PERFORMANCE WORK STATEMENT

COMMANDER SUBMARINE SQUADRON FIFTEEN (CSS-15)

GUAM WIRELESS SERVICES

1. BACKGROUND

1.1. COMSUBRON FIFTEEN (CSS-15) is responsible for coordinating response to radiological emergency or any other event impacting a nuclear-powered warship in Guam or Commonwealth of

Northern Marianas Islands. The ability to recall personnel and maintain continuous communication is a critical component of COMSUBRON FIFTEEN emergency response organization. COMSUBRON

FIFTEEN is the Immediate Superior in Command (ISIC) for all submarines home ported in Guam and the parent command for COMSUBRON FIFTEEN/COMSUBPAC Emergency Control Center (ECC).

2. OBJECTIVE/SCOPE

2.1. Provide unlimited local, USA long distance, and international wireless services, to include voice, short message service (SMS) texting, data and roaming.

3. PERFORMANCE REQUIREMENTS

3.1. All-Inclusive Wireless Services

3.1.1. At a fixed monthly rate, the contractor shall provide 65 lines of service with the following unlimited services: voice, text, short message service data services to include roaming, local, domestic, international, toll, and long distance.

3.1.1.1. The contractor shall provide unlimited local incoming and outgoing voice minutes, unlimited incoming and outgoing local data transfer, unlimited text messaging, unlimited

SMS, unlimited local mobile to mobile voice and data, unlimited internet e-mail, and unlimited web-browsing.

3.1.1.2. The contractor shall provide unlimited long distance incoming and outgoing voice minutes, unlimited incoming and outgoing long distance data transfer, unlimited text messaging, unlimited SMS, unlimited long distance roaming, unlimited mobile to mobile voice and data, unlimited internet e-mail, and unlimited web-browsing. The contractor shall ensure long distance and international service features remain activated on all smart phone devices at the start of performance.

3.1.1.3. The contractor shall provide unlimited international incoming and outgoing voice minutes, unlimited incoming and outgoing international data transfer, unlimited text messaging, unlimited SMS, unlimited international roaming, unlimited mobile to mobile voice and data, unlimited internet e-mail, and unlimited web-browsing. The contractor shall ensure international service features remain activated on all smart phone devices at the start of performance.

3.1.2. Wireless coverage shall be available throughout the island of Guam, as well as, United States

(all 50 states), Northern Mariana Islands, South Korea, Philippines, Malaysia Thailand, Singapore, Japan, and the Marianas Region (Guam, Commonwealth of the Northern Mariana

Islands (NMI), Federated States of Micronesia (FSM), Palau).

3.2. Local and US Wireless Services

3.2.1. At a fixed monthly rate, the contractor shall provide 155 lines of service with the following unlimited services: local, and long-distance; incoming and outgoing voice minutes, incoming and outgoing data transfer, text messaging, SMS, roaming, mobile to mobile voice and data, internet e-mail, and unlimited web-browsing. . The contractor shall ensure long distance features remain activated on all smart phone devices at the start of performance.

3.2.1.1. Wireless coverage shall be available throughout the island of Guam, as well as the United

States (all 50 states).

3.3. Equipment and Devices

3.3.1. The contractor shall provide 65 new, non-refurbished, carrier unlocked smart device (Apple iPhone Xr (minimum 64 gigabyte) or equal, for each line of service procured. Devices must be capable of delivering secure encrypted voice, text, SMS, and data transmissions via the

One-Net application, therefore devices must have the ability to download the One-Net application.

3.3.2. The contractor shall provide 155 new, non-refurbished rugged wireless devices.

3.3.3. The contractor shall provide wireless device accessories, at a minimum, an Alternating

Current (AC) charger, Universal Serial Bust (USB) connector, and a hard-wired earpiece.

3.3.4. A minimum of one-year warranty must be available on all devices. Defective or replacement devices shall be provided within three (3) business days of notification by the government technical point of contact (TPOC).

3.3.5. Devices and accessories shall be capable of receiving service on multiple frequency bands and the associated mode of the contractor system (e.g. GSM (Global System for Mobile

Communications (2G), TDMA (Time Division Multiple Access (2G &3G)/AMPS (Advanced

Mobile Phone Services (1G) Old and outdated), CDMA (Code Division Multiple Access

(3G)/AMPS, IDEN (Integrated Digital Enhanced Network (Works with TDMA).

3.3.6. The contractor shall provide the list of devices to include the make, model number, serial number the associated phone number, and corresponding accessories per device.

3.4. Delivery and Acceptance

3.4.1. Using Microsoft Office Excel or other government approved formatting method, the contractor shall provide to the government TPOC, a list of all devices, their make, model number, serial number the associated phone number, as well as, their corresponding accessories per device.

4. ADDITIONAL REQUIREMENTS

4.1. Migrating

4.1.1. Services shall be provided at the start of performance. At the time of award, awarding vendor shall discuss with the government, and implement the government approved, migration plan.

If required, the plan shall include the utilization of temporary devices or such, until requirements outlined in PWS section 3.3 are met.

4.1.1.1. If the incumbent contractor is not the awardee, the approved migration plan shall include the requirements to activate, migrate or transfer phone numbers from the incumbent carrier.

4.2. Planned Outages

4.2.1. The contractor shall notify the government’s Technical Point of Contact (TPOC) via e-mail, of all planned service outages at least two (2) business days prior to the scheduled outage.

Notifications shall include the affected areas and estimated outage timeframe.

4.3. Contractor Invoicing

4.3.1. Invoice statements are to indicate usage and costs by Contract Line Item Number (CLIN).

Invoicing shall include, but not limited to, a detailed record of incoming and outgoing voice, airtime, and data, per phone number and serial number.

4.3.2. Invoices shall be submitted electronically to the government TPOC’s e-mail address on a monthly basis, no later than 15 days after the months end (e.g. 15 December for services provided in November). Data shall be in format file such as Microsoft Excel, XML, Microsoft

Access, or comma/tab delimited file.

4.4. Contractor Representative

4.4.1. The contractor shall designate a contractor Point of Contact (POC) and an alternate contractor

POC, who are experienced in the handling of United States (US) government accounts.

5. PERIOD OF PERFORMANCE

5.1. The period of performance shall be for 12-months.

6. CONTRACTOR PERFORMANCE EVALUATION

6.1. The government shall evaluate the Contractor’s performance under this contract in accordance with the

Quality Assurance Surveillance Plan (QASP).

6.1.1. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
