INTERIOR COMMUNICATIONS - MOTOROLA UHF REPEATER SYSTEM UPGRADE
1.0 ABSTRACT
This work items describes the requirement to remove one (1) Atlas 4100 repeater, one (1) EF Johnson base station and perform the following upgrade:
1.1 Install Three (3) Motorola MOTOTRBO XPR-8400 UHF Repeaters, 40 watt, 470-512MHz (or equivalent).
1.2 Install Motorola MOTOTRBO Capacity Plus Software in each repeater.
1.3 Install Two (2) Motorola XPR-5350 UHF Base Stations, 450-512MHz, 1-40 Watt, Numerical Display (or equivalent)
1.4 Program, configure, and test three (3) Motorola XPR-8400 Repeaters w/Capacity Plus software, two (2) Motorola XPR-5350 mobile base stations, and twenty-five (25) Motorola XPR-7530 handheld radios.

5.5 Contractor is required to submit personnel on the EPIC spreadsheet. To gain access to MSC vessel's on the East Coast, contractors must submit an EPIC request to MSFSC(underscore)EPIC(underscore)EAST(at)navy(dot)mil MSFSC_EPIC_EAST@navy.mil.
5.6 Contractors, shall allow 3 business days (5 for NASSCO, OCONUS, & Earl NJ) for processing of all requests. EPIC will take up to 48 hrs to process, the request must be approved by EPIC before access can be sent to the facility for approval, access will not be guaranteed without approval from EPIC.
5.7 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.
5.8 The contractor and all subcontractors regardless of tier are advised to review other work items under this contract, to determine their effect on the work required under this work item.
5.9 The contractor and MFR REP shall follow all shipyard and MSC safety precautions prior to entering any tanks or voids and ensure they have been declared gas free by a certified chemical engineer. Valid gas free tanks shall have signed and dated certificates on the entrance to the tank and other designated locations.

7.0 STATEMENT OF WORK REQUIRED
7.1 ARRANGEMENTS/OUTFITTING

7.5 ELECTRONICS:
7.5.1 The Contractor shall secure power to the repeater system and refer to Ship’s Chief Engineer to tag out all equipment. The Contractor shall follow ship’s lockout/tag out procedures.
7.5.2 The Contractor shall remove one (1) Atlas 4100 repeater and associated cabling from the equipment enclosure.
7.5.3 The Contractor shall remove one (1) EF Johnson ES5300 base station, power supply, mounting hardware, and associated cabling from the equipment enclosure.
7.5.4 The Contractor shall retrieve from ship’s crew all Vertex Standard VX-351 handheld radios and accessories.
7.5.5 The Contractor shall package and return all removed equipment over to the MSC or vessel’s representative.
7.5.6 The Contractor shall install one (1) Motorola XPR-5350 mobile base station, furnished with mounting bracket, power cable, microphone, external speaker, external power supply and antenna. Mount the first base station underneath equipment enclosure where previous EF Johnson base station was installed.
Install RF coaxial cable and mount UHF omni antenna on the bulkhead outside of #2 DC Repair Locker. Connect other end of RF cable to the output of the base station. Exact location of antenna to be determined by the MSC Representative.
7.5.7 The Contractor shall install 3 Motorola XPR-8400 repeaters (or equivalent)and associated hardware inside of the Equipment Enclosure.
7.5.8 The Contractor shall provide a successful means to interface existing RADIAX cable (leaky coax) with all three repeaters inside of equipment enclosure in #2 DC Repair Locker.
7.5.9 The Contractor shall install and mount one (1) Uninterruptable Power Supply (UPS). All newly installed components shall be plugged into the UPS unit. UPS will provide a minimum of 30 minutes uptime on battery power.
7.5.10 The Contractor shall install one (1) Motorola XPR 5350 mobile base station, furnished with mounting bracket, power cable, microphone, external speaker, external power supply, and antenna. Mount base station on the Pilothouse. Exact location to be determined by the MSC Representative. Install UHF omni antenna in vicinity of the Pilothouse (topside). Power for this device shall be obtained from closest available AC circuit breaker on the Pilothouse in an available circuit breaker marked “SPARE”.
7.5.11 The Contractor shall assemble, configure, and program all XPR-8400 repeaters, XPR-5350 base stations, and twenty-five (25) XPR-7350 radios to unique, “ship-specific” frequency (450-512 MHz). Configure each XPR-8400 repeater to Channels 1, 2, and 3 respectively. The Contractor shall successfully demonstrate 2 channel access in TDMA (dual mode only) for each XPR-8400 repeater.
7.5.12 The Contractor shall perform all communications tests and system checks/alignments from base station and repeater on ALL thirty-two (32) UHF channels to handheld users throughout various shipboard locations, in accordance with reference 2.1.
7.5.13 The Contractor shall configure and test the all Motorola equipment in accordance with Manufacturer’s specifications. ALL radios, base stations, and repeaters shall be programmed and successfully tested in both ANALOG and DIGITAL modes of operation, with DIGITAL MODE being the preferred mode of operation. Test results shall be documented and submitted to the MSC representative.
7.5.14 The Contractor shall provide a total of 4 hours of training (OJT) to shipboard personnel in programming, configuration, and operation of the XPR-8400 Repeaters, XPR-5350 mobile base stations, and XPR-7350 handheld radios. OJT shall be coordinated with the vessel’s Master and shall commence at a mutually agreeable time.
7.6 DRAWINGS:
7.6.1 The Contractor shall develop and submit to the Port Engineer preliminary “as-built” working drawings based on conceptual guidance found in Section 2.0. As a minimum, the drawing(s) shall clearly identify all installed equipment and show cable run for antenna, base station, repeater, and power sources. The drawing shall include a list of power source(s) for all new electrical equipment. The working drawing shall include a materials list.
7.6.2 Final “as-built” drawings shall be submitted to the Port Engineer on CD in AutoCAD format, and 1 (one) paper copy. Provide 1 (one) paper copy to Ship’s Commanding Officer or his designated representative.
7.6.3 Delivery of final system As-Built/Install Drawings: NLT 17 SEP 2016. Deliver to MSCREP for review/approval.
7.7 PAINTING: None.
7.8 MARKINGS:
7.8.1 The Contractor shall install new aluminum embossed tags on all newly installed cables resulting from this work item.
7.8.2 The Contractor is to provide and install new identification plates identifying newly installed equipment.
7.9 INSPECTION/TESTS
7.9.1 The Contactor shall perform a system operational test of the XPR-5350 base stations, XPR-8400 repeaters, and all XPR-7350 radios in the presence of the MSC REP in accordance with references 2.1.1, 2.1.2, and 2.1.3. Coordinate all tests with the ship’s Master or Designated Representative.
7.9.2 Verify operation, voice clarity, and signal strength of base station, and handheld radios. The Contractor and Ship’s designated representative shall conduct communication “voice” checks in various locations throughout the vessel. The Contractor shall ensure the system provides 95 percent coverage from each repeater.
7.9.3 The Contractor shall test system power supply for proper voltage, switching, and charging. The system shall remain powered for a minimum of 30 minutes while on battery power. Ensure all indications are consistent with MFR recommendations.
7.9.4 Upon successful completion of installation, the Contractor shall submit a final comprehensive test report to the MSC REP detailing any system deficiencies, general observations, recommendations, alignments, adjustments, setting changes, power-up test, battery test, software version installed, and/or any system configurations changes.

8.0 MANUFACTURER REPRESENTATIVE:
