JUSTIF1CATION AND AUTHORIZATION

FOR OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command Norfolk, Virginia 23511.

2. Description of Action Being Approved: This is a justification for a sole source commercial purchase of International Maritime Organization (IMO) compliant Electronics Chart Display Systems (ECDIS), Sperry Vision Master Model FT from Northrop Grumman Systems and installation on Joint High Speed Vessels (JHSV) 6 TO JHSV 10. The government anticipates a firm fixed award in the estimated amount of.

3. Description of the Supplies/Services: Material (hardware and software) and labor to convert from ECDIS version N to version C for five JHSVs, Hull 6 to 10. The purchase includes installation of an additional Sperry Vision Master Model FT station in the Master's Stateroom, using the existing five VM processor units. The new station will have full functionality including route planning and navigation monitoring, and provide an USB Extender and 19" monitor for use in C4I Chart table work station.

4. Statutory Authority Permitting Other Full and Open Competition: This contractual action is executed under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No other Services will Satisfy Agency Requirements.

5. Rationale Justifying Use of Cited Statutory Authority:

Joint High Speed Vessel (JHSV) is currently scheduled to be delivered with ECDIS Version N from Northrop Grumman Systems, a safe to navigate but not IMO compliant ECDIS. MSC voluntarily complies with IMO regulations to the maximum extent possible as MSC ships are manned by licensed civilian mariners.

Deviations from compliance are coordinated with the United States Coast Guard (USCG).

In the case of ECDIS, USCG has authorized MSC to operate modified commercial ECDIS (Version C) with the ability to read data from Digital Nautical Charts, Electronic Navigational Charts, and Tactical Ocean Data aboard MSC government owned, government-operated and government-owned, contract-operated ships. The modified commercial ECDIS Version C meets all MSC near and mid-term navigational requirements. Further, use of modified commercial ECDIS Version C is cost-effective and is more closely aligned to international and USCG regulated systems than is ECDIS-N. Additionally, installation of a remote monitor in the Master's Office/SR is a requirement of the above references.

MSC has developed an alteration, T-ALT JHSV-012R, to convert the existing ECDIS N to ECDIS C for all ten (10) JHSV ships.

However, the first five (5) JHSV ships were converted with the exception of USNS TRENTON. JHSV 5, which will be converted right after the delivery and during PDA on April 2015. This contractual action is to cover for the conversion of the next five (5) JHSV ships from Hull 6 to Hull 10 with the rate of six months apart per ship starting on October 2015.

6. Description of Efforts made to Solicit Offers from as Many Offers as Practicable: Northrop Grumman Systems has exclusive manufacture and sales rights to the Sperry Vision Master Model FT and ECDIS Version C. There are no authorized vendors for the Sperry Vision Master Model FT and ECDIS Version C, other than Northrop Grumman System. The requirement will be synopsized that MSC intends to issue a sole source award to Northrop Grumman System.

7. Determination of Fair and Reasonable Cost: The Contracting Officer will determine that the price is fair and reasonable pursuant to Federal Acquisition Regulations (FAR) Part 15.404-1(a)(1) prior to issuance of purchase order.

8. Actions to Remove Barriers to Future Competition: For the reasons set forth in Paragraph 5, MSC has no plans at this time to compete future contacts for the type of services covered by this document. If another potential source emerges, MSC Norfolk will assess whether competition for future requirements is feasible.
