SERVICE ORDER REQUEST 15-008MSC N43D/ZAEPFEL/ANH HO

MODIFICATION OF VENT CONTAINMENT ACCESS (TALT-036)AND INSTALLATION OF ADDITIONAL ZINC ANODES

This Service Order Request has two parts, for two different works but related to each other.

PART I: MODIFICATION OF VENT CONTAINEMENT ACCESS

1.0 ABSTRACT:

1.1. This item describes the installation of CBG access panels and access openings to provide access and monitoring of the vent containments.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES:

5.0 NOTES:

5.1. The contractor an all subcontractors, regardless of tier, must consult the General Technical Requirements to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 29.

5.2. Contractor and all subcontractors regardless of tier are advised to review other work items under this contract, to determine their effect on the work required under this work item. Many definitions relating to the performance of this work item are found in Work Item 001.

5.3. This item was written based on shipcheck of the USNS SPEARHEAD (JHSV 1) in Mobile, AL, in Dec 2012. The Contractor is to verify its applicability prior to implementation onboard. Notify the MSCREP of any discrepancies.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional

7.0 STATEMENT OF WORK REQUIRED:

7.1. Arrangements/Outfitting:

7.1.1. Modifications

a. Temporarily remove CBG panels from Mission Bay in way of vent containments, located behind the panels and against the vessel’s side shell.

b. Modify panels in accordance with Reference 2.1, installing GFE Fire doors into panels in accordance with manufacturer’s procedures.

c. Modify existing CBG 24 gauge stainless steel framing to support the weight of the hatch.

d. Height of fire door opening is to be determined by as-found arrangement of the individual containments once CBG panels are removed. Exact height is to be approved by MSCREP prior to any modifications of the panels.

e. At FR 41/42, Port and Stbd, cut the JP-5 Emergency Shutoff Handle approximately 2” to accommodate the access door work. Round the corners and touch-up paint disturbed areas of handle.

f. Reinstall CBG panels once all modifications to containments are complete.

g. Install removable threaded drain plugs in port and starboard Shore Connection Containment Tubs, at FR 76-77 on Main Deck, using Reference 2.1 as guidance.

7.2. Structural:

7.2.1. Relocations

a. Remove and relocate the four (4) fire extinguishers at current locations (Port and Stbd, Fr 25/26 and Fr 44/45) to new locations Port and Stbd Fr 23/24 and Fr 47/48. Keep the same distance from the bulkhead panels. Remove from foundation plate and install new foundation plate at new location using existing dimensions. Remove lagging under the deck prior to removal and reinstall after completion.

7.2.2. Installations

a. Remove vent containment covers and protect vent valve check ball assemblies from hot work and other damage during performance of the work item.

b. Install flush hatches, Baier Marine Model BFHRTH8 or equal, on vent containments using Reference 2.1 as guidance. Exact hatch locations shall be approved by MSCREP prior to installation. For estimating purposes, assume both will be installed in the existing containment removable side cover.

c. Flush hatches shall have the following salient characteristics:

· 8” nominal diameter

· Minimum inside clear opening 6½”

· Aluminum construction

· Oil tight gasketing (BUNA-N)

· Outside surface to be flush (no more than ½”)

· Overall depth to be no more than 3”

· Quick acting/release mechanism

· Lift out hatch

d. Flush hatches shall be placed in a location that allows inspection of the vent piping check valves, verification of emptiness of the containment and emptying of any accumulated contents via outside source (i.e.pump).

7.3. Mechanical/Fluids: None Additional

7.4. Electrical: None Additional

7.5. Inspection/Test

7.5.1. Preliminary Tests

a. Contractor shall conduct preliminary tests on all completed work before calling out official tests.

7.5.2. Tightness Test

a. Contractor shall perform chalk test on each hatch’s sealing surfaces.

b. Contractor shall perform vacuum box test to prove each hatch’s watertight integrity.

7.5.3. Welding Test

a. Visually test new, modified or repaired welds in accordance with ABS rules and regulations and the shipyard’s Quality Assurance Plan and ABS approved Welding Procedures. All results of the weld inspection to be reviewed for approval by MSCREP and ABS surveyor.

7.6. Painting: None Additional

7.7. Drawings

7.7.1. Provide final “as-built” drawings to reflect the actual installation configurations for all efforts accomplished in accordance with this work item. All drawings shall be submitted in AutoCAD 2004 format. All submissions will consist of at least three (3) hard copy prints and one (1) electronic copy on CD in AutoCAD 2004 format to the MSCREP. Drawing numbers will be provided by MSCREP upon request. Use Reference 2.2 as guidance.

7.7.2. Final “as-built” drawings to be prepared by the contractor shall include a completed/filled-in “Weight Control Data”, accounting for both the removals and the installations as separate line items. The contractor shall perform calculations necessary to complete/fill in the data fields on the “Weight Control Data” block.

7.8. Markings

7.8.1. Install nameplates, notices, and markings for all new and modified systems in accordance with GTR No. 29.

a. Label each access door and containment with vents located behind.

b. Install a placard immediately next to each flush hatch. Placard lettering shall be at least one-half inch high and shall be white lettering on a red background. Placard shall read as follows:

WARNING

HATCH SHALL REMAIN CLOSED EXCEPT WHEN FUELING OR PERFORMING MAINTENANCE

HATCH MUST BE

RECLOSED IMMEDIATELY AFTER USE.

8.0 GENERAL REQUIREMENTS:

8.1. The contractor shall provide all labor, material, special equipment (cranes), tools, make all removals and restorations, remove and replace interferences, rig and unrig, stage and unstage, make all disassemblies and subsequent reassemblies to accomplish this specification item.

8.2. The contractor shall remove and reinstall all interferences necessary to accomplish this specification item.

8.3. Provide Welder certs, material certs and ABS approved weld procedure to the MSCREP and ABS surveyor prior to commencing of work required to accomplish this specification item.

PART II: INSTALL ADDITIONAL ZINC ANODES

1.1 This item describes the addition of removable Zinc Anodes.

4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIAL / SERVICE

4.1 GOVERNMENT FURNISHED EQUIPMENT: NONE

4.2 GOVERNMENT FURNISHED MATERIALS: NONE

4.3 GOVERNMENT FURNISHED SERVICES: 110V Electrical service, 125 PSI compressed air. 75 psi potable water. Government will not furnish hoses, wiring, plugs, and receptacles connectors.

5.0 NOTES

5.1 PERFORMANCE PERIOD: In the time frame from 20 April to 12 May 2015.

5.2 JHSV TRENTON LOCATION: AUSTAL Completion Yard, Mobile, AL.

5.3 Contact James Phillips (primary) 757-443-2924 or Johnathan Overton (secondary) 757-443-5803, for details and requirements concerning access to an MSC vessel.

5.4 Contractor is required to submit personnel on the EPIC spreadsheet. To gain access to MSC vessel's on the East Coast, contractors must submit an EPIC request to MSFSC(underscore)EPIC(underscore)EAST(at)navy(dot)mil MSFSC_EPIC_EAST@navy.mil.

5.5 Contractors, shall allow 3 business days (5 for NASSCO, OCONUS, & Earl NJ) for processing of all requests. EPIC will take up to 48 hrs to process, the request must be approved by EPIC before access can be sent to the facility for approval, access will not be guaranteed without approval from EPIC.

5.6 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s including but not limited to GTR’s 1 through 7, 22, 23, 26, 28 and 29.

5.7 The contractor shall not operate ship’s equipment.

5.8 The contractor shall follow the MSC Lock Out Tag Out Procedure administered by the vessel’s Chief Engineer.

5.9 The contractor shall furnish a Marine Chemist for all Hot Work and Safe For Entry Certificates.

5.10 All Welding onboard shall require the contractor to furnish welding certificates to the MSCREP. All welding onboard shall have the work directly grounded.

5.11 Note that Waterjet Tunnel Inspection Cover is above vessel waterline. No Divers required.

6.0 QUALITY ASSURANCE REQUIREMENTS

6.1 The contractor is responsible for cleaning areas affected and disturbed by their work performed.

7.0 STATEMENT OF WORK REQUIRED

7.1 Contractor shall furnish and install five (5) cables with zincs attached at locations 3.1.1, 3.1.2, 3.1.3.

7.1.1 Cables shall each be approximately 25 feet long with a 25 lb. zinc bar attached. See the attached PDF file name “Main Deck Zinc Addition”.

7.1.2 Cable shall be black PVC Coated 5/16” stainless steel, have a swaged s.s. lug fitting on each end, zinc attached by s.s. hardware. Ship connection shall be s.s. hardware.

7.1.3 Cable, zinc and vessel hull location shall be electrically bonded.

7.2 Contractor shall furnish four (4) EA Inport Jet Duct Covers fabricated of Aluminum to temporarily replace the Water Jet Inspection Hatch cover and support hanging zinc anodes in tunnels. Use 2.1 and 2.2 as guidance.

7.2.1 Material shall be Aluminum Alloy 5083-H116. Use 2.3 as guidance. Cover shall have two aluminum welded handles on top.

7.2.2 Each cover shall have an approximate 6FT cable and, 25 LB zinc attached as per 7.1 above. Length shall be measured so that zinc does not contact bottom tunnel surface. Cable shall have additional protection so as to not chafe on Jet Shaft.

7.2.3 Safety Placards shall be furnished using 2.2 as guidance.

7.2.4 Contractor shall remove and install new cover blanks under the supervision of vessel representative with new 1/8” garlock gasket and s.s hardware using 2.2 as guidance.

7.2.5 The blank covers shall have a welded fitting with a similarly welded fitting to the ship flange, to accommodate a grounding cable. The grounding cable shall be of similar material with hardware as described as 7.1.2.

7.2.6 Contractor shall fabricate a bracket that will accommodate the In Port Cover, cable and Zinc when removed, and also accommodate the Jet Duct Inspection Cover when it is removed.

7.3 Contractor shall furnish separate drawings 3EA (11 X 17) hard copies of the completed installations indicating all components, locations and test results for installed equipment. This item shall include Electronic copies in .PDF or .XLS to Chief Engineer and Port Engineer.

7.3.1 Contractor shall furnish a separate red-line mark up to changes made on 2.1 or 2.2.

7.3.2 Contractor shall furnish an itemized list of materials indicating weights for all items associated with this Work Item over 5 lbs. Format shall be as above. Documentation shall include part name and part numbers.

7.4 Contractor shall furnish an additional, complete set of zincs, cables, Jet Duct Covers and provide them to the ship to keep as spare parts. Material as follows:

7.4.1 Five cables each be approximately 25 feet long with a 25 lb. zinc bar attached as described per paragraph 7.1.1 and 7.1.2.

7.4.2 Four (4) EA Inport Jet Duct Covers fabricated of Aluminum with handles, cables, zinc anodes, placards… as described per paragraph 7.2.

7.5 Manufacturer’s Representative: NONE
