N10 - CONTRACTS AND BUSINESS MANAGEMENT DIRECTORATE

COMBINED SYNOPSIS/SOLICITATION

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. Solicitation number is N32205-17-Q-4761 and is being issued as a Request for Quotes (RFQ).

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017.

4. The associated NAICS code is 811310 and this procurement:

Military Sealift Command intends to award a the action for the USCG/ABS/SOLAS required annual inspections of the bridge communication and navigation equipment onboard the T-AKE CLASS of ships under other than full and open competition as limited sole source. The authority permitting other than full and open competition is as implemented by Federal Regulations (FAR)13.501(a)(1)(I) and (ii) Simplified Procedures for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1996.

6. STATEMENT OF WORK

ABSTRACT:

1.1 This item describes the requirement to provide the services of an OEM Authorized Service Representative qualified to perform all required ABS Annual Certification, Annual equipment grooms, and maintenance on Navigation and Bridge equipment on the T-AKE vessels listed in Para 5.1.

1.8 Performance Location and Period of Performance dates provided are best known locations and dates at time of submission of these requirements and are subject to change. A Condition Report shall be submitted to the Port Engineer and Contracting Officer requesting modification of the contract due to travel costs.

THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

1.12 T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

1.13 A system infers all installed and related subassemblies of a manufacturer’s combined group. I.e. A radar includes a power supply/UPS, 3 computer NODES, displays, remotes, antenna pedestal, and array. The ECDIS station includes 4 computers or NODES. The radar and ECDIS are networked together for a total of 7 nodes.

QUALITY ASSURANCE REQUIREMENTS:

1.14 All work shall be done to the satisfaction of all regulatory bodies, Captain, Chief Engineer, and the Port Engineer.

STATEMENT OF WORK REQUIRED:

1.15 GMDSS and VDR Annuals:

1.15.1 Clean, inspect, and test all equipment listed under section 3 above, along with associated peripheral equipment, i.e. antennas, couplers, connection boxes printers, etc.

1.15.2 Perform GMDSS antenna preservation. Remove the old and install new weatherproofing on the antenna RF feed connections on topside antenna and coupler equipment. This is applicable to all permanently ship mounted antennas associated with the GMDSS suite.

1.15.3 Provide and replace defective bond straps and ferrous hardware (nuts, bolts, washers, etc.).

1.15.4 Inspect and test the emergency backup batteries, charger, and regulator circuit. Test the emergency powered radio station lamp. Replace the lamp.

1.15.5 Test the MF/HF, SAT C and VHF bridge to bridge radio systems with shore station. Document the station called, channel, frequency and verify FWD/REFL power levels. Perform PVT loop test of SAT C terminal.

1.15.6 Perform a test and inspection of the ships Voyage Data Recorder (VDR). Verify all I/O signaling data is present and correct, i.e. gyro, DGPS, video, WMIS, DSL and audio from all mics. Use reference 2.1 as guidance for all test parameters. Inspect and test the system battery. Perform a 24 hour recording test and data capture test.

1.15.7 Verify ship has a current copy of all GMDSS required pubs.

1.15.8 Inspect and verify proper operation of the ships AIS and DGPS systems. Inspection and test to include J-Box interface I/O port connections (both hardwire) and electronic configuration. Verify two way communications between DGPS and all interfaces.

1.15.9 Inspect and test the EPIRB. Submit a report to the MSCREP if the battery requires replacement or the beacon has any mechanical or electrical defects.

1.15.10 Provide an electronic (E-copy) and signed hard copy of all GMDSS and VDR ABS/USCG inspection and test reports to the MSCREP and ABS surveyor.

1.15.11 Provide a new copy of the GMDSS Shore Based Maintenance agreement to the MSCREP and for the ship to post on their system.

1.16 SSAS Test:

1.16.1 Perform an operational test of the SSAS with the designated MSC SRA REP to test the primary and secondary distress buttons and remote monitoring. Contact the MSCREP if needed for coordination with SSAS contract support.

1.17 Radar Maintenance and Inspections:

1.17.1 The contractor shall perform an operational test of the S-Band and two X-Band radar systems prior to performing any maintenance. Submit a written report to the MSCREP to include the test status of each system. The report shall include system make, model, version/part number, software version, serial number, and current status, i.e. indicate all system discrepancies.

1.17.2 Ensure all radars, S and X band, are receiving the proper course information.

1.17.3 Clean and inspect all three ships radars replacing magnetrons, belts and seals in accordance with reference 2.2.

1.17.4 Remove and replace all weatherproofing on all radar exterior cable connectors.

1.17.5 Provide daily briefings to the MSCREP and upon completion of work, submit a detailed written report of all work performed, any work outstanding, and recommendations for follow up to ensure a fully functional communication system.

1.18 GYRO compass #1 and #2 annual checks:

1.18.1 For each Gyro, verify the following:

1.18.1.1 Check initial gyro heading.

1.18.1.2 Check for any variable error.

1.18.1.3 Verify speed and latitude automatic correction inputs are valid.

1.18.1.4 Perform 18 month cyclical maintenance as per manual.

1.18.1.5 Verify illumination functions properly.

1.18.1.6 Select “Gyro 1” and verify all repeaters follow.

1.18.1.7 Select “Gyro 2” and verify all repeaters follow.

1.18.1.8 Check gyrocompass system repeater outputs for correct output.

1.18.1.9 Check all cables for breaks and abrasion. Check all connections for corrosion, continuity, tight connection, etc. Check all equipment for damage such as dents, cracks, corrosion, etc. Make sure binnacle is free in shock mounts. Check for dirt and obstructions; ensure cable from binnacle is free and flexible.

1.18.1.10 Verify synchro outputs from Synchro Distribution Panel.

1.18.1.11 Clean all dust and oil deposits off the Master Compasses and the Electronics Control Unit.

1.18.2 GPS/DGPS:

1.18.2.1 Verify proper operation of all GPS/DGPS onboard to include all related equipment, cables, and connections.

1.18.3 Weather Fax:

1.18.3.1 Verify proper operation of Weather Fax Receiver. Tune to weather broadcast and print legible weather map.

1.18.4 Doppler Speed Log and Echo Sounder:

1.18.4.1 Verify proper operation of Doppler Speed Log and Echo Sounder equipment. Test each system and verify depth indicated is consistent with the local charts. Perform a bite test of DSL and internal speed test. Test transducer using impedance matching load tester. NOTE: Transducers and gate valves to be overhauled only during ROH dry docking.

1.18.5 AIS and SSAS:

1.18.5.1 Verify proper operation of all AIS and SSAS equipment onboard to include all related equipment, cables, and connections.

1.18.6 Steering stand and rudder angle indicator:

1.18.6.1 Verify proper operation of all steering stand and Rudder Angle Indicator equipment onboard to include all related equipment, cables, and connections.

1.18.6.2 Perform steering system groom; including inspection and alignment of all equipment such as helm, feedback units, indicators, etc.

1.18.7 ECDIS:

1.18.7.1 Verify proper operation of the ECDIS system using reference 2.3 as guidance. The test and inspection shall include test of all I/O ports and verification of good signals all interfacing systems, i.e. radar, gyro, DGPS, DSL, Wind Measuring and Indicating System (WMIS). Test/inspect all 4 ECDIS nodes. Annotate system type, model, serial no. and software version.

1.18.8 EPIRB:

1.18.8.1 Inspect and test the EPIRB. Replace battery.

1.19 Inspection/Test:

1.19.1 GMDSS AND VDR:

1.19.1.1 Provide a call out for final inspection and test of the GMDSS and VDR in the presence of the MSC REP. At a minimum tests shall include both TELEX/NBDP and voice calls with each of the GMDSS MF/HF Radios, a PVT of the ONMARSAT C, Navtec Receiver reception and print out, EPIRB transmission, SART reception on RADARS, Emergency Lifeboat VHF Radio Transmission/Reception, and comprehensive Test and print out of the VDR operation and verify all I/O equipment data.

1.19.1.2 Provide copies of the final GMDSS Survey and VDR Annual Performance Test reports to the MSC Electronics Representative, the ships master, and ABS.

1.19.2 RADAR GROOM AND MAINTENANCE:

1.19.2.1 Complete a performance test on each radar system installed upon completion IAW the tech manual.

1.19.2.2 Demonstrate proper operation of the entire system to the MSC ELEX REP, Ships Chief, Engineer, Ships navigator, and PPE upon completion of this work item.

1.19.2.3 Copies of all final reports requiring a contract modification or for additional funds should also be submitted to the MSC contracting officer.

1.19.3 OTHER BRIDGE EQUIPMENT:

1.19.3.1 Demonstrate proper operation of all equipment as required.

1.19.4 Manufacturer's Representative

1.19.5 Provide the services of a qualified technician familiar with the T-AKE ships to perform all tasks outlined in this work item. All technicians must be certified to complete service and certification on the appropriate equipment.

1.19.6 The following are suggested and ABS approved sources to perform this work. Other sources may be accepted if they provide the MSCREP in writing a copy of their GMDSS license, ABS certification and qualifications on NG-Sperry marine proprietary systems.

1.19.7 Emergent Work:

1.19.8 Any repairs identified outside of the scope of the references and /or listed within this Statement of Work shall be submitted to the Port Engineer and Contracting Officer via Condition Report for resolution and direction.

1.19.8.1 In addition, any additional required repairs, outside of the scope of this SOW, identified prior to the start of any of the period of performances identified in Paragraph 5.1, shall be submitted to the Contracting Officer by the Port Engineer and/or Contractor.

GENERAL REQUIREMENTS:

1.20 The Contractor shall provide all of his/her own equipment and tools to perform this work. All instruments/tools that require calibration shall have a current calibration label affixed to it.

GENERAL REQUIREMENTS: None additional Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Military Sealift Command via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1)W, Lease/Rental of Equipment;
(2)X, Lease/Rental of Facilities;
(3)Y, Construction of Structures and Facilities;
(4)S, Utilities ONLY; and
(5)V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

7. The provision at FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition and is amended as follows:

52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

A. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.

B. The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.

C. The following paragraphs in FAR 52.212-1 shall not apply to this RFQ: b, c, f (except f (4)), and l.

D. The Government will consider all quotes that are timely received and may consider late quotes. Failure of a quote to address any items required in the submission package may make a quote unacceptable.

1. The quote shall contain the following:

a. Price quote which identifies the requested item(s), unit price, and extended price.

Also, quotes shall be broken out by but not limited to; labor hours, labor rate, material, other direct cost, travel, per diem, subcontractors, etc. All quoters shall provide a copy of it’s published labor rates.

b. Shipping Price (The Government requests that shipping costs be incorporated into the price of each item rather than a separate line for total shipping costs. The Government will spread the shipping costs across all lines upon award if quoted as a separate line item.)

c. Total Price

d. Prompt Payment Terms

e. Remittance address, Tax identification Number, DUNS number and Cage Code

2. Technical Quotes

a. The services requested must be performed by a qualified Fessmer Service America Technical Representative. All quotes must provide written documentation it’s a qualified Fessmer America Technical Representative and can conform to all the requirements outlined in the statement of work.

8. Basis for the award: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined synopsis/solicitation, offers the lowest evaluated price.

9. All quoters must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer.

10. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items applies to this acquisition.

Offers/quotes submitted in response to this solicitation shall not contain nor be subject to the offeror's/vendor's standard commercial terms and conditions. Any offer/quote submitted in response to this solicitation which includes the offeror's/vendor's standard commercial terms and conditions may be considered a material defect and may be rejected as being non-responsive to the solicitation.

12. This solicitation does not have a Defense Priorities and Allocation System (DPAS) rating.

13. Responses to this combined synopsis/solicitation are due 14 August 2017 at 1200 EDT, Norfolk, VA. LATE PROPOSALS MAY NOT BE CONSIDERED FOR EVALUATION. Quotes may be only hand delivered, mailed, or e-mailed directly to christopher.c.rolinc@navy.mil ; the sole designated E-mail address and inbox for receipt of E-mail submissions. No other electronic means of submission, used in whole or in combination with E-mail, is permitted. No other method of submission is acceptable.

Access to the MSC office is restricted. Quoters, couriers, and delivery services may encounter unpredictable and lengthy delays or denied access when attempting to enter that facility. Similarly, mailed and emailed quotes may encounter unpredictable and lengthy routing delays. In all cases, quoters are responsible for the risks associated with the chosen delivery method and for ensuring the Government receives the complete quote at the appropriate designated location prior to the due date and time for quote submission.

Offeror Representations and Certifications -- Commercial Items (May 2014) An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov . If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.

(a) Definitions. As used in this provision-- “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Inverted domestic corporation,” as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code at 26 U.S.C. 7874.

“Manufactured end product” means any end product in Federal Supply Classes (FSC) 1000-9999, except—

(1) FSC 5510, Lumber and Related Basic Wood Materials;

(2) Federal Supply Group (FSG) 87, Agricultural Supplies;

(3) FSG 88, Live Animals;

(4) FSG 89, Food and Related Consumables;

(5) FSC 9410, Crude Grades of Plant Materials;

(6) FSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) FSC 9610, Ores;

(9) FSC 9620, Minerals, Natural and Synthetic; and

(10) FSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
