1.0 ABSTRACT: This item describes the requirement to completely dismantle Multi-Use Service Equipment (MUSE) Barge (YFP-11) and dispose of through scrap sell and/or recycling. Contractor agrees to coordinate, make all arrangements necessary for any country, custom or regulatory clearances for machinery and equipment transportation, towing, scrapping, mooring support, transport of any support material or Hazardous Waste (HAZWASTE)/Scrap Disposal. The Contractor shall take custody of the barge, process for towing, transport to an approved dismantling facility and commence dismantling. All installed machinery will be sold off as commercial machinery or scrap value All original sales receipts and HAZWASTE Manifest will be delivered to the Contracting Officer’s Representative (COR) as evidence of completion and real cost.

3.0 ITEM DESCRIPTION/LOCATION:

7.0 STATEMENT OF WORK REQUIRED:
INSPECTION OF VESSEL: The COR or Military Sealift Command Representative (MSCRep), shall support any potential quoter’s preliminary inspections/evaluations of the barge. All potential quoters will be allowed to inspect the barge from top to bottom and internally to assess cost and revenue to dismantle, sell scrap metal and machinery and the proper disposal of HAZWASTE. The potential quoters shall bear cost associated with the inspections/evaluations of the barge. Enclosure 2.1 through 2.5 provide characteristics of the barge. Refer to the Combined Synopsis and Solicitation notice for the date of vessel inspection.
Within 14 days of contract award, take custody and assume responsibility of the barge from Mr. Gallinaro Giuseppe Vittorio at the barge location specified in item 3.2.
Upon taking receipt of the barge, conduct a survey of the barge, procure any and all required certificates, documents or licenses mandated by host country to tow and dismantle the barge at the Contractor’s selected demolition/dismantling facility. Provide a copy of all certificates, documents or licenses to the COR or MSCRep.
Locate, arrange and negotiate a suitable dismantling laydown location that will allow dismantling of the barge. Provide location and access to the COR or MSCRep.
Coordinate tugs, prime movers, as required, to perform berth shift of the barge from present location in item 3.2 to the dismantling location.
Remove, catalog and document all machinery and equipment onboard the barge, by photograph, before removing for sale. Prior to sale, comply with U.S. export control laws and regulations by checking with the U.S. Department of Defense Trade Security Office. Acquire an original sales receipt for all machinery and equipment sold on the open market. Nonservicable equipment shall be scrapped. Turn over photographs and original sales receipts to the COR or MSCRep.
COMPLY WITH ALL APPLICABLE ENVIRONMENTAL AND OCCUPATIONAL SAFETY AND HEALTH LAWS AND REGULATIONS, IN DISMANTLING THE VESSEL AND DISPOSING OF ANY WASTE MATERIALS. Dismantle the barge by cutting into acceptable dimensions. Completely scrap the barge and any residual material produced by dismantling the barge. The dismantled scrap metal weight will be documented on valid receipt at the point of sale. Turn over original sales receipts to the COR or MSCRep.
Dispose of all Hazardous Material or HAZWASTE. Document quantity and type of any Hazardous Material or HAZWASTE disposed of during the dismantling phase for the barge. The Contractor shall provide a copy of all HAZWASTE Manifest to the COR or MSCRep.
Provide the COR or MSCRep a final written report confirming complete dismantling and disposal, including weight of scrap metals recycled and HAZWASTE materials disposed.
The COR will accept the work as complete and all tasks accomplished satisfactorily only after receiving all receipts for sale of installed machinery and scrap metal and all HAZWASTE Manifests.
8.0 GENERAL REQUIREMENTS: All reports, receipts (i.e. Bills-of-Lading), picture portfolios, HAZWASTE manifest, and any Certification documents, shall be delivered to the COR or MSCRep.
