FOR OTHER THAN FULL AND OPEN COMPETITION

LIMITED SOURCES

1. Contracting Activity: Department of the Navy, Military Sealift Command

(MSC), Norfolk, VA.

2. Nature of Action: Award of a purchase order on a limited sources basis for the purchase of one (02) each MK27F FOG GYROs for Military Sealift

Command (MSC), for the USNS AMELIA EARHART from Northrop Grumman Maritime

Systems Corp (NGSC) with a required delivery date of 30-Sep-2018.

3. Description of Supplies/Services: Military Sealift Command (MSC) has a requirement to procure one (02) each MK27F FOG GYROs for the USNS AMELIA

EARHART in support of T-ALT 348 Gyro upgrade. Based on historical data, the cost of the required parts is approximately . Accordingly, the actions executed under this J & A have an estimated value of approximately

4. Statutory Authority Permitting Other than Full and Open: The statutory authority for this procurement is Section 4202 of the Clinger-Cohen Act of

1996 as implemented by FAR 13.501.

5. Rationale Justifying Use of Cited Statutory Authority: This procurement is under purchase request documents N2319680264616. Northrop Grumman Maritime

Systems Corp (NGSC) is the only company that can provide the material specified by the developer, NASSCO, who contracted to Northrop Grumman

Maritime Systems Corp (NGSC) for design and maintenance support of this equipment under OEM DWG and TM # 145002743 Rev B. A change in material specification would result in a complete re-design effort and approval process which would entail a multi-year design process and would not conform to all supporting equipment installed across the T-AKE class. Northrop

Grumman Maritime Systems Corp (NGSC) drawing is proprietary. Any deviation from OEM parts could result in personal injury or equipment failure and damage to this and other bridge and navigational equipment. OEM parts are required to meet regulatory requirements of the U.S. Coast Guard and the

American Bureau of Shipbuilding (ABS). The SMS procedure number relating to this procurement is 10.6-002-All-Identification of Critical Equipment. Use of the Northrop Grumman Maritime Systems Corp (NGSC) MK27F FOG GYROs will provide fit, form, and function of bridge and navigation equipment across the

T-AKE class and will ensure the required reliability and effectiveness of continuous calculation via dead reckoning positioning, orientation, direction and speed of movement of a moving object without the need for external references. This system aids the ship in the avoidance of objects that may cause collisions and other incidences, therefore protecting the Ship and crew.

6. Description of Efforts made to Solicit Offers from as Many Offerors as

Practicable: The Contracting Officer will continue to synopsize and solicit each requirement in FEDBIZOPPS, unless there is an urgent and compelling need for the service and/or parts. In that case, a procurement-specific J&A for unusual and compelling urgency will be executed and included in the file.

7. Contracting Officer’s Determination of Fair and Reasonable Price: The

Contracting Officer will determine that the price is fair and reasonable pursuant to Federal Acquisition Regulations (FAR) Part 13.106-3.

8. Actions to Remove Barriers to Future Competition: No specific action is planned to overcome barriers to competition in subsequent procurements, other than synopsizing the requirements. If another potential source emerges, MSC Norfolk will assess whether competition for future requirements is feasible.
