(b) MSC SPECIALTIME 2018 MSC Strategic Sealift Program Support Office, N103B, requests proposals for one vessel capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.

A. I. SPECIALTIME BOXES:

1. Vessel Required:

This requirement is for one Jones Act qualified, U.S. flag vessel of opportunity (VOO) to support Submarine Rescue requirements for upcoming sea trials in 2018. Vessels must be capable of installing the Submarine Rescue Diving Recompression System (SRDRS), which is used for submarine rescue. The vessel will operate out of the Joint Expeditionary Base Little Creek in Virginia Beach, Virginia, throughout the western Atlantic Ocean and be required to pull into military and civilian ports as needed by specific evolutions.

Special requirements:

The vessel will support underway operations in accordance with sea trials schedules as necessary on a continuous 24-hour basis. The vessel shall be prepared to carry 30 additional personnel and provide all support.

The vessel will also support loading, storage and discharge of Government materials and equipment, arranging for any shore-side equipment if required for load/discharge operations.

The vendor shall permit US Government personnel to visit the ship no less than 5 days and no more than 30 days prior to the delivery date of each period to conduct a ship survey. The purpose of this survey shall be to, at a minimum, identify lay-down locations of GFE equipment, identify locations of required utilities, and conduct operations planning.

All deck-stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability.

The contractor shall provide sufficient life-saving equipment to meet local regulatory and SOLAS requirements for all embarked SRDRS personnel and rescues.

Vessel Freeboard / Over-Boarding Access
Maximum freeboard of 10 ft. (3.1M).

Contractor vessel shall provide sufficient opening of any stern wall to provide for the unobstructed over-boarding of the launch and rescue system (LARS). A minimum of a 36 ft. (11 m) opening is required to clear the LARS winches.

Lay Days
Firm Period Commencing 01-15 May 2018

1st Option Period Commencing 01 October 2018

Vessel Certifications
The vessel shall be United State Coast Guard (USCG) certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessel shall be permitted to conduct manned diving operations.
Operating Endurance, Messing and Berthing
The vessel must be capable of supporting at-sea operations for up to 10 days without resupply (or replenishment of critical stores).

The contractor shall provide three (3) galley-prepared cafeteria-style meals and hotel services for up to thirty (30) embarked (SRDRS) personnel (not including vessel crew) when underway. The price of meals shall be included in the daily charter rate.

Clean linens and access to 24hr self-service laundry shall also be provided. The price of berthing shall be included in the daily charter rate.

This includes provision for potable water requirements and waste disposal (sanitary).

Transducer Pole Installation
Contractor vessel shall provide sufficient access on the PORT or STBD side of the VOO to mount a 32 ft. (9.7 m) Transponder Pole (GFE) wherein when the pole is deployed it will extend a minimum of 10 ft. (3 m) below the Vessel keel.

Provision for Small Boat and Associated Launch and

Recovery Equipment Contractor shall provide a small boat and associated launch and recovery equipment for use during emergency recovery of the Pressurized Rescue Module. The boat will be equipped with an 80 HP (approx.) motor with a tow point forward of the engine for the small boat.

Position-Keeping/

Dynamic Positioning

Capability Vessel shall be capable of entering and maintaining a 4-point moor in depths up to 2,000 ft. (609.6M) or be equipped with an International Maritime Organization (IMO) Equipment Class 2 Dynamic Positioning System (DPS).

The location of any moving DPS machinery (thrusters, propellers, etc.) shall not be within 15 ft (4.6 m) of an umbilical. The DPS shall be able to maintain the vessel ±60 ft. and ± 10 degrees from a given position/heading once the DPS has stabilized. The DPS position reference systems shall not be taut wire or a laser system.

The vessel shall be crewed with an adequate number of qualified, certified Dynamic Positioning Officers, in order to support 24/7 operations.

Available Deck Area / Deck Loading Capacity
At a minimum, the vessel shall have 3,528sq.ft of contiguous open deck space, (minimum clear deck area of 98 ft. (29.9M) in length and 36 ft. (11M) in width.)

The deck shall be coplanar with a maximum vertical deviation of 2 in (5.08cm) when measured from the transom to 64 ft (19.5 m) forward of the transom. Deck hardware shall be removed in way of Sponsor equipment Bases if vertical height is 2 in (5.08 cm) or greater from the deck

The vessel shall have a minimum cargo loading capacity of 1025 lb/ft² (5 tonnes/M²), and a minimum deck load capacity of 838,000 lbs. (380 tonnes).

Sea-Keeping Capability / Vessel Stability
Shall be able to conduct aft deck and launch and recovery operations with a 419 short ton (380 tonnes) system (SRSRCS) installed in up to Sea State 4.

The vessel shall maintain ship survivability with a 380 short ton (419 tonnes) system installed in up to Sea State 6.

For all operating scenarios, the VOO with the LAUNCH AND RECOVERY SYSTEM (LARS) and pressurized rescue module (PRM) installed, shall comply with all intact and damage stability criteria required by the VOO's Flag Administration and Classification Society's Rules.

Diesel Fuel Capacity
Contractor shall provide 20,500 gallons (77,600 L) of cleaned and polished No. 2 Diesel fuel, accessible on the working deck, for the Generator Van (GV).
Emergency

Power Supply

Capability The contractor vessel shall provide 350 kW of 480 VAC, 3-phase, Delta, 60 Hz, 400 A electric power per bus to Sponsor equipment in event of engine failure.

Fresh Water
Contractor shall provide up to 2000 gallons (7570.8 liters) of freshwater to the fantail for wash down of PRM and equipment, as well as for filling PRM ballast bags.

This requirement can be met through onboard water production capability, potable water storage capacity or a combination of both.

If production capability does not exist, onboard storage must be sufficient for the endurance period (10 days).

Remote Monitoring Station Capacity
Contractor shall provide sufficient space on

the bridge to accommodate the Remote VOO

Monitoring Control Station.

Working Deck Fire Protection Capability
Provide fire-fighting coverage of all mission equipment on deck using the VOO’s existing firefighting equipment, as well as a 2.5 in (63.5 mm) fire hose connection for the portable foam firefighting unit that is used if foam capability does not exist on board (GFE).
Gas (Workshop Quality Air)
Provide workshop-quality compressed air to entire fantail for tools such as air driven wrenches.
On-Board Crane
The contractor vessel shall be equipped with a crane with a min. 25 short ton (22.7 tonnes) capacity with sufficient reach to lift Sponsor cargo from the pier to the centerline of the vessel.
Sick Bay
Contractor vessel shall provide a well-equipped sick bay; Contractor will provide detail of vessel onboard capability in their proposal.
Communication Equipment
The vessel shall carry Marine VHF and a ship’s cell phone. The contractor shall allow embarked personnel internet connectivity while underway if the vessel is so equipped.
Navigation Equipment
The vessel shall be equipped with gyrocompass with repeaters, GPS and a radar. The radar shall be capable of surface search to a minimum of 25 NM.
Laundry Services
The vessel shall provide a 24-hour laundry facility for a minimum of forty (30) Government assigned personnel.

· CALL-OUT: PART (IV) (an) CREW LIST

Amend to read as follows: Effective 01 OCT 2017, all communications regarding the transmission of Personally Identifiable Information (PII) to the Navy must comply with the Navy requirements for encrypting PII before it is transmitted, this includes submitting crew lists for vetting. The Contractor shall submit the Full Name, Billet, SSN (as applicable), Date of Birth, Birth Country, City of Birth, State of Birth, Passport Number and Nationality for all crew members to the Government using the Government provided MSC/EPIC Force Protection Personnel/Crew list Submission Template to allow screening by U.S. Drug Enforcement Agency's (DEA) El Paso Intelligence Center (EPIC) in order to meet the encryption requirement. The template must be filled out in its entirety by the Owners and submitted electronically in Microsoft Excel format to the Charterer, at the following via The U. S. Army Aviation and Missile Research Development and Engineering Center (AMERDEC) Safe Access File Exchange (SAFE) via the following address: https://safe.amrdec.army.mil/safe with required information NLT 24 hours of Vessel award. Submit crewmembers as they are identified to go to the ship(s). When a crewmember is replaced, only submit that crewmember instead of submitting the entire crew list again when the new crewmember is submitted. All new personnel must be screened at the beginning of the hiring process prior to being sent to the ship. All personnel shall be resubmitted and re-screened upon a change in contract or Contractor, upon transfer from one ship to another, and once in each 12-month period. A similar procedure shall be followed for all other Contractor personnel for whom unescorted access to the ships is required. MSC PM4 will notify the Contractor of any anomalous screening results requiring further action or investigation. E-mails containing the Microsoft Excel attachment shall be written as follows:

· Subject line format is as follows: FOUO - PRIVACY SENSITIVE - EPIC – PM4 - NAME of SHIP - CREW or NON-CREW

· Body of e-mail is to begin and end as follows: FOR OFFICIAL USE ONLY PRIVACY SENSITIVE. ANY MISUSE OR UNAUTHORIZED DISCLOSURE MAY RESULT IN BOTH CIVIL AND CRIMINAL PENALTIES

· Submitter's name, company, address, and telephone number must be included in the e-mail. Scanned lists are unacceptable. Additionally, if there is a scheduled crew change or rotation of any percentage of such, the above information is to be provided 4 working days prior to the change.

· The Microsoft Excel attachment shall be sent by the Owners to the AMRDEC SAFE application, which can be accessed via https://safe.amrdec.army.mil/safe.

· Proceed as Guest - Select this option if you do not have a CAC.

· After selecting one of the options above, the page will be redirected to the package upload form. Fill in all the required input fields:

· Your Name - Your name;

· Your Email address - Your email address;

· Confirm Your Email Address - Re-enter your email address;

· Description of File(s) - Enter a description for the package;

· Any delay resulting from Owner's failure to provide the information in paragraph (1), above, within the prescribed periods shall result in a corresponding increase in the time afforded to Charterer to accept delivery of the Vessel. Additionally, if there is a scheduled crew change or rotation of any percentage of such, the above information is to be provided at least 96 hours prior to the change.

ADD: Offerors shall identify those ports in which they have any active arrest warrants or similar actions pending that would either delay the vessel from performing, or otherwise prevent the vessel from free entry/departure.

CALLOUT PART X. INSTRUCTIONS TO OFFERORS

Offerors shall use the guidelines set forth in Part X(b) for submission of offers; however, at a minimum, offers must contain the following:

· Proposals must be submitted via e-mail in Adobe Acrobat (.pdf) format, and must be compatible with Adobe Acrobat Reader 8.0 or later version.

· Proposals must contain either a verifiable electronic signature (e.g. PKI enable certificate), or a scanned image of the handwritten signature of the Offeror or Offeror's agent.

· Offerors are advised that delays in the receipt of e-mail do occur, and the Offeror is solely responsible for timely receipt of offers by the Government regardless of any problems or delays related to computer hardware or software systems including, but not limited to, servers and firewalls. An E-mail proposal that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for proposal submission will be considered late.

· Offerors are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes.

· Completed FAR 52.212-3 and Alternate I Representations and Certifications (Jan 2017).

· Completed FAR 52.209-7 – Information Regarding Responsibility Matters (Jul 2013).

· Completed FAR 52.209-11 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Feb 2016).

· Acknowledgement of all terms and conditions of MSC SPECIALTIME 2018 and the RFP.

· Owner’s full style email address and point of contact to be used in conjunction with the Government’s web-based post-contract performance information system, Contractor Performance Assessment Reporting System (CPARS). Instructions to be provided post-award.
