AUTOMATION SYSTEM REPAIRS
1.0 ABSTRACT
1.1 Provide services of a Fairlead Systems Field Service Technician (Tech Rep) familiar with the ships Machinery Centralized Control System (MCCS) to troubleshoot, repair and test the vessel’s automation system.
2.0 REFERENCES/ENCLOSURES:
2.1 DWG 401-8391883 Machinery Centralized control system periodic safety test procedures for the T-ATF class ship (Vendor must provide own copy).
3.0 EQUIPMENT DESCRIPTION/QUANTITY/LOCATION
3.1 Location
3.1.1 Main engine room.
3.2 Item Description/Manufacturer’s Data:
3.2.1 Beach Panel Machinery Centralized Control System (MCCS).
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: NONE.
5.0 NOTES:
5.1 Any additional growth work identified, must be submitted to and approved by the MSC contracting officer in writing before the start of the additional work.
5.2 Contractor must provide a master inventory list of all items being shipped (including tools). The list must provide P/N, item description, item unit (each, kit, etc…) and cost/value for each item. Contractor must provide an inventory of parts located in each crate/box/package used for shipping the materials. Crating/packaging of materials must be suitable for overseas delivery.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional.
7.0 STATEMENT OF WORK REQUIRED:
7.1 Contractor shall provide all labor, tools, equipment, and materials equipment necessary to accomplish the requirements of this statement of work.
7.2 Provide the services of a Fairlead Services OEM fields service technical rep to be onboard the vessel for 16 continuous days (note: 16 days does not include travel time to/from overseas) for completion of work in Bahrain onboard the USNS CATAWBA.
Date range available for tech rep to attend vessel: 05 Aug 2018 to 27 Aug 2018.
7.3 The attending OEM supplied technical rep(s) must be familiar with the servicing, troubleshooting, and repair of T-ATF class of vessel. Tech rep must be familiar and experienced in demonstration and completion of USCG and ABS automation surveys in the presence of the regulatory bodies.
7.4 The Tech rep shall inspect, troubleshoot, repair and test the MCCS automation system.
7.5 OEM shall supply all general and specialized tools needed to complete all work listed in this work specification. Tools to be used overseas onboard the ship, must be packaged and secured in packaging suitable for overseas shipment. All calibration equipment provided and used shall have valid/current traceable calibration sticker certificates attached.
7.6 All of the contractor tools and parts shall be shipped to W143 (ref para 5.3).
7.7 Upon completion of work, contractor tools shall be shipped and transported back to Contractor’s repair shop by MSC Logistics.
7.8 Contractor must contract MSC Logistics for shipping and transportation guidance and coordination efforts.
7.9 Tech Rep shall check in with the Chief Engineer upon arrival to the ship and check out with the Chief Engineer prior to departure.
7.10 The vessel’s existing Fairlead portable computer/diagnostics tool has faulty software is not functional. Fairlead shall procure and provide a replacement unit with updated software compatible with the vessels MCCS system. Unit shall be updated and tested and vendor’s facility prior shipment to vessel to ensure proper functionality.
7.11 The Tech Rep shall visually inspect, service, and calibrate and the vessel's MCCS system/Automation and Alarm system items and components, including but not limited to the below listed items:
A. I/O Cabinet.
B. Propulsion Cabinet.
C. CPU Power Cabinet.
D. Power Distribution Cabinet.
E. TLI Cabinet.
F. Pilot House I/O Cabinet.
G. SCC Interface.
H. Stateroom Remote Alarm Monitors.
I. Power Distribution Circuits – Verify all MCCS Fuses are correct.
J. Smart devices (PLC controller, HMI Devices and Ethernet Switches.)
K. Main Engine safeties (Port and STBD)– test shutdowns by testing sensor or simulating input for:
L. Over-speed M. Lube Oil Temp N. Shaft Bearing Temp O. Jacket Water Temp P. Lube Oil Pressure Q. Fuel Oil Pressure R. Red Gear Lube Oil Temp S. Red Gear Lube Oil Pressure T. Crankcase Pressure U. CO2 Release
7.12 Provide MCCS software compatible with the vessel's existing automation and alarm system and update existing software. Tech rep shall have available the software items needed to reload critical propulsion software. Note and record software revisions installed on equipment.
7.13 Inspect, troubleshoot, and repair TLI alarms for the Ethernet system. Check and verify the Ethernet system, switches and programs are working properly.
7.14 Inspect, clean, and service vessel's existing two (2) node boxes. Provide and install updated firmware compatible with existing system.
7.15 Check spare parts: Verify ship spare parts and verify/program devices with latest software revisions. Test if possible.
7.16 Inspect MCCS UPS and associated batteries.
7.17 Test and re-recalibrate vessel's TLI's as found needed.
7.18 Provide 1/2 days of formal training the ship's force of the MCCS system operation and trouble shooting and repair processes.
7.19 Assist to expedite any emergent Fairlead material needs to support repair operations.
7.20 Assist ship's force in MCCS trouble shooting and repair if problem arise during pre-underway checks or while underway.
7.21 Attend and test MCCS system during dock trials. Calibrate systems as found required.
7.22 Attend and ride sea, conduct final MCCS system calibrations.
7.23 Demonstrate proper MCCS system operation in presence of USCG and ABS in accordance to all applicable rules and regulations. Tech rep must be familiar and experienced in demonstration and completion of USCG and ABS automation surveys in the presence of the regulatory bodies.
7.24 Provide a Condition Report to the Port Engineer with the results of inspection, along with any additional recommended repairs or materials required for system repair.
7.25 The cost of any additional repairs or materials, if required, shall be considered growth work. Any additional growth work identified, must be approved by the MSC contracting officer in writing before start of the additional work.
7.26 Upon completion of repairs and servicing - demonstrate while pier side, the satisfactory operation of the MCCS/switchboard automation system to the Chief Engineer, Port Engineer and ABS Representative.
7.27 Sea Trial – Tech Rep shall attend and ride sea an 8 hour sea trial to witness load testing of MCCS system. Tech Rep complete any final calibration needed as found needed for proper operation.
7.27.1 Test system suing reference 2.1 as guidance.
7.28 The Contractor shall provide a completion report to Chief Engineer and Port Engineer documenting all work accomplished. Report shall be submitted electronically in PDF format.
