4.2 Electrical power 440 and 110 Volts. Contractor shall furnish extension cords and plug connectors.

5.4 Contact the Port Engineer for details and requirements concerning access to an MSC vessel.

5.5 Contractor is required to submit personnel on the EPIC spreadsheet. To gain access to MSC vessel's on the East Coast, contractors must submit an EPIC request to MSFSC(underscore)EPIC(underscore)EAST(at)navy(dot)mil MSFSC_EPIC_EAST@navy.mil.

5.6 Contractors shall allow 3 business days (5 for NASSCO, OCONUS, & Earl NJ) for processing of all requests. EPIC will take up to 48 hours to process, the request must be approved by EPIC before access can be sent to the facility for approval, access will not be guaranteed without approval from EPIC.

6.0 QUALITY ASSURANCE REQUIREMENT: None additional.

7.0 STATEMENT OF WORK:

7.1 Provide the service of three (3) technical representatives to perform and/or assist ship’s crew with the Final Contract Trial testing during the performance period in paragraph 5.1 including oversight, adjusting and testing of Fire Fighting Systems required to demonstrate to NAVY INSURV Board safe operation. KTR will attempt to provide the same three (3) tech reps for the entire period of performance.

7.1.1 The Tech Reps shall be experienced to perform all of Reference 2.0 with the firefighting detection and extinguishing systems onboard the JHSV Class. Tech Reps shall be onboard by 0700 and ready to perform test demonstrations, no exceptions.

7.1.2 Tech Reps shall set up on the Friday prior to each week’s events to have everything ready and set up to start test demonstrations on “Day 0” of each event’s schedule of events (SOE) promptly at 0800.

7.2 Provide the services of one (1) manufacturer’s technical representative for the Honeywell Fire Detection System, Honeywell model Notifier NFS2-3030/E. Demonstrate 10 percent of each type smoke detector, sensor and pull station in the system.

7.2.1 Provide the technical representative for two (2) days during period 5.1.2. Specific dates will be released when schedule of events (SOE) is published.

7.2.2 Provide the technical representative for two (2) days during period 5.1.3. Specific dates will be released when schedule of events (SOE) is published.

7.3 Provide the services of one (1) AUSTAL USA experienced Test and Trials representatives to demonstrate the Engine room and Mission Bay High Expansion Foam (HEF) pre-underway and underway firefighting systems demonstrations in accordance with the schedule of events (SOE), and to assist with FM-200 and AFFF firefighting systems as requested. On the day prior to each schedule of events’ “Day 0”, the Austal tech rep will inspect the system line-ups and demonstration preparations for successful conduct of demonstrations the following day.

7.3.1 Austal Rep POC:

7.3.2 Provide the Austal technical representative for four (4) days onsite (Mon-Thu) during period 5.1.1.

7.3.3 Provide the Austal technical representative for five (5) days onsite (Sun-Thu) during period 5.1.2.

7.3.4 Provide the Austal technical representative for five (5) days onsite (Sat-Wed) during period 5.1.3.

7.4 Demonstrate proper operation of Fire Fighting and Detection Systems per references 2.0.

7.5 Obtain AFFF and HEF samples from all P&S system tanks. The samples shall be analyzed and reports submitted within 10 days of each Performance Period.

7.6 Perform inspection and testing to satisfactory results during period 5.1. For period 5.1.3 contractor shall demonstrate to INSURV successful HEF and AFFF system operation and seawater/foam concentrate solution test demonstration during this period.

7.6.1 Contractor shall provide a 500 barrel FRAC Tank for the collection of HEF testing slops for the duration of the performance period 5.1.1, 5.1.2 and 5.1.3. FRAC Tank shall include delivery and disposal fees for one tank load and set up one day prior to start of events.

7.6.2 Contractor shall provide two (2) 500 gallon totes in the Mission Bay for the collection of AFFF testing slops for the duration of the performance period 5.1.1, 5.1.2 and 5.1.3. Totes shall include delivery and disposal fees for one tank load and set up one day prior to start of events.

7.6.3 Furnish a per gallon price for additional disposal to that above. If additional disposal is required, a change order will be issued.

7.6.4 Furnish two (2) 55 gallon drum of 3% AFFF concentrate compatible with existing fluid.

7.6.5 Furnish three (3) 55 gallon drums of JETX 2-3/4% High Expansion Foam Concentrate compatible with existing fluid.

7.6.6 Assist Ship Force to refill Port and Stbd foam concentrates. Dispose of empty containers.

7.7 KTR Shall Furnish all equipment, materials, tools and consumables for testing that may include; CBG panel removals, HEF overboard fittings, 1.5” hoses to be used for AFFF and HEF testing with sufficient lengths to reach the FRAC tank, o-rings for FM200 testing, Multiple (12ea required and 2ea spares) FM-200 test bottles and a means to refill on-site, two (2) flow meters, portable pumps, and any other tools necessary to perform event demonstrations.

7.7.1 Provide FRAC tank, totes and flow meters for the entire periods of 5.1.1, 5.1.2 and 5.1.3. Remove FRAC tank, Totes and flow meters upon completion of each performance period.

7.8Tech Reps shall assist ship’s force underway during a 12-hours sea trial at performance periods of 5.1.1., 5.1.2, and 5.2.3. Tech. Reps shall demonstrate AFFF system discharge to the Flight Deck.
7.9Tech Reps shall help expedite any emergent material needs to support scheduled underway operations. A change order will be issued for any emergent material required.
7.10Tech Reps shall provide other necessary support services related to the Firefighting Systems during Final Contract Trials (FCT).
7.11Upon completion of the HEF demonstrations, flush HEF skid piping and equipment with freshwater, clean and re-grease balancing valves, and return system to normal configuration. This shall include removal of flow meters / sensors and return to the MSCREP, when required.
7.12Contractor shall furnish a final report to the MSCREP of all conditions as-found and final conditions upon test completion.

8.0 GENERAL REQUIREMENTS:

8.1 The equipment addressed in this Statement of Work (SOW) is categorized as critical equipment in accordance with MSC policy on the classification of critical shipboard systems and equipment. Only Original Equipment Manufacturer (OEM) authorized technical field service representatives and OEM parts shall be used to accomplish the requirements of this SOW for this critical equipment including oversight and guidance on all aspects of equipment as-found condition inspection, removal, disassembly, reassembly, repairs, modifications, reinstallation and testing as applicable.

8.2 An OEM authorized technical field service representative is defined as either a direct employee of the OEM, or an employee of a company which has a current written agreement with the OEM to provide service and repair for that equipment. The OEM authorized technical field service representative shall have full access to the OEM drawings, technical service bulletins, special tools and OEM replacement parts. The OEM authorized technical field service representative shall provide documentation from the OEM authorizing the company to perform maintenance and repair on their behalf.

The following wage determinations, in accordance with the Service Contract Act of 1965, as amended, is hereby incorporated by reference into the contract and compliance with the same is mandatory:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

SHIP & BASE ACCESS (DEC 2017)

Base/Repair Facility Access: Permit is required to access Navy facilities. Base/Repair Facility Access Request is desired seven days prior to ship check or performance start date. Submit forms per the document instruction and to the Port Engineer.

Defense Biometric Identification System (DBIDS) is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico (replaces RapidGate). Vendor is responsible to acquire DBIDS credentials prior to performance start date. Delays that may result from inadequate planning are contractor responsibility. Vendor instructions and program information is available at https://www.cnic.navy.mil/om/dbids.html. DBIDS credentials require (in succession) (1) Present a letter or official document from the Government sponsoring organization that provides the purpose for your access, (2) Present valid identification, such as a passport or Real ID Act-compliant state driver's license, (3) Present a completed copy of the SECNAV 5512/1 form to obtain your background check, (4) Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments, and (5) After all of this is done, the contractor will be provided with the DBDIS credential. For vendors with existing Navy Commercial Access Control System (NCACS) cards, see https://www.cnic.navy.mil/om/dbids.html for instructions to obtain DBIDS credentials. MSC SPECIFIC WIDE AREA WORKFLOW (WAWF) INSTRUCTIONS (AUG 2012)

The information contained in this instruction is supplemental to DFARS 252.232-7006.

The information contained in the table in DFARS 252.232-7006 is for WAWF purposes only. Information included in DFARS 252.232-7006 and this WAWF instruction apply only to WAWF Invoicing and WAWF Receiving Reports. Contradictory information elsewhere in this contract, e.g. Ship to DoDAAC, shall be followed per the terms and conditions of the contract.

When entering the invoice into WAWF, the Contractor shall fill in the DoDAAC fields or DoDAAC extensions exactly as shown in the table in DFARS 252.232-7006. Fields that should not be filled in when entering the invoice into WAWF will be indicated with the direction, “Leave Blank.”

In some situations the WAWF system will pre-populate the “Pay DoDAAC,” “Admin By DoDAAC” and “Issue By DoDAAC.” The Contractor shall verify that those DoDAACs automatically entered by the WAWF system match the information in the table in DFARS 252.232-7006. If these DoDAACs do not match, then the Contractor shall correct the field(s).

If Receiving Reports are required, ensure that the “Inspection” and “Acceptance” defaults of “destination” for both fields are not changed in the WAWF online interface.

The CLINs on the WAWF invoice shall be entered exactly as set forth in the contract document including CLIN number (e.g. 0001), Quantity (may be adjusted for actual quantity or dollar value delivered and invoiced), and Unit Price (e.g. $1.00). The dollar amounts on each CLIN or SubCLIN on the WAWF invoice shall reflect final performance values, but in no instance can the dollar amount for each CLIN or SubCLIN exceed what is specified in the contract document. The Contractor shall bill to the lowest level, e.g., the SubCLIN level. The Quantity and Unit of Measure fields must be filled out exactly as indicated in the CLINs and SubCLINs to reduce the possibility of the invoice being delayed or rejected during processing.

Before closing out of an invoice session in WAWF, but after submitting the document or documents, the Contractor will be given the option to send additional email notifications by clicking on the “Send More Email Notifications” link that appears on the page. The Contractor shall click on this link and add the Technical Point of Contact’s (TPOC) or Contracting Officer’s Representative’s (COR) email address in the first email address block and add any other additional email addresses desired in the following blocks. This additional notification to the Government is important to ensure the acceptor/receiver is aware that the invoice documents have been submitted into the WAWF system.

Enterprise-wide Contractor Manpower Reporting Application (ECMRA) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the services of OEM (Original Equipment Manufacturer) Technical Support Services for the Firefighting Systems testing during Walk Through, Mock Trials and Final Contract Trials (FCTs) onboard the USNS CITY OF BISMARCK via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
