SIEMENS VSD MAINTENANCE AND GROUNDING

1.0 ABSTRACT

1.1 Provide the services of SIEMENS service engineer to correct grounding issues, carry out maintenance, and re-commission G150 Variable Speed Drives for 4 fire pumps onboard.

3.0 ITEM LOCATION/DESCRIPTION:

3.1 Locations: #1, #2, #3, #4 fire pump motors and VSDs.

3.2 Description:

3.2.1 SIEMENS G150 Variable Speed Drive P/N 6SL37101GE331CA3ZM66E61M90

4.0 GOVERNMENT FURNISHED MATERIAL/EQUIPMENT/SERVICE:

4.1 Government Furnished Service: Shipyard electrician.

5.0 Notes: None

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 The ship will conduct an operational test of the fire pumps to assist the service engineer commission the work.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Provide the services of SIEMENS authorized service engineer experienced with SIEMENS G150 Variable Speed Drive to carry out this work, refer to paragraph 5 below.

7.1.1 Supply and install the following material:

a) MLFB number for IP23 filters: 6SL3760-1BB00-0AA0 | Quantity = 32 MLFB

b) MLFB number for IP54 filters: 6SL3760-1BA00-0AA0 | Quantity = 32

c) MLFB number for filter frames: 6SL3760-1AA00-0AA0 | Quantity = 8

d) TP100 sensors | Quantity = 4

7.2 SIEMENS Service Engineer shall ensure the shipyard carries out the following work to the fire pump motors and VSDs according to OEM requirements:

7.2.1 Conduct inspection of each fire pump VSD and measure insulation resistance. Clean VSD cabinets using a brush and vacuum cleaner. Dry compressed air (max. 1 bar) may be used for areas that can’t be easily reached.

7.2.2 Inspect cable for defects and screw terminals and if necessary, retighten. Note of any defective parts found.

7.2.3 Install grounding cable on four (4) VSD controller ends and fire pump junction box ends. Use cable type identified in reference 2.1.

7.2.4 Install grounding strap from fire pump junction box to existing lug on ship’s hull to meet cable jacket ground strap.

7.2.5 Clean each controller internals and perform operational test upon work completion.

7.2.6 Provide and replace each of the four (4) VSD cabinet filter assemblies with OEM Siemens parts.

7.2.7 Record and document cable grounding procedures for installation on follow on ships. Provide installation guide to MSCREP.

7.2.8 Perform current ground measurements of all four (4) fire pumps during operational test with the pump operating at 60 Hz.

7.2.8.1 Provide clamp on ground resistance meter, AEMC 6416 or similar and measure as-found resistance with fire pumps running.

7.2.8.2 Remove ground wire from motor and deck, thoroughly clean all connection areas. Reinstall and repeat above test (a).

7.2.8.3 Perform shaft current test with Fluke 190-062 scope meter and record readings prior to (a) and after (b).

7.3 Perform OEM recommended commissioning on VSD controllers.

7.4 Load, and test the Fire Pump Motor ID’s into the #2, and #4 fire pump motor VSDs after bearing replacement by the shipyard.

7.5 Provide service report to the Chief Engineer with copy to the MSCREP.

7.5.1 Documentation shall indicate conditions as found and as completed including adjustments and/or parts replacement.

8.0 GENERAL REQUIREMENTS:

8.1 Services of a SIEMENS authorized OEM Service

8.2 The Service Engineer shall obtain an eVISA for the UAE

8.3 Attend a half hour Shipyard Safety course inside the

shipyard upon arriving. Class is held @0930 seven days a week, bring Passport to Class.

8.4 Period of Performance: 25 June – 6 July, 2017

9.0ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)
9.1The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Military Sealift Command via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY; and

(6) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
