INTERIOR COMMUNICATIONS

1.0 ABSTRACT

1.1 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with JHSV Remote Surveillance System (JRSS) and all associated subcomponents.

1.2 This item describes the request for OEM technical services through General Dynamics-Mission Systems (GD-MS) with the JHSV Interior Voice Communication System (JIVCS) and all associated subcomponents.

3.0 ITEM LOCATION/DESCRIPTION:

5.0 NOTES:

5.1 Performance Period: 01 - 19 DEC 2016

5.2 Location of Work: Subic Bay, Philippines

The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.

5.3 Contractors shall allow 24-48 hours for processing of all requests.

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional.

7.0 STATEMENT OF WORK REQUIRED:

7.1 The Contractor shall furnish labor and materials required to fully inspect, troubleshoot, and test the JHSV Interior Voice Communication System (JIVCS), JHSV Remote Surveillance System (JRSS) and all of its subcomponents.

7.2 The JRSS system is experiencing issues with 3 Panasonic PoE cameras (Model WV-NW502). The camera in the Port Main Engine Room FWD is inoperable. The other 2 cameras are exterior. The Contractor shall perform the following:

7.2.1 Troubleshoot, repair and/or replace 5 defective PoE cameras (Model WV-NW502). Upon completion, test each camera for proper operation.

7.2.2 Perform a comprehensive test and inspection of the JRSS system. Note all discrepancies and provide condition-found report to the MSC Principle Port Engineer

7.3 JIVCS system is experiencing communication issues with various amplifiers, loudspeakers, handsets, and control head. The Contractor shall perform the following:

7.3.1 Troubleshoot and clear all communication faults (RED) and end-point alerts on the following P/A speakers:

7.3.2 Upon completion, test each P/A speaker for proper operation. Replace any defective speakers found.

7.3.3 The following amplifiers indicate external power supply issues (YELLOW). Inspect, troubleshoot and/or replace:

7.3.3.1 MEL 493.158

LOC: Generator Room

7.3.4 Inspect, troubleshoot, and repair the PA/GA Control Head. The Unit is constantly rebooting, before returning to normal mode of operation (GREEN).

7.3.4.1 MEL 492.19

LOC: HCS (Starboard)

7.3.5 Currently there are several JIVCS handsets with PTT button and/or microphone issues. The Contractor shall replace five (5) handsets.

7.3.6 Inspect, troubleshoot, and test uninterruptible power supply (UPS) issue in Node #1. Verify UPS unit is configured properly and return to normal operation. Refer to ship’s Chief Engineer for additional information.

7.3.6.1 MEL 485.1

7.3.7 Perform a comprehensive test and inspection of the JIVCS system. Note all discrepancies and provide condition-found report to the MSC Principle Port Engineer

7.3.8 Provide on-site crew training (designated by Ship’s Master) on JIVCS, and JRSS systems. Training shall include but not limited to the following:

7.3.8.1 JRSS system setup, configuration management, and JRSS video and resource management.

7.3.8.2 Operation of JRSS Resource Management Server (RMS), Network Time Server (NTS), and Uninterruptable Power Supplies (UPS)

7.3.8.3 Operation of JRSS Video cameras, Encoders and Ocularis Clients & Displays.

7.3.8.4 Review system/software accessibility procedures and successfully verify system operation and password accessibility for all components.

7.3.8.5 Furnished a list of all system usernames and passwords and steps necessary to locate related system software part numbers, version numbers and find and change passwords within equipment.

7.4 In addition to work sited above, the Contractor shall perform a comprehensive test and inspection of all functions of the following systems:

7.4.1 JHSV Ship Computing Environment (JCSE)

7.4.2 JHSV Entertainment & Training System (JETS)

7.4.3 JHSV Wireless Internal Voice Communication System (JWICS)

7.5 Upon successful systems inspection and testing, the Contractor shall provide a full condition report of faults found with proposal for repair. Submit a final comprehensive report to the MSC REP detailing any system deficiencies, tests, alignments, adjustments, and setting/configuration changes, along with any recommendations for corrective actions/restoral.
