The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available upon request), and shall be the charter form of any contract resulting from this solicitation. A. I. SPECIALTIME BOXES:

1. Vessel Required:

This requirement is for one U.S. Flag vessel capable of providing operations and training support while in port and underway 09 – 26 July 2018, in Honolulu, Hawaii, in and around Hawaiian Islands. Support for Coxswain Training, Surface-Supplied Diver Training/Operations and other Non-Diver Training Evolutions shall be provided on a continuous 24-hour basis in water depths between 40-150 feet. Specific operational support will include Launch and Recovery of Small Boats and Divers, Refueling of Small Boats, AT-Sea Transfer of Personnel and Cargo Alongside or Astern in up to Sea State 2. The vessel shall be prepared to load and secure Sponsor mission equipment as listed below and provide messing and berthing for up to twenty Sponsor personnel. The vessel will also support loading, storage and discharge of Government materials and equipment by arranging for any shore-side material handling equipment if required for load/discharge operations.

CLASSIFICATION
United State Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. Vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society).

VESSEL ENDURANCE
5 DAYS WITHOUT RESUPPLY
STABILITY
THE VESSEL shall be able to operate in conditions up to and including sea state 4 and conduct launch and recovery of small boats, divers, RHIBs, and CRRCs, up to sea state 2. VESSEL SHALL FACILITATE OPERATIONS IN WATER DEPTHS OF 40-150 FEET.
DYNAMIC POSITIONING
Dynamic Positioning System Two (2) or greater. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and Sea State 4 (up to 12 feet).
DECK SPACE
Vessel shall have 4000 sq.fT. or greater of contiguous open deck space of sufficient deck strength to load the required MISSION EQUIPMENT/CFE below. The vessel shall also have the capability to conduct universal four-point lashing to the deck TO SECURE EQUIPMENT IN REQUIRED SEA STATES.
SPONSOR MISSION EQUIPMENT
1) One (1) NAVSEA certified Standard Navy Double-Lock Recompression Chamber System (SNDLRCS) including an Air Supply Rack Assembly (ASRA): consists of a standard 20’x 8’x 8’ ISO shipping container (25,000 lbs fully loaded).

2) One (1) FIBA SKID (96” W x 240” L x 48”H; 22,000lbs)

3) One (1) Fly Away Dive Locker (FADL) (96” W x 240” L x 96”H; 18000lbs)

4) Two (2) Combat Rubber Raiding Craft (CRRCs) (72” W x 144” L x 30”H; 265lbs each).

5) one (1) 7-meter RHIB (134” W x 288” L x 120”H; 9,000lbs each) with trailer

6) One (1) Air Compressor for Chamber Support and SCUBA Charging (48” W x 72” L x 50”H; 2,300lbs)

7) Two (2) Internal Slingable-Container Units (ISU’s) (108” W x 88” L X 91.35”H; 10,000lbs each)

8) One (1) milvan (20’l x 20’w x 8’h; 6,000lbs)

CONTRACTOR FURNISHED EQUIPMENT
1) Two (2) FDA approved Automated External Defibrillator (AED) units stored in a location that is accessible to trained responders. One shall be located in the vicinity of the rear deck, and the other must be located in the vicinity of berthing spaces.

2) Sufficient certified and load-tested rigging equipment to support sponsor operations.

3) Fresh water must be available within vicinity of diver drying rack station.

REFUELING CAPABILITY
conducting refueling operations. the contractor shall provide a means of refueling diesel fuel for sponsor GFE (11m RHIB, generators, etc.). The contractor will refuel Government small boats and equipment as required.
CARGO DECK ELECTRICAL POWER
The vessel must be able to provide sufficient electrical power in the vicinity of the Government Furnished Equipment (GFE) identified in this document. At a minimum, four (4) 480 VAC, 100-amp (Delta) outlets, four (4) 220 VAC 3-phase, 60-amp, 60 Hz outlets and four (4) 208 VAC 3-phase, 60-amp, 60 Hz outlets shall be provided. All GFE and Sponsor support and habitability areas require 60 Hz. If not already present, contractor must place these outlets in the areas identified during the PDSS.
HOTEL SERVICES
MESSING AND BERTHING FOR TWENTY (20) PASSENGERS AT SEA FOR 18 DAYS. VESSEL TO SUPPLY THREE (3) HOT MEALS PER PERSON PER DAY. Berthing shall be provided IN head and SHOWER EQUIPPED STATEROOMS with no more than eight (8) PERSONS per stateroom. Curtained-off bunks are acceptable. Clean linens and access to 24hr self-service laundry shall also be provided.
POTABLE WATER CAPACITY
The vessel shall provide a minimum of 2,000 gpd of potable water production to support embarked personnel and crew living onboard, and ANadditional 1,300 gallons fresh water daily on back deck for miscellaneous use including, but not limited to, equipment wash down. POTABLE WATER MAY BE PROVIDED USING ONBOARD STORAGE IF CAPACITY IS SUFFICIENT TO MEET DAILY REQUIREMENT FOR the ENDURANCE PERIOD.
CRANE SERVICES
A minimum of a 15 ton crane (OR GREATER) is required to support UNDERWATER salvage operationS AND TRAINING in and around the Hawaiian area of operationS.
SMALL BOAT LAUNCH AND RECOVERY
Vessel shall be equipped with an INSTALLED crane or launch and recovery system capable of handling CRAFT listed in SPONSOR MISSION EQUIPMENT ABOVE. This system shall:

1) Be capable of lifting and supporting 25,000lbs of equipment or small craft when slewed out to the maximum capability.

2) Be manufactured in accordance with Navy standards or a recognized classification society standard (ABS Rules for Building and Classing Underwater Vehicles, Systems and Hyperbaric Facilities or equivalent standard).

3) Provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel and damage to the craft.

COMMUNICATIONS EQUIPMENT
The vessel shall carry Marine VHF and a ship’s cell phone and shall accommodate the integration of Sponsor communications equipment and antennas as infrastructure allows. The contractor shall provide internet connectivity to embarked personnel, if available. no alterations or additions to vessel capability are required.
DIVER STAGING AREA
The vessel shall be equipped with a Diver’s Staging Area for launching and recovering divers. At a minimum, staging area must consist of water access by INSTALLED ladder or removable bulkhead (eight (8) ft. opening in PORT OR STARBOARD SIDE). diagram to be provided upon contract award. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 3, 25 April 2016) and U.S. Navy Diving Manual.
FREEBOARD
A MINIMUM OF 48” OF FREEBOARD IS REQUIRED FROM THE WATERLINE TO THE AFT OPERATING DECK.

Call Out: "Fuel Evaluation will not be performed in this 18-day charter due to the dynamic mission environment and ongoing development of the Sponsor's training plans."

Delete and Replace Paragraph III (a) (1) Hire Rates to read:

(1) Hire Rates. Except as otherwise provided herein, the daily hire rate shall be considered payment in full for all services of the Vessel and Associated Equipment and all other requirements under this Charter Party contract, including, but not limited to penalty time, bonuses, payments, meals and hotel services, contractor equipment, and emoluments payable to Master, Officers and crew for services under this Charter, irrespective of the geographic scope of said service and the nominal carriage of ammunition and hazardous cargoes. The Daily Hire rate shall also be considered payment in full for all overtime. This Rate does not include port charges or the price that the Contractor pays for fuel.

Delete and Replace Paragraph IV (k) (1) Supercargo to read:

(1) Charterer’s Option: The Charterer shall have the right to assign supercargo (supercargo as used herein is both plural and singular) and other Government designated representatives aboard the Vessel for duty purposes to the extent that accommodations and United States Coast Guard certification (when applicable) allows, and in accordance with COMSC Instruction 3121.9 Series. The Charterer shall pay an amount of $30.00 per day, per person, for personnel other than the 20 personnel who are included in the charter hire rate, who are staying onboard for more than 24 hours. This amount covers all expenses including accommodations and victualling. The Owner shall victual U.S. Government designated representatives, pilots, and Customs Officers when authorized by the Charterer at $7.00 per meal. The Government particularly reserves the right to put a representative onboard the Vessel, with the pilot, at the approach to a discharge port (or otherwise as mutually agreeable) to inspect the Vessel and to monitor the unloading; reimbursement for accommodations and/or victualling is to be as described above.

Delete and Replace Paragraph IV (ar) Safety Managment System, Paragraph starting with “Accident” to read:

Accident (i.e.” Mishap”) Reports. Paragraph 9.1 of the ISM Code requires the Contractor’s SMS to include procedures for reporting mishaps. The Contractor shall submit initial notification of mishaps to the MSC Program Office and the Contracting Officer within 24 hours. Mishaps to crew and Government mission personnel include, but are not limited to death, dismemberment, loss-of-sight, broken bones, man overboard, collision, allision, property damage, and any events that impact the mission. Within 5 days submit notification of less serious accidents, i.e.… lacerations, illnesses, bumps, and bruises. If a USCG Form 2692 is required, the 2692 should be submitted within 5 days of the event. All blocks of the 2692 should be filled out completely to ensure thorough reporting to the Government. The Contractor may redact Personally Identifiable Information (PII) from these reports. Information required in all reporting includes: the Date of the Mishap, the Ship Name, and a Detailed Summary of the Mishap, the Position Title(s) of Personnel Involved, Corrective Action(s) Taken, and Lessons Learned. For mishaps involving damage to Government Owned Property (GOP), include the dollar amount and/or initial estimate for all damaged or lost GOP.

CALLOUT PART X. INSTRUCTIONS TO OFFERORS

Offerors shall use the guidelines set forth in Part X(b) for submission of offers; however, at a minimum, offers must contain the following:

· Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.

· Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.

· Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An E-mail proposal that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for proposal submission will be considered late.

· Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.

· Completed FAR 52.212-3 and Alternate I Representations and Certifications (Jan 2017).

· Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).

· Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).

· Acknowledgement of all terms and conditions of MSC SPECIALTIME 2018 and the RFP.

· Owner’s full style email address and point of contact to be used in conjunction with the Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award.

· Offeror’s or authorized agent’s signature. Note: Unsigned offers will not be considered for award.
