PROVIDE HEF SYSTEM MAINT AND CURTAIN REPLACEMENT

ABSTRACT

1.1 This item describes the performance of OEM recommended maintenance of the HEF system and HEF curtain replacement.

ITEM LOCATION/QUANTITY/DESCRIPTION

3.1 Description:

3.1.1 High Expansion Foam System (H.E.F.), Hiller MFG.

3.1.1.1 Protected Spaces; Mission Bay, MPDE machinery spaces.

3.1.1.2 High Expansion Foam Curtain Mod. 28963

3.1.1.3 H.E.F Skid Equipment, ANSUL 6” IBD Skid DWG. S-472640, 1-62-1, 1-62-2

GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES:

4.1 One (1) each HEF Curtain, P/N 28963-AFT-1600 (1091 Gentex Curtain)

NOTES:

5.1 Performance Period:

5.1.1 8-27 May 2017

5.2 Performance Location:

5.2.1 JEB Little Creek, Norfolk, VA. Pier 11

5.2.2 KTR shall submit access requests for access to JEB Little Creek. Additionally contractor shall request access to ship via MSC EPIC request and JPAS procedures or as required

5.3 The ship is to be left with adequate fire protection at all times during the performance of this item.

5.4 Ensure that all pertinent systems, valves and circuit breaker are Secured and Tagged IAW MSC Procedures before commencing with this Work Item.

5.5 Contractor shall furnish Lock Out Tag Out of HEF and AFFF Systems prior to any work on systems. Contractor shall take extreme care not to discharge Foam into machinery or Mission Bay locations.

5.6 Contractor shall verify with Chief Engineer that AFFF and HEF Discharge Valves are manually Locked Out and Tagged Out to Machinery and Mission Bay locations prior to starting work.

5.7 Contractor shall review other work being performed in the HEF curtain area and schedule to avoid conflicts.

QUALITY ASSURANCE REQUIREMENT:

5.8 All tests are to be coordinated with the MSCREP, Chief Mate and ABS Surveyor.

STATEMENT OF WORK:

5.9 Provide the services of a USCG authorized Servicing Contractor to perform the Annual USCG and ABS HSNC inspections, tests and maintenance certification requirements of the systems specified in Par. 3.0.

5.10 Inspect the High Expansion Foam (HEF) system, High Expansion Foam Curtain System, IAW ABS and USCG rules. To include all HEF generators, motors, pumps, valves and ancillary equipment and components.

5.10.1 Furnish Services of OEM Hiller Systems Inc. Service Representative familiar with the systems and JHSV Class Vessels to provide inspection and service of HEF System. No HEF FOAM IS TO BE DISCHARGED INTO ANY SPACE. The OEM Representative shall perform all safety inspections, tests and OEM Recommended maintenance on these fixed firefighting systems to ABS Regulations.

5.11 Perform all monthly, quarterly and semi-annual maintenance identified in the list reference 2.1 JHSV Preventative Maintenance Schedule. This includes but is not limited to:

5.11.1 HEF Generator inspections, mission bay and engine rooms:

5.11.1.1 Provide temporary removal of all access panels, CBG panels and generator screens with staging required to access each generator.

5.11.1.2 Ensure each generator is isolated from foam discharge.

5.11.1.3 Insert a rod between each generator motor bracket and the fan blade to prevent rotation.

5.11.1.4 Open the associated firemain HEF isolating valve as required to pressurize the generator to 15 to 25 psi and flush the JET-X foam generator with sea water until clear water flows from the generator.

5.11.1.5 Visually check each nozzle stream to verify that it is full and straight. If necessary to clean any spray tips, perform the following:

5.11.1.5.1 Remove only one tip at a time from the elbow, being careful not to change the angle of the elbow as it is factory set to give optimum performance. Match mark each elbow.

5.11.1.5.2 Clean each tip and replace in the matching elbow. There are different tips in each position of the generator.

5.11.1.5.3 Repeat the flush on the generator as required to verify the stream is full and straight.

5.11.1.6 Inspect and clean the generator inlet strainers.

5.11.1.7 Remove the rod inserted between the motor bracket and fan blade.

5.11.1.8 Remove and dispose of all waste generated during the generator flush and cleaning.

5.11.2 Open inspect and clean the balancing valves on the HEF skids to manufacturer’s specification.

5.11.2.1 Replace all o-rings and seals.

5.12 Flush SW Piping with fresh water and blow down proportions with compressed air per OEM instruction upon completion.

5.13 Install GFM replacement HEF curtain listed in para 4.1 using ref 2.2 as guidance. Contractor shall provide all rigging and access required to perform installation.

5.13.1 Remove and dispose of existing patched curtain.

5.13.2 Contractor shall ensure curtain is protected during installation process to avoid cuts, tears or scuffs.

5.13.3 MSCREP shall inspect curtain alignment upon installation.

5.13.4 Contractor shall overhaul the HEF curtain end plate on the drive end and non-drive end and curtain tube spindles with new CFM rollers and hardware.

5.13.4.1 All rollers, roller housings, bushings and thrust washers shall be replaced with new CFM material.

5.13.5 Ensure all rollers, follower and rails are greased prior to install. MSCREP shall perform inspection upon reassembly.

5.13.6 Perform inspection of curtain housing and door closure straps with MSCREP. Contractor shall ensure no sharp edges exist and nothing will hinder the storage of the curtain.

5.13.7 Contractor shall procure and install two (2) each limit switches on the port and starboard lower corners.

5.13.8 Upon installation, perform operational test of HEF curtain. Inspect and verify operation of the motor, brake, all limit switches and latches.

5.13.9 Perform all suggested annual maintenance, lubricate tracks and check gearbox oil level.

5.13.10 Perform final operational test to verify all curtain operations to include lowering upon HEF activation, auto-tension and stowing with the operator pendant.

5.13.11 Curtain shall drive mechanism shall be adjusted to allow the curtain to fully retract into the housing and the housing doors to close.

5.14 The Tech Reps shall be experienced with the firefighting extinguishing systems onboard the JHSV Class.

5.15 Any required repairs will be the subject of a change order.

5.16 UPON COMPLETION OF ALL TESTING AND REPAIRS, RESTORE “ALL” FIREFIGHTING SYSTEMS & EQUIPMENT BACK TO A FULLY OPERATIONAL STATUS.

5.17 Provide three (3) hard copies and one (1) electronic (MS Word or .XSL compatible) copy of required Certificates of Inspections to the MSCREP. Certificate to state that all annual inspections, testing and maintenance has been accomplished and that all systems and equipment are in good order and ready for use.

5.18 The equipment addressed in this Statement of Work (SOW) is categorized as critical equipment in accordance with MSC policy on the classification of critical shipboard systems and equipment. Only Original Equipment Manufacturer (OEM) authorized technical field service representatives and OEM parts shall be used to accomplish the requirements of this SOW for this critical equipment including oversight and guidance on all aspects of equipment as-found condition inspection, removal, disassembly, reassembly, repairs, modifications, reinstallation and testing as applicable.

5.19 An OEM authorized technical field service representative is defined as either a direct employee of the OEM, or an employee of a company which has a current written agreement with the OEM to provide service and repair for that equipment. The OEM authorized technical field service representative shall have full access to the OEM drawings, technical service bulletins, special tools and OEM replacement parts. The OEM authorized technical field service representative shall provide documentation from the OEM authorizing the company to perform maintenance and repair on their behalf.
