Performance Work Statement Deloitte Business Chemistry Sessions

Military Sealift Command Firm-Fixed Price

1. SCOPE

This performance work statement (PWS) covers the Deloitte Business Chemistry® sessions in support of Military Sealift Command’s (MSC) Team U training. Business chemistry covers three phases, the assessment questionnaire, the one-on-one review of personal assessment and phase three, the onsite group assessment details. Business chemistry is to be provided once a quarter in Fiscal Year 2018 (FY18) for quarters 2, 3 and 4, for a total of three sessions. Additionally, the contractor shall provide virtual Business Chemistry sessions on an as needed base for groups of up to twenty-five per session. Use of traditional and non-traditional communication methods shall be employed in order to reach the identified participants.

2. REQUIREMENTS.

The contractor shall provide a Business Chemistry® system to MSC leaders for three quarters in FY18, at total of three complete sessions. Each of these sessions will have three phases, the Business Chemistry® self-assessment; a one-on-one meeting between the instructor and participant to review and discuss self-assessment results prior to the group facilitated session (in person or remote); and an onsite facilitated Business Chemistry® session for the group. Each training session will be for up to 30 participants and the onsite facilitation will be in Norfolk, VA. Assessments may need to be completed using non-electronic methods for participants assigned to ships.

The contractor shall also provide up to ten (10) virtual Business Chemistry® systems to MSC work groups as requested throughout FY18 after the exercising of contract option periods. These group sessions will provide the MSC work groups access to the Business Chemistry® system and a group virtual facilitation session for up to twenty five individuals per session.

The contractor shall provide assessments to identified participants in traditional or non-traditional manners to account for the participants working environment and MSC mission. The contractor shall provide a sufficient number of qualified instructors with comprehensive knowledge of Business Chemistry® to provide effective training to the work groups. The contractor shall provide participants guides and instructions on how to complete Business Chemistry®, all necessary presentations, and shall ensure they are available for use at the training site on the date time scheduled.

MSC will provide a computer and projector and adequate training facilities for the contractor to conduct the course as appropriate. Upon completion of training, the contractor shall provide to MSC (Workforce Development and Training Division) completion rosters to include course name, date of training, and student names. The contractor will be responsible for correctly submitting forms/applications required for Base access. Any additional administrative support required by the contractor that arises due to special circumstances shall be requested from MSC at least five (5) business days in advance of the scheduled training.

3. LOCATIONS.

The quarterly trainings will be held in Norfolk, VA and the optional small group trainings will be virtual. Exact dates of training need to be coordinated with the MSC POC. The POC name and contact information will be provided to the contractor upon award.

4. PERFORMANCE METRICS

The contractor is accountable for course quality and is subject to evaluation. The contractor is also accountable for timeliness of the course offerings and cost-effectiveness. The contractor will develop a method that measures and demonstrates training effectiveness for the course. This measurement is expected to include seeking student feedback; such as end of course surveys or a similar method, in order to gather statistics on training effectiveness. Upon completion of each course the contractor will provide MSC with a summary report to include all statistical data and surveys.

The contractor should expect a member from MSC’s Workforce Development and Training Team (N112C) to be present periodically during course offerings. When present, the Workforce Development and Training Representative will audit the course and may provide a verbal or written evaluation to the instructor immediately upon the conclusion of the training; in addition, N112C will provide a written evaluation to MSC senior leadership quarterly.

5. TRAVEL POLICY. The Government will not reimburse the contractor for additional travel costs incurred by the contractor in performance of the contract. CLIN 0001 pricing should include all travel costs associated with successful completion of this contract and will not be amended after award to incorporate additional travel costs.
