit at 10 knots (SpecialTime boxes 66, 68, and 70); (b) 30 days’ loitering at 3 knots (SpecialTime boxes 67, 69, and 70); and (c) 09 days in port idle (SpecialTime box 71). This will represent the overall cost to the government.

CALLOUT PART X. INSTRUCTIONS TO OFFERORS

Offerors shall use the guidelines set forth in Part X(b) for submission of offers; however, at a minimum, offers must contain the following:

· Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.

· Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.

· Proposals must contain a vessel specificaton sheet with picture and vessel characteristics.

· Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An e-mail proposal that resides on a Government server, but has not appeared in the designated e-mail inbox by the due date and time for proposal submission will be considered late.

· Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.

· Completed FAR 52.212-3 and Alternate I Representations and Certifications (Jan 2017).

· Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).

· Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).

· Acknowledgement of all terms and conditions of MSC SPECIALTIME 2018 and the RFP.

· Owner’s full style email address and point of contact to be used in conjunction with the Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award.
