Performance Work Statement (PWS) IMMARSAT Space Segment by Ship Earth Stations and Land Mobile Earth Stations Including AERO-C & AERO Mini-M
1. Background: The mission of Military Sealift Command (MSC) is to provide sealift for strategic mobility in support of national objectives. It executes its own contracts in support of its missions, and acts as program manager. MSC’s mission supports the United States Transportation Command (USTRANSCOM) and the Chief of Naval Operations (CNO). Within MSC, the Command, Control, Communications and Computer Systems (C4S) Directorate (N6) is responsible for providing information technology (IT) support to all MSC Directorates and Program Managers. The C4S Directorate provides the command with cost-effective, integrated, interoperable, reliable and innovative technological solutions and consistent standards to meet the command’s needs.
2. Objectives/Scope: The objective of this PWS is to register and provide MSC ships with connectivity to a United States Coast Guard mandated Global Maritime Distress and Safety System (GMDSS) and Ship Security Alert System (SSAS). The GMDSS and SSAS are an internationally agreed-upon set of safety procedures, and communication protocols used to increase safety and make it easier to locate and rescue ships in distress. If this piece of equipment is inoperable or lacks connectivity then the impacted ship will not be allowed to leave its current port.
3. Requirements:
3.1 The contractor shall:
- Provide connectivity to the gmdss and ssas on current, as well as future msc vessels
- Comply with the criteria and performance standards to which the equipment/connectivity is type approved
- Make available within 24 hours connectivity of signed notification by the government
- Provide msc a monthly reportl which depicts each vessel’s monthly usage and individual charges
3.2 The Government will:
- Provide activation details to the contractor no less than 24 hours unless otherwise warranted by national or international crisis.
- Provide the contractor a list of Government personnel authorized to activate an MSC vessel
- Use the equipment exclusively for peaceful purposes
- Complete the contractor’s Service Activation Registration Form (SARF)
