STATEMENT OF WORK/ITEM DESCRIPTION (SOW-ID)

NAS MERIDIAN SECURITY DEPARTMENT

423 ROSENBAUM AVE.

MERIDIAN, MS 39309

SOW-ID

1.0 Introduction

The NAS Meridian Security Department is standing up its Military Working Dog Program. The department has already obtained one K9 and is in the process of training and certifying dog with its handler. The department has a kennel master that has requested an obstacle course to properly training and certify all K9s in the program.

2.0 Scope

The scope of this request is to provide the Military Working Dog Program at NAS Meridian, MS with an obstacle course designed to meet the needs of training and certification as outlined in the Navy OPNAVINST 5585.2C. The below items are listed under the CNIC Authorized Equipment List as consumable for open purchase. The department does not current have an obstacle course.

3.0 Item Description, Specifications and Requirements:

a. The contractor will provide the following K9 Obstacle Course pieces:

1) M110 Hurdles (set of 3)

- 48" wide and 36" tall with three fixed horizontal slats and three slats which are removable. This allows for the hurdle to be adjusted to heights of 18", 24", 30", and 36". This should be made out of a weather proof plastic or vinyl material since the course will be outside exposed to the elements.

2) M20 A-Frame A-frame is constructed of non-slip materials at each point where the canine will walk or climb. Cleats are included for traction and safety. The A-Frame is large and beefy in construction and can be adjusted in height from virtually horizontal to a maximum of 6', in increments of approximately 1/2". This should be made out of a weather proof plastic or vinyl material since the course will be outside exposed to the elements.

3) M250 Dog Walk This device requires the dog to negotiate a narrow incline, a 12' narrow, level walk, and narrow decline ramp. This should be made out of a weather proof plastic or vinyl material since the course will be outside exposed to the elements.

4) M300 Double Stairway The Double Stairway is the largest piece of equipment in the MWD/K-9 Set, measuring approximately 8' in height and 24' in length. This training and agility device is fabricated from both extra strong, ribbed and tongue-and-groove profiles and non-slip vinyl materials.

5) M350 Window Hurdle Obstacle Like the hurdles, the bottom portion of the Window Obstacle has removable slats, which allow for the hurdle (bottom portion) of the obstacle to be set at 18", 24", 30", or 36". This should be made out of a weather proof plastic or vinyl material since the course will be outside exposed to the elements.

6) M400 Tunnel Need to be constructed of high-density polyethylene. The tunnel is 18" in diameter and 8' in length, corrugated to provide strength and traction. It will not crack or break, and maintains its impact strength even at lower temperatures.

7) M410 24” Diameter x 35” long barrel Need to be constructed of high-density polyethylene, corrugated to provide strength and traction. It will not crack or break, and maintains its impact strength even at lower temperatures.

8) M420 24” Diameter x 70” long barrel Need to be constructed of high-density polyethylene, corrugated to provide strength and traction. It will not crack or break, and maintains its impact strength even at lower temperatures.

9) M430 24” Diameter x 105” long barrel Need to be constructed of high-density polyethylene, corrugated to provide strength and traction. It will not crack or break, and maintains its impact strength even at lower temperatures.

b. The contractor will deliver the materials to a pre-determined location at the MWD Kennel on NAS Meridian, MS.

c. The Contractor will coordinate all scheduling for complete delivery of all materials and equipment with the Security Department, Physical Security Officer.

d. Contractor will ensure delivery of equipment. Any damage sustained to purchased equipment during delivery will be replaced at the expense of the contractor to the satisfaction of the customer.

4.0 Additional Project Information and Requirements:

The contractor must coordinate with the Physical Security Officer or his/her representative when scheduling for delivery, to ensure proper access is granted to the installation.
