The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available upon request), and shall be the charter form of any contract resulting from this solicitation. A. I. SPECIALTIME BOXES:
1. Vessel Required:
This requirement is for one Jones Act qualified, U.S. flag vessel to support Explosive Ordnance Disposal (EOD) Group Two/Mobile Dive and Salvage (MDS) diving operations and training exercises in 2018. Vessels must be capable of supporting underway and local pier-side diving operations and training, surface-supplied diver training/operations, coxswain training, and support non-diving training evolutions as necessary on a continuous 24-hour basis in water depths between 40-1,000 feet. The vessel will operate out of the Joint Expeditionary Base Little Creek in Virginia Beach, Virginia, throughout the western Atlantic Ocean and be required to pull into military and civilian ports as needed by specific evolutions.

The vessel shall be prepared to carry small boats and a certified hyperbaric chamber per US Coast Guard and US Navy requirements, provide hyperbaric chamber services for emergencies and routine decompression operations, replenishment/minor maintenance support, and personnel support. The vessel shall be prepared to store explosive materials in GFE certified Ready Storage Lockers (RSL) as required for EOD/MDS operations The vessel will also support loading, storage and discharge of Government materials and equipment, arranging for any shore-side equipment if required for load/discharge operations.
The vessel and crew shall be capable of providing 24 hours a day support to include (but not be limited to the following):
a. Launch and recovery of small boats and divers
b. Refueling small craft onboard
c. Logistical support (i.e. messing, berthing, and communications)
d. At sea transfer of personnel and cargo alongside or astern in up to sea state 3 The vendor shall permit US Government personnel to visit the ship no less than 15 days and no more than 45 days prior to the delivery date of each period to conduct a PDSS. The purpose of this PDSS shall be to, at a minimum, identify lay-down locations of GFE/CFE equipment, identify locations of electrical outlets, and conduct operations planning.
Government Equipment to be brought onboard :
a. One NAVSEA certified Standard Navy Double-Lock Recompression Chamber System (SNDLRCS) including an Air Supply Rack Assembly (ASRA): consists of a standard 20’x 8’x 8’ ISO shipping container (25,000 lbs. fully loaded).
b. FMGS (Fly-Away Mixed Gas System) consisting of:
i. One Mixed-Gas Control Console Assembly 80”x66”x38” (870lbs)
ii. One Air Rack Assembly (ASRA) 80”x64”x75” (3500lbs)
iii. Three Helium-Oxygen Supply Rack Assemble (HOSRA) 80”x64”x75” (3200lbs) each, 9600lbs total) iv.
One Oxygen Supply Rack Assembly (OSRA) 80”x64”x75” (3300lbs) v.
Two Booster Assemblies 48”x48”x36” (550lbs each, 1100lbs total)
c. One Recompression Chamber Life Support Skid (10’ x 8’; 14,000lbs)
d. Two MILVANs (20’ x 9’ x 8.5’; weighing up to 15,000lbs each) for storing and charging the MK 18 FOS Unmanned Underwater Vehicle (UUVs). These UUVs require 12’ feet clearance on one end to facilitate removal of the UUV.
e. One ESAMS (Expandable Small Air Mobile Shelter) (22’ x 9’x 8’; 10,000lbs).
f. Four Combat Rubber Raiding Craft (CRRCs) (12’ x 6’ x 2.5’; 265lbs each ).
g. Two 11-meter Rigid Hull Inflatable Boats (RHIBs) (36’x 12’; 13,000 lbs. each)
h. Two 9-meter RHIBs (30’ x 10’; 12,000lbs each)
i. Two 7-meter RHIBs (24’ x 11’; 9,000lbs each)
j. Two RHIB cradles (20’ x 8’; 1,500lbs each)
k. One Air Compressor for Chamber Support and Scuba Charging (6’x 4’, approximately 2,300lbs)
l. Three Explosive Ready Service Lockers (RSLs) (5’x 5’, 2,000lbs each)
All deck-stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.
Contractor Equipment:
a. One 450-gallon gasoline storage tank
b. Two (2) FDA approved Automated External Defibrillators (AEDs) unit stored in a location that is accessible to trained responders. One shall be located near the rear deck, and the other must be located near berthing spaces.
c. Sufficient certified and load tested rigging equipment to support sponsor operations. This includes chains to gripe equipment to the deck, and slings for lifting evolutions.
d. Drying rack to hang a minimum of 16 Diver wet suits, dive rigs, and fin sets.
e. Fresh water must be available within vicinity of diver drying rack station.
f. Bottle rack(s) to hold up to 20 standard K-Bottles of diver’s Oxygen, Helium and Standard Air.
g. Deck lighting to support nighttime launch and recovery.
h. Deck lighting to support on deck maintenance during transit without interfering with safe navigation and bridge observation.

| Vessel Certifications |
| The vessel shall be United State Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by the ABS (or equivalent society). |
| Endurance and Seakeeping |
| The vessel must be capable of supporting at-sea operations for up to 14 days without resupply. In addition, the support ship shall be able to operate in conditions up to and including sea state 5 and conduct launch and recovery of small boats, divers, RHIBs, and CRRCs, up to sea state 3. |
| Water Depth |
| Vessel shall facilitate operations in water depths of 40 – 1000 feet |
| Speed |
| Minimum 10 knots transit speed. |
| Dynamic Positioning |
| Vessel shall be equipped with an operable Dynamic Positioning System Two (2) or equivalent. Dynamic Positioning (DP2) system must be diesel-electric, have electric-driven azimuth, and bow thrusters. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and Sea State 5 (up to 12 feet) along with two (2) fully qualified, certified Dynamic Positioning Officers, in order to support 24/7 operations and training. |
| Deck Space |
| The vessel shall have 5,000sq.ft of contiguous open deck space of sufficient deck strength to load the required GFE/CFE below. The vessel shall also have the capability to conduct universal four-point lashing to the deck. Vessel must provide support equipment for on loading/offloading and handling all GFE/CFE and mission-related equipment, to include the ability to maneuver them onboard and secure them to the deck in accordance with federal regulations. |
| Vessel Launch and Recovery |
| The vessel shall be equipped with a Launch and Recovery System capable of handling GFE items listed in 3.2. This system shall: |
a. Be capable of lifting and supporting 30,000lbs per craft and included interface equipment.
b. Be manufactured in accordance with Navy standards or a recognized classification society standard (ABS Rules for Building and Classing Underwater Vehicles, Systems and Hyperbaric Facilities or equivalent standard).
c. Provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel and damage to the craft.
d. Be responsible for assisting Government personnel with loading, securing and discharging mission equipment.
e. Provide 24-hour launch/recovery services in support of Government requirements. This shall be accomplished in sea state/weather conditions as delineated in the US Navy Diving Manual and GFE technical documentation to facilitate safe training operations.
| Fuel Storage |
| The vessel shall be equipped with an USCG approved, minimum 450-gallon, external fuel storage tank (CFE) for gasoline and associated equipment to facilitate refueling RHIBs. The tank shall be equipped with an OSHA-certified pump capable of refueling small craft at sea or on deck. The pump shall include an emergency shut-off switch that is fully accessible to personnel conducting refueling operations. Additionally, the contractor shall provide a means of refueling diesel fuel for sponsor GFE (11m RHIB, generators, etc.). The contractor will refuel Government small boats as required. |
| Electrical Power |
| The vessel must be able to provide sufficient electrical power in the vicinity of the Government Furnished Equipment (GFE) identified in this document. At a minimum, four (4) 480 VAC, 100-amp (Delta) outlets, four (4) 220 VAC 3-phase, 60-amp, 60 Hz outlets and four (4) 208 VAC 3-phase, 60-amp, 60 Hz outlets shall be provided. All GFE and Sponsor support and habitability areas require 60 Hz. If not already present, contractor must place these outlets in the areas identified during the PDSS. |
| Fresh Water |
| The vessel shall provide a minimum of 2,000 gallons of potable water per day to support sponsor personnel and crew living onboard, and 1,300 gallons of fresh water daily on the back deck for miscellaneous use, including but not limited to equipment wash down. 3,300 total gallons each day. This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both. If production capability does not exist, onboard storage must be sufficient for the endurance period (14 days). |
| Dive Staging Area |
| The vessel shall be equipped with a Diver’s Staging Area for launching and recovering divers. At a minimum, staging area must consist of water access by ladder or removable bulkhead. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 2, 1 Nov 2006) and U.S. Navy Diving Manual. |
| Conference Room/Work Space |
| The contractor shall provide 200sq.ft (minimum) of administrative/conference space sufficient to handle up to 20 personnel to conduct classroom training. Space shall have tables and seating to accommodate these personnel, with power outlets providing standard 120VAC power for computers and presentation equipment. The conference room shall be equipped with a projector and pull-down screen, or a TV measuring at least 55-inches. The conference room shall provide hard-wired internet access to government-provided laptops/computers with sufficient bandwidth to allow embarked leadership to maintain email connectivity with parent units. |
| Meals |
| The contractor shall provide three (3) galley-prepared cafeteria-style meals and hotel services for up to forty(40) embarked personnel (not including vessel crew) when underway. The price of meals shall be included in the daily charter rate. |
| Berthing |
| The vessel shall support berthing for up to 40 embarked personnel in addition to vessel crew. Berthing shall be provided with no more than eight (8) per stateroom and per head equipped with shower. Curtained off bunks are acceptable. Clean linens and access to 24hr self-service laundry shall also be provided. The price of berthing shall be included in the daily charter rate. |
| Port Services |
| The contractor shall have the employ of an agent to arrange for all port services on a reimbursable basis during this charter. Port services shall include tugs, pilots, potable water, shore power, trash and garbage removal, and oily waste removal including small boat bilge waste, sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services. Additionally, the contractor shall coordinate with appropriate offices onboard military installations to ensure hotel services are scheduled and all employees are granted base access. EOD Group TWO personnel shall assist in this, but the responsibility for this shall reside with the contractor. |
| Communication Equipment |
| The vessel shall carry Marine VHF and a ship’s cell phone and shall accommodate the integrations of GFE communications equipment and antennas including secure HF/VHF/UHF/SATCOM. The contractor shall allow embarked personnel internet connectivity while underway. |
The contractor shall be prepared to enact Emissions Control procedures as required by NAVSEA OP 4 at any time embarked personnel are conducting demolition buildup procedures.
| Navigation Equipment |
| The vessel shall be equipped with gyrocompass with repeaters, GPS and radar. The radar shall be capable of surface search to a minimum of 25 NM. |
| Air Conditioning |
| The contractor shall ensure all communications equipment is climate-controlled with a maximum temperature of 80 degrees F. Communications equipment requires climate (AC/DH) control. All interior berthing and work spaces shall be climate controlled. |
| Laundry Services |
| The vessel shall provide a 24-hour laundry facility for a minimum of 40 Government assigned personnel. |
· CALL-OUT: PART (IV) (an) CREW LIST
Amend to read as follows: Effective 01 OCT 2017, all communications regarding the transmission of Personally Identifiable Information (PII) to the Navy must comply with the Navy requirements for encrypting PII before it is transmitted, this includes submitting crew lists for vetting. The Contractor shall submit the Full Name, Billet, SSN (as applicable), Date of Birth, Birth Country, City of Birth, State of Birth, Passport Number and Nationality for all crew members to the Government using the Government provided MSC/EPIC Force Protection Personnel/Crew list Submission Template to allow screening by U.S. Drug Enforcement Agency's (DEA) El Paso Intelligence Center (EPIC) in order to meet the encryption requirement. The template must be filled out in its entirety by the Owners and submitted electronically in Microsoft Excel format to the Charterer, at the following via The U. S. Army Aviation and Missile Research Development and Engineering Center (AMERDEC) Safe Access File Exchange (SAFE) via the following address: https://safe.amrdec.army.mil/safe with required information NLT 24 hours of Vessel award. Submit crewmembers as they are identified to go to the ship(s). When a crewmember is replaced, only submit that crewmember instead of submitting the entire crew list again when the new crewmember is submitted. All new personnel must be screened at the beginning of the hiring process prior to being sent to the ship. All personnel shall be resubmitted and re-screened upon a change in contract or Contractor, upon transfer from one ship to another, and once in each 12-month period. A similar procedure shall be followed for all other Contractor personnel for whom unescorted access to the ships is required. MSC PM4 will notify the Contractor of any anomalous screening results requiring further action or investigation. E-mails containing the Microsoft Excel attachment shall be written as follows:
· Subject line format is as follows: FOUO - PRIVACY SENSITIVE - EPIC – PM4 - NAME of SHIP - CREW or NON-CREW
· Body of e-mail is to begin and end as follows: FOR OFFICIAL USE ONLY PRIVACY SENSITIVE. ANY MISUSE OR UNAUTHORIZED DISCLOSURE MAY RESULT IN BOTH CIVIL AND CRIMINAL PENALTIES
· Submitter's name, company, address, and telephone number must be included in the e-mail. Scanned lists are unacceptable. Additionally, if there is a scheduled crew change or rotation of any percentage of such, the above information is to be provided 4 working days prior to the change.
· The Microsoft Excel attachment shall be sent by the Owners to the AMRDEC SAFE application, which can be accessed via https://safe.amrdec.army.mil/safe.
· Proceed as Guest - Select this option if you do not have a CAC.
· After selecting one of the options above, the page will be redirected to the package upload form. Fill in all the required input fields:
· Your Name - Your name;
· Your Email address - Your email address;
· Confirm Your Email Address - Re-enter your email address;
· Description of File(s) - Enter a description for the package;
· Any delay resulting from Owner's failure to provide the information in paragraph (1), above, within the prescribed periods shall result in a corresponding increase in the time afforded to Charterer to accept delivery of the Vessel. Additionally, if there is a scheduled crew change or rotation of any percentage of such, the above information is to be provided at least 96 hours prior to the change.
ADD: Offerors shall identify those ports in which they have any active arrest warrants or similar actions pending that would either delay the vessel from performing, or otherwise prevent the vessel from free entry/departure.

CALLOUT PART X. INSTRUCTIONS TO OFFERORS
Offerors shall use the guidelines set forth in Part X(b) for submission of offers; however, at a minimum, offers must contain the following:
· Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.
· Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.
· Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An E-mail proposal that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for proposal submission will be considered late.
· Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.
· Completed FAR 52.212-3 and Alternate I Representations and Certifications (Jan 2017).
· Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).
· Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).
· Acknowledgement of all terms and conditions of MSC SPECIALTIME 2018 and the RFP.
