RSM, Locks, COMMUNICATION AND NAVIGATION AIDS

1.0 ABSTRACT
1.1 This item describes the requirement to install one (1) Harris RF-7800M Dual Vehicular System and associated equipment in C4I/COC for VHF/UHF voice operations.
1.2 This item describes the requirement to install one (1) Harris RF-5800H Base Station and associated equipment in C4I/COC for HF voice operations.
1.3 This item describes installation of ISU corner bases to RSM and welding of D Rings to secure RSM to EPF Deck unitizing Cross Ties.
1.4 This items describes installation of X-10, L-1000, and Pad Lock to Scan Eagle Control Center and Maintenance Work Shop. With addition of security bar to secure Window Mount A/C Unit.
1.5 This item describes modification of ISU 90 Laundry Units into shipboard hotel services.
1.6 This item describes relocation of Secure VTC to COC.
1.7 This item describes installation of Dehumidifier, window A/C units, and 115 VAC outlets/lights to EPF Dry storage 20’TEU.

5.0 NOTES
5.1 The contractor and subcontractors must consult Military Sealift Command’s General Technical Requirements, (GTR’s), to determine applicability to this work item. The contractor and all subcontractors must comply with all applicable GTR requirements.
5.2 The contractor and subcontractors shall review other work items under this contract, to determine their effect on the work required by this item. Based on this review the contractor shall plan and schedule work to minimize conflicts between all work items?
5.3 The definitions of many terms used in this work item are found in Work Item 001.
5.4 This ship contains High Voltage (HV) electrical systems. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area without proper authorization.
6.0 QUALITY ASSURANCE REQUIREMENTS
6.1 Work completed upon satisfaction of Master and MSCREP.
7.0 STATEMENT OF WORK:
7.1 The Contractor shall provide all labor, material, special equipment to remove/replace all interferences and make all disassembly and subsequent reassembly to accomplish the work specified in this item.
PRC-117G UHF MANPACK RADIO INSTALLATION (2 EA)
7.2 The Contractor shall assemble and install one RF-7800M-V250 Dual Vehicular System. RF-7800M-V250 system consists of 2 Vehicular Amplifier Adapters (VAA), mounting hardware, ancillary hardware, and associated cables and connectors. Refer to Reference 2.1.3 (maintained onboard vessel).
7.3 Once the RF-7800M-V250 Dual Vehicular System is completely assembled, the Contractor shall install two PRC-117G(V)1(C) manpack radios. Configure one PRC-117G for LINE OF SIGHT (LOS) mode of operation. Configure the second PRC-117G radio for SATCOM mode of operation. Refer to the MSC onsite rep for installation location and configuration details.
7.4 Upon completion of installation, the Contractor shall properly ground the RF-7800M-V250 Dual Vehicular System using the provided grounding strap prior to turning on equipment. This system can be mounted on the desktop or installed in the provided Tactical Transit Case. Refer to ship’s force and the MSC onsite Rep for exact installation location.
7.5 The contractor shall install one RF-3187-AT320 UHF multiband antenna. The RF-3187-AT320 UHF antenna shall be installed and mounted using an available UHF antenna mount on the 05 level. Antenna connector shall be properly weather-sealed upon completion of operational testing. Refer to ship’s force and the MSC onsite Rep for exact installation location.
7.6 The contractor shall install one X-Wing, UHF SACTOM antenna. The X-Wing UHF SATOM antenna shall be installed and mounted using an available UHF antenna mount on the 05 level. Antenna connector shall be properly weather-sealed upon completion of operational testing. Refer to ship’s force and the MSC onsite Rep for exact installation location.
AN/PRC-150 HF MANPACK RADIO INSTALLATION
7.7 The Contractor shall assemble and install one RF-5800H-B003 HF Base Station system. The RF-5800H base station consists of 1 HF Base Station, 1 RF-382A HF antenna coupler, ancillary hardware, and associated connectors and cabling. Refer to Reference 2.1.2 (maintained onboard vessel).
7.8 Base station will be installed in the third row of the COC seating area. Refer to MSC onsite rep for exact location. Once the 5800H-B003 HF Base Station System is completely assembled, the Contractor shall install one AN/PRC-150 HF manpack radio into the 5800H-B003 base station. Configure the PRC-150 radio for LINE OF SIGHT (LOS) mode of operation. Refer to ship’s force for specific configuration details.
7.9 Upon completion of installation, the Contractor shall properly ground the 5800H-B003 HF Base Station using the provided grounding strap prior to turning on equipment. Refer to ship’s force and the MSC onsite Rep for exact installation location.
7.10 The Contractor shall install one RF-382A HF antenna coupler and one 16FT SB-V16B vertical whip antenna. The antenna and coupler shall be installed and mounted on the HF antenna/coupler mount on the 05 level.
7.11 The Contractor shall install the provided HF Coupler Control cable (10181-9823-250). Cable shall be installed topside and pass through the cable enclosure into the C4I space. Refer to the MSC Rep for exact location of the cable run.
7.12 All antenna and coupler cable connectors shall be properly weather-sealed upon completion of operational testing. Refer to ship’s force and the MSC onsite Rep for exact installation location.
COMPLETION TESTING
7.13 Upon completion of installation, the Contractor shall conduct continuity, and operational testing on the RF-7800M-V250 Dual Vehicular System. The Contractor shall perform UHF back-to-back tests of the RF-7800M-V250 using ship’s ARC-210 UHF LOS system.
7.14 Upon completion of installation, the Contractor shall conduct continuity, and operational testing on the RF-5800H-B003 HF Base Station system. HF “long haul” voice checks may be coordinated with Ship’s force and Norfolk SESEF testing facility.
7.15 The Contractor shall perform a FINAL system commissioning and system operational verification test (SOVT) upon completion of continuity and operational testing. Testing shall be witnessed by MSCREP and Ship’s Force representatives for final approval.
7.16 Install “As Built” mounting and leveling base to Six (6) each RSM to facilitate movement in the mission bay with the WINGLIFT container mover, weld D-Rings to RSM, and secure to deck.
7.17 Install X-10 Security Lock on Scan Eagle Control TEU, install L-1000 Series lock to Scan Eagle Spare work center. Install High security padlock on Scan Eagle Control TEU Double Doors. Install Security Bar on Window A/C Unit.
7.18 Modify four (4) Each Portable ISU 90 Laundry Units, test and interface into shipboard hotel services.
7.19 Relocate Secure VTC to COC per Gov Rep.
7.20 Install 115 VAC light and outlets to two (2) each 20’ TEU Dry Storage containers. Install window A/C unit and Dehumidifier to dry storage TEU label SOF wet suit drying.
