STATEMENT OF WORK
COMPUTER AND STATISTICAL SERVICES
The Contractor shall be responsible for operating the Computer and Statistical Support Services Contract which supports of all NCI-Frederick operations, both Government and Contractor. It is essential that the Contractor maintains flexibility and is rapidly responsive in the performance of these requirements. Furthermore, it is required that these needs are addressed proactively and that creativity and innovation be used to approach all aspects of the statement of work. The Computer and Statistical Services (C&SS) Contractor shall be responsible for:
1. Development, implementation, operation, and enhancement of a variety of administrative and center-wide support systems that are presently the basis for NCI-Frederick’s Management Information Systems (MIS);
2. Operational support for microcomputer hardware repairs and software;
3. Provision of statistical services to the scientific community;
4. Provision of scientific programming support for microcomputers, laboratory instrumentation, and statistical analyses;
5. Provision of support for the development and maintenance of Internet web sites for administrative and scientific communities;
6. Provision of data entry and operational services for local computer operations;
7. The monitoring and evaluation of new technologies in data processing as they evolve and the determination of their impact on the tasks identified by this workscope. This includes proactive, innovative approaches to improving any and all IT intensive processes across the center;
8. The development of plans and recommendations for the implementation of technologies which provide cost effective solutions to NCI-Frederick’s programs; and
9. The monitoring and implementation of new Department of Health and Human Services and/or National Institutes of Health (NIH) policies related to IT with guidance and approval from the Project Officer.
10. Quality assurance is expected in all functional and programmatic areas to ensure performance objectives are met, the best possible service is provided, and there is continuous quality improvement.
The computer facilities used to accomplish these tasks include the resources available at:
1. The Center for Information Technology (CIT) at NIH;
2. Frederick Advanced Biomedical Computing Center (ABCC) at NCI-Frederick (part of the Operations and Technical Support Contract); and
3. C&SS’s local computer resources including the LANs established in administrative and scientific areas.
If priority decisions are required beyond the scope of these general guidelines, the NCI Project Officer/Contracting Officer shall establish priorities within available staffing resources.
More specifically, the contractor will be required to provide the following services:
Application Programming Development and Support Services
The contractor shall be responsible for the innovative design, development, documentation, implementation, maintenance and enhancement of the integrated, online computer systems that comprise NCI-Frederick’s MIS. The government and other contractors require these systems to assist in the management of administrative and support programs at NCI-Frederick. Over the course of this contract period, all or some of these systems may be superceded by newly adopted systems including an NIH-wide enterprise business system which may replace functions presently handled by SmartStream or other program/area-specific data management system(s).
As a result, the following requirement may change or be eliminated. The application systems that have presently been implemented and are operational at the Center are:
• Human Resources and Labor Reporting Solutions
• Cyborg
• SmartStream
• TimeWizard
• Adobe Forms Manager
• Integrated Animal Systems
• Integrated Safety Systems
• Emergency Management Systems
• Alarmed Equipment System
• Microcomputer Equipment Maintenance System
• Central Repository System
• Property Management System
• Maximo Facilities Management System
• Maximo Reporting System
• Computerized Maintenance System
• Various other scientific and administrative systems
The Contractor will provide input on the acquisition of new off-the-shelf products and/or will develop required new systems, including any required interfaces with the systems discussed above while maintaining and enhancing the systems already implemented until which time presently implemented systems are no longer required due to the adoption of new systems.
Particular focus should be on innovative, state-of-the-art products and systems. The Contractor will also coordinate access to all types of business and scientific software licenses from various NIH groups in Bethesda, including but not limited to CIT and the NCI Center for Bioinformatics.
The Contractor should work with CIT in negotiating license agreements to include NCI- Frederick and Contractor staff.
Microcomputer and Communications Support Services
The Microcomputer and Communications Support Services (MCS) shall provide support for software and hardware products to a large and growing number of microcomputer systems (currently over 5,000) and their related equipment (this support shall be limited to installation, setup, diagnosis, and component exchanges – repairs requiring more extensive efforts will be sent to an outside vendor). The Contractor shall provide a help-desk which will be the contact point for all routine and emergency work requests. The Contractor will develop and implement a plan to that uses remote access for help-desk calls whenever possible. The Contractor shall assist end-users in the evaluation of microcomputer hardware and software for use in their programs.
The Contractor shall be responsible for providing server and system administration (file, print, database, applications servers, and account management) and working in concert with the ABCC who supports the communications infrastructure.
Statistical Services
The Contractor shall provide statistical services including experimental design, data reduction, statistical analyses and mathematical modeling. Requests for statistical services vary greatly in nature and complexity; labor hours expended in response to a request for service can range from a few hours to in excess of 100 hours. An average of 75 requests per year for statistical services are processed. While these services are intended primarily for investigators from the NCI- Frederick, they may also be accessible to scientists from the Bethesda campus at the discretion of the Project and Contract Officers. C&SS staff may be listed as co-authors on publications if they collaboratively provide input on the experimental design and statistical methods. Authorship should not be expected if the support provided is strictly data analysis.
Scientific Programming
The Contractor shall provide the services needed to support the programming and operational needs of a large and growing microcomputer user base at NCI-Frederick. The services provided should include, but not necessarily be limited to, applications programming support using those databases, spreadsheets, word processing packages, and Internet programs in general use at the Center. The Contractor will also suggest new, innovative applications that could be implemented at the Center in order to improve quality, performance and/or operations. The Contractor shall provide scientific programming support to the Center’s researchers and C&SS’s Statistical Services staff. The programming of laboratory equipment shall also be the responsibility of the Contractor.
Internet Support
The Contractor shall be responsible for developing and maintaining Internet web sites that facilitate internal NCI-Frederick communications activities and provides information to those external to the NCI-Frederick. The Contractor shall work in cooperation with other contractors and/or government representatives on drafting of web page content (textual or graphical) and design (layout or navigation). The Contractor shall provide administrative support to Internet web sites associated with the NCI-Frederick including, but not limited to, development and maintenance of the NCI-Frederick homepage and associated sites. While these services are intended primarily for NCI-Frederick, they may also be accessible to the Bethesda campus at the discretion of the Project and Contract Officers.
Training
The Contractor shall coordinate individualized, remote-access, or classroom training for widely-used software such as word processing, graphics, or web-based programs. It is anticipated that this training will be provided through out-sourcing. The Contractor shall provide its own training on in-house applications or advanced topics.
Other Responsibilities
The Contractor will co-chair the NCI-Frederick IT Advisory and Coordination Committee (ITACC) with a member of the ABCC. This committee is responsible for offering advice, counsel and recommendations to NCI management concerning IT governance matters affecting the entire center and for coordinating such efforts.
