PERFORMANCE WORK STATEMENT
INFORMATION TECHNOLOGY (IT) SERVICES
COMMANDER, PACIFIC FLEET (COMPACFLT) HEADQUARTERS
250 MAKALAPA DRIVE
JBPHH, HI 96860
1.0 BACKGROUND
1.1 The Commander, Pacific Fleet (COMPACFLT or CPF) Headquarters is located in the Makalapa Complex of Naval Station, Pearl Harbor, Hawaii. The mission of CPF includes military command and operational control of ships and units assigned to this command, operational control over other units assigned by higher authority, exercise of such administrative functions as might be necessary in connection with units assigned to this command and execution of such missions and duties as assigned.
1.2 COMPACFLT Command, Control, Communications, Computers, & Intelligence (C4I) Plans and Interoperability (N62)” is responsible to define, develop, determine the feasibility, prioritize, and implement (current and projected) operational afloat and ashore C4I Installation and Combat Systems requirements, technology, manpower, integrated logistics support, operational procedures and training.
Additionally N62:
a. Coordinates and maintains cognizance of allied country Navy/Marine Corps C4I capabilities, requirements, facilities and equipment to assure interoperability.
b. Provides support for C4I data transmission systems for Partner Nation Interoperability including development planning, maintenance, Coalition participation, and execution support.
1.3 COMPACFLT Fleet/Headquarters Technology Support (N64) is responsible for information systems support to the CPF staff. This includes all Automated Data Processing (ADP) user, programming, and networking services; voice and video operations, planning, programming, and budgeting in support of the CPF staff information resources; Fleet Automated Information System (FLTAIS) project development; approval, requisition, purchase and distribution of non-Next Generation Enterprise Network (NGEN) ADP related hardware, software, and services; and coordination.
Additionally, N64 is responsible for Theater- Joint Force Maritime Component Commander (T-JFMCC) Command, Control, Communications, and Computer (C4) information systems support including: web, operations, planning and direction to CPF, T-JFMCC, and CPF claimants. These services include all IT and networking ; IT software engineering, testing, planning, resourcing, acquisition and budgeting of information resources and telecommunications for N64 supported activities; project development;
approval, requisition, purchase and distribution of all IT related hardware, software, and services.
1.4 COMPACFLT Information Management and Enterprise Service (N66) is responsible for providing CPF-AOR (area of responsibility) Next Generation Enterprise Network (NGEN/Navy Marine Corp Intranet or NMCI) site support services and program management; IT portfolio management;
leading Navy enterprise initiatives; headquarters support; executive communications, as well as technical information, evaluation and analysis in support of CPF and CPF Headquarters Information Resource Management policy and guidance.
2.0 SCOPE OF WORK/ OBJECTIVES
2.1 The objective of this requirement is to provide various Information Systems (IS) operational and technical services for the Maritime Operations Center (MOC) and the T-JFMCC at the U.S. Pacific Fleet Headquarters, Makalapa, HI. The Contractor shall provide various technical and operations services to

CPF, MOC and T-JFMCC in accordance with DoD security, governance and technical policies and within defined DoD approved networks and configuration such as Non-Secure Internet Protocol Router Network (NIPRNET or NIPR), Secret Internet Protocol Router Network (SIPRNET or SIPR), NGEN and the Global Video Service (GVS).
2.2 The performance requirements include the following major areas: 1) Executive Conferencing at the Fleet Briefing Room (FBR), the War room and various flag offices; 2) Joint Messaging Handling System (JMHS) for the MOC at building 661 at Pearl Harbor (N644); 3) Video Teleconference (VTC) operations and maintenance for approximately 35 CPF locations; 4) Fleet/Headquarters network services (N642); 5) C4I Plans and Interoperability (N62); and 6) Information Management and Enterprise Services Support (N66) at JBPHH.
2.3 CPF Information Technology Services are required to provide project management, IT services, help desk customer services, systems administration, software engineering, systems analyses, military exercise technology services, web development, engineering and technical guidance to CPF N6;
including all labor, material and other direct costs associated with this Performance Work Statement (PWS). Scope also involves the operations and maintenance of an audio visual system located in Building 250, CPF, Makalapa, Honolulu, HI to provide the Commander executive audio and visual conferencing services as a platform for exercise management and, when required, a real world operations center; including the installation and operation of audio visual components and associated hardware required to provide world-class briefings with VTC services to the FBR and the directorates it serves.
3.0 PLACE OF PERFORMANCE
3.1 All performance locations are at Commander, Pacific Fleet (COMPACFLT) Headquarters, 250 Makalapa Drive, Joint Base Pearl Harbor Hawaii (JBPHH), HI 96860. The locations included are primarily Buildings 250, 251, 352, 661 and any building on JBPHH and the Contractor’s facilities.
4.0 PERFORMANCE REQUIREMENTS
a. The Contractor shall provide technical services to perform, accomplish, and complete the requirements described below. The following sections outline specific requirements, performance indicators, associated standards, and Government quality assurance methods.
b. Technical discussions held by the Contractor with end-users or sponsors, DO NOT authorize any change to cost, schedule, or scope. Such matters must be resolved by the Contracting Officer Representative (COR) and the Contracting Officer (KO).
c. Contractor Supervision: Due to the significant number of contractor employees likely to be employed under this contract, the Contractor shall be required to identify a Program Manager and onsite contractor supervisor or designated alternate(s) for management of the contractor employees. This person(s) shall have authority to coordinate with the COR to resolve most daily issues. This person(s) can also be designated to perform one of the other functions listed on this PWS.
d. Contractor Training: Contractor shall be responsible to provide fully qualified and trained personnel to meet performance objectives. On site contractors may be required to attend N6 or CPF all-hands training related to security and IT access when designated by the COR. Some examples of required training and their requisite course numbers/references are listed below. The required training is subject to change throughout the life of this contract; however, the Contractor may assume at least four (4) hours for all required training courses per contract period of performance f o r each contractor/subcontract employee. The Contractor shall certify in the monthly status report that contractor employees have completed the required training by the specific training due date. e. Additionally, all contractor employees shall attend DON Mandatory training identified by CPF Task Manager (TM) or Contracting Officer’s Representative (COR), e.g., Annual Information Assurance, Counter Intelligence, and Sexual Assault Prevention.
f. All contractor service employees who have been issued a Common Access Card shall obtain access to Total Workforce Management Services (TWMS) Self-Service Module at:
https://twms.navy.mil/selfservice, to complete required online training and to maintain personal/recall information in accordance with CNICINST 5230.1 and OPNAVINST 3440.17A. Data stored in TWMS is for official use only and is subject to protection under SECNAVINST 5211.5E. Any misuse or unauthorized disclosure of personally identifiable information (PII) might result in civil or criminal penalties.
g. Monthly Status Reports: The Contractor shall prepare Monthly Status Reports. Trip reports shall be included. Monthly status report to be emailed in first 5 working days of the next month to KO, COR, and designated CPF N6 Branch Heads. Monthly report shall be prepared in a format designed by the Contractor and approved by the COR. This report shall contain the update of the tasking, and areas of concern, accomplishments, and planned/future work. See each performance requirement section below for other required reporting.
h. Phase-In Plan: The contractor shall prepare, submit, and execute a Phase-In Plan. The Plan shall describe the processes by which the contractor will:
a. Identify, assemble, and organize his/her key employees and other employees (including subcontractors and suppliers), equipment, vehicles, supplies and materials;
and
b. Indoctrinate, train, position, and deploy the above elements on-site or at their appropriate supporting locations; and
c. Begin and complete all Phase-In operations necessary to assume full and complete operational responsibility for providing services under this contract. Phase-in tasks include making contacts with interim service providers and working together with them in a coordinated fashion to have the right information exchanges, meetings, inventories, and related actions aimed at the eventual transfer and assumption of full responsibility to the Contractor under this contract. Interim service providers may include other Contractors or subcontractors, Government employees, or Defense Uniformed personnel.
d. Ensure there will be minimal service disruption to vital Government business and no service degradation during and after transition.
e. A minimum of five (5) days is required.
f. The Contractor shall submit a complete Phase-In Plan as part of the Technical
Proposal. The successful Contractor, when directed, shall commence his/her approved Plan and achieve full responsibility for services as specified in this contract.
4.1 C4I Plans and Interoperability (N62)
The Contractor shall provide afloat IT-AOR subject matter expertise and advice to the Director, N62, C4I plans division responsible for Ship configuration, Fleet systems, Coalition and Humanitarian Assistance and Disaster Relief (HADR) communication plans. The Contractor’s expertise shall ensure interoperability of communication systems/communication information systems (CS/CIS) capabilities for the US Pacific Fleet to ensure integration with combat and intelligence systems, as well as other services and joint systems. The Contractor must have expert technical capabilities on Navy C4I systems, to include Command and Control eXchange (C2OIX) or similar systems, Navy Messaging System (afloat and ashore) involving Task Force Urgent Sentinel and Nuclear Command Control and Communications / Emergency Action Message (NC3/ EAM) or similar systems, Command & Control, Communications, Computers, & Combat Systems Installation Modernization Plan (C5IMP) or similar process, and Navy Information Technology Approval System (NAV-ITAS) Customer Service Representative (CSR). The Contractor shall be required to integrate requirements from across the Navy, Numbered Fleet Staffs, Type Commanders (TYCOMs), and Joint Community and across mission areas, impacted or impacting C4I capabilities.
Expert advice shall be provided to the Director N62, in writing via email, during personal interactions with the N62 staff, or in written reports in acceptable CPF formats for point papers or briefings in time to inform CPF N62 decisions impacting C4I.
Historically, these services have been performed by one (1) Full Time Equivalent (FTE) Principal Information Engineer. Travel for technical conferences may be required up to four times per contract period of performance.
4.1.1. The Contractor shall research and report on average 1 per month on Department of Defense and Department of Navy (DoD/DON) Information Systems / Information Technology (IS/IT) programs and policies updates relating to maintenance of existing systems, applications, and networks. The Contractor shall provide Subject Matter Expert (SME) analysis of technology services that are provided for CPF and Maritime Operations Center missions and capabilities.
4.1.2. The Contractor shall review new proposed technical solutions that historically occur once per contract period of performance regarding CPF’s HADR and Theater Joint Force Maritime Component Commanders (T-JFMCC) missions and provide technical comments to the N62.
4.1.3. The Contractor shall provide Navy Messaging System engineering and technical analysis to CPF Headquarters N6 which results in a continued and sustainable DON message delivery based on changes to Navy enterprise messaging architecture (i.e., official DON messages). This analysis involves knowledge of Task Force Urgent Sentinel for planning and executing architecture upgrades for NC3/ EAM delivery. Historically, this has been required once per year via informal written report.
4.1.4. The Contractor shall advise on actions and future architectural changes that average once per contract period of performance related to DON messaging guidance to subordinate shore and afloat commands, including drafting recommended guidance for issuance by Commander Pacific Fleet prior to date of implementation of any change action via informal report .
4.1.5. The Contractor shall advise on actions (average once per contract period of performance ) required for any future enterprise changes impacting naval messaging requirements to ensure CPF and its subordinate commands requirements are met via informal report. These actions involve coordinating with Naval Computer & Telecommunications Area Master Station Pacific (NCTAMS PAC), Naval Network Warfare Command (NNWC), Navy Information Dominance Forces (NAVIDFOR), Commander, U.S. Fleet Cyber Command (COMNAVCYBERFOR), Commander Tenth Fleet (C10F) and Program Executive Officer, Command, Control, Communications, Computers and Intelligence (PEO C4I). Recommendations shall be provided in alignment with CPF N62 issuance of guidance.
4.1.6. When required by CPF N6, the Contractor shall attend major planning conferences and seminars to provide SME advice related to CPF requirements. These events might require travel after validation of reimbursable travel funding for no more than two trips per contract period of performance. Advice shall be provided verbally as a participant in the planning event or in presentation format, approved by CPF N62. The Contractor shall provide a trip report to CPF N62 within two weeks of the end of each conference.
4.1.7. The Contractor shall provide detailed configurations recommendations for mission and exercise planning to assure interoperable and collaborative information and data exchange capabilities and architectures are identified and planned. This analysis requires working and coordinating with the numbered Fleets, NNWC, Platform TYCOMS, NCTAMS PAC, other service components and sometimes other country service representatives to assure DON systems and capabilities are compliant to formats required for information and data exchange. The Contractor shall produce reports to the N62 of planned exercise status for two exercises per contract period of performance.
4.1.8. The Contractor shall assess Program of Record (POR) Afloat System’s unfunded life cycle equipment IT procurements that average up to 25 per month to ensure adherence to the C5IMP approved baseline configuration. This shall require a close working relationship with PEO C4I, Space & Naval Warfare Systems Command Inter-Service Engineering Agencies (SPAWAR ISEAs), platform TYCOMs, Program Managers and Defense Logistics Agency to identify cost effective compatible IT.
4.1.9. The Contractor shall review and process Information Technology Procurement Requests (ITPRs) that averages 50 per month as a SME and Customer Service Representative (CSR) for the Navy Information Technology Approval System (NAV-ITAS) and provide related guidance to CPF- AOR afloat community approved by the N6. The Contractor shall develop and prepare a monthly report of NAV-ITAS ITPRs processed for afloat to CPF N62.
4.2. Fleet Messaging Services (N641)
The Contractor shall provide NIPR and SIPR Joint Message Handling System (JMHS) operation and maintenance services for approximately 45 naval and joint activities per established SOPs. The Contractor shall provide 24 hour watch (monitoring of JMHS messaging processing and troubleshooting message delivery problems) during weekdays. Historically, these services have been fulfilled by five (5) FTE Senior Network Engineers or Functional Analysts/Specialists.
4.2.1. The Contractor shall have a designated on-call person to be available for problem resolution for the JMHS system during weekends after a trouble report issued by the CPF Network Operations (NETOPS) watch. The Contractor must be able to respond on site within a 2 hour response time during on-call periods.
4.2.2. The Contractor shall provide 24/7 JMHS capabilities during periods of military exercises and designated operations. This effort has been required approximately three (3) weekends per contract period of performance.
4.2.3. The Contractor shall have troubleshooting capability for C2OIX (Command and Control Official Information Exchange) and a functional knowledge of D e f e n s e Messaging Dissemination System
(DMDS).
4.2.4. The Contractor shall be able to create 100 new profiles and maintain 1250 active customized user messaging profiles for unclassified and classified computers per customer request using the Northrop Grumman Logicon Message Dissemination System (LMDS) Mailroom application.
4.2.5. The Contractor shall have an understanding of the JANAP-128 military messaging format references held on site.
4.2.6. The Contractor shall provide Message processing via the Joint Message Handling System (JMHS) to allow delivery via NMCI email according to user messaging profiles that they create and maintain.
4.2.7. While on watch at Pearl Harbor building 661, the Contractor shall verify full "Search Functionality" for all JMHS servers every two hours at a minimum.
4.2.8. The Contractor on watch shall maintain and update the official “Radio Log”, logging in all matters of significance to include any outages or anomalies or issues to "pass down" to the follow-up Watch(s). The Contractor shall log the two-hour verification of proper Search functionality for each JMHS Server.
4.2.9. The Contractor on watch, once given notice by a customer request to create or update a user's account, shall begin work within one hour.
4.2.10. The Contractor shall provide troubleshooting type services and problem resolution to JMHS users who might contact the JMHS Watch either telephonically or via email. The average daily call and email volumes is 10 each.
4.2.11. The Contractor shall be proficient in Microsoft Outlook in order to guide users with setting up Outlook Rules, ".pst" and Search Folders.
4.2.12. The Contractor shall produce Monthly Metrics report (in Microsoft Excel spreadsheet format) to the government lead, N641. The report shall include the number of accounts built/deleted, number of messages received and transmitted, number of calls received and number of messages corrected.
FY16 metrics reflect 420 accounts built/deleted. 1,093,282 messages received, 22,113 messages transmitted, 564 calls received, and 315 messages corrected.
4.3. Fleet/Headquarters Applications Services (Code N642)
The Contractor shall provide expert IT support to the Director Headquarters Support/Systems analysis (N642) providing the technical guidance, tools, services and support that enable efficient and effective IT delivery; maintain existing CPF applications and services.
4.3.1. The Contractor shall provide Network Administration services of CPF Secured Enterprise Access Tool (SEAT) systems, to include production-high, production-low, test-high, test-low, and the programmer development network. Historically, these services have been performed by one (1) FTE Computer System/Network Integration Engineer. When necessary, work outside of normal duty hours may be required which will be coordinated with the COR, and will not extend past the 40 hour work week.
4.3.1.1. The Contractor shall run periodic (daily, weekly, monthly) backups on 15 SEAT servers to maintain continuity of operations. 100% backup of all servers, 10 applications and 6 databases.
4.3.1.2. The Contractor shall also provide SEAT network infrastructure support and problem resolution during government normal hours of operations (0730 – 1630), Monday through Friday.
Weekly help desk support requests range from 20 to 100.
4.3.1.3. The Contractor shall provide Information Assurance (IA) and Vulnerability Assessment (IAVA) security updates, including testing and deployment, when directed Fleet CYBER Command.
Average IAVAs are 10 per month. IAVAs shall be tested and installed before due date, 100% of the time.
4.3.1.4. The Contractor shall maintain server patch compliance in accordance with DoD-CERT (a division of the United States Cyber Command) issued directives (via Naval Message traffic and web links) for each IA vulnerability for 100% monthly compliance.
4.3.1.5. The Contractor shall perform system security hardening to ensure that the SEAT systems are in compliance with their Certification and Accreditation Authorization to Operate. The Contractor shall be able to analyze and interpret the Security Technical Implementation Guidelines (STIGs), document findings, and implement remediation and/or mitigations in accordance with DoD policies.
The Contractor’s analysis; remediation and mitigations must meet the requirements of the STIG(s) and must not interfere with SEAT systems performance capability.
4.3.1.6. The Contractor shall scan 15 SEAT servers weekly to detect anomalous activities and identify issues that impact SEAT servers functionality, to include, audit logs, system logs and Host- Based Security System (HBSS). The Contractor shall perform acceptable trouble evaluation and provide well thought-out recommendations addressing anomalies and issues that lead to trouble resolution or system restoration.
4.3.1.7. The Contractor shall configure and maintain network device configurations in accordance with Security Technical Implementation Guides. The Contractor shall document and maintain 21 network device configurations. These device configurations includes (but not limited to) network diagrams, rack layouts, switch port assignments, device settings, user names/passwords, IP address assignments, and other pertinent settings.
4.3.1.8. The Contractor shall maintain backups of all 15 network device configurations monthly or whenever configurations settings are modified.
4.3.1.9. The Contractor shall have the physical ability to lift and move equipment and supplies. For this role, the Contractor must be able to lift and carry at least 40 pounds. The items might include servers, workstations, printer, and printer paper.
4.3.2. The Contractor shall provide technical software engineering, maintenance and customer services on assigned CPF applications. The Contractor shall have the knowledge and skillset to work independently and build web applications. The Contractor shall have experience with ASP .NET Framework, SharePoint, open-source solutions (e.g. Ruby-on-Rails, Java), database design, HyperText Markup Language (HTML), JavaScript, Cascading Style Sheet (CSS), browser compatibility, secure coding practices, open source version/revision control (e.g. subversion (SVN, GIT), requirements definition and decomposition, and testing (Unit, Integration, Functional). Historically, this service has been fulfilled by one (1) Computer System Analyst or Instructional Designer. When necessary, work outside of normal duty hours may be required which will be coordinated with the COR, and will not extend past the 40 hour work week.
4.3.2.1. The Contractor shall be able to create solutions for customer requirements.
4.3.2.2. The Contractor shall keep abreast of command IT requirements and capabilities and work effectively with the rest of the programming team.
4.3.2.3. The Contractor shall provide secondary maintenance to other applications as needed.
4.3.2.4. The Contractor shall provide weekly status to N642 and ad-hoc documentation as requested.
4.3.3 Required certifications/training for section 4.3 - In accordance with DoD 8140.01 and supporting DON Cyber Security Workforce guidance, personnel performing systems administration and security tasks requiring elevated privileges or operating in a systems management and oversight position are included in the command's Cyber Security Workforce (CSWF). Cyber Security Workforce personnel are required to hold appropriate commercial certifications based upon their roles and responsibilities. In order to administer the Government’s servers the Contractor shall be compliant in Information Assurance Technical (IAT II) certification prior to beginning work on this task and shall maintain commercial certifications at the appropriate IAT or Information Assurance Manager (IAM) levels (I, II / III) throughout.
4.4. CPF Fleet Briefing Room (FBR) Services (N644)
The Contractor shall operate CPF Fleet Briefing Room (FBR). This is a solely contractor serviced facility. Historically, these services have been performed by one (1) FTE Senior Information Engineer, one (1) FTE Applications Systems Analyst/Programmer (Senior) or a Computer System/Network Integration Engineer, and one (1) FTE Senior Network Engineer or a Functional Analyst/Specialist.
Work outside of normal duty hours may be required which will be coordinated with the COR, and will not extend past the 40 hour work week. These services require a Top Secret (TS) clearance. Travel for technical conferences may be required two times per contract period of performance.
4.4.1. The Contractor shall manage the FBR as a platform for exercise management and when required, a real world operations center. Implementation of this task requires continued management of the FBR, system engineering of executive briefing and display systems, system operation and maintenance, and configuration management of government installed briefing systems. The Contractor shall further maintain and operate equipment in the following areas:
N00, N01, N02 office, VTC room and desktop systems and Liquid Crystal Display (LCD) screens.
Building 352 3rd deck Fleet/Flag Command Center (FCC) WAR Room. Video system and associated equipment.
Perform secondary FBR management for building 250 main VTC room and to other VTC systems in N1, N8, and N5.
4.4.1.1. The Contractor shall maintain Configuration management, which is the current status of installed systems interconnections and technical characteristics approved by CPF N64.
4.4.1.2. FBR and War Room equipment availability is 95% over the course of a year. Downtime shall not exceed 16 hours for basic and 8 hours for mission critical recovery for each occurrence with contractor supplied spare parts or within designated warranties. Basic is for any downtime that allows continued operation of the FBR on a reduced capability, Mission critical is for any that results in loss of facility capability. The Contractor shall respond and provide troubleshooting services within 2 hours of notification. See Attachment 1 for Equipment Inventory Listing.
4.4.1.3. The Contractor shall complete installation and upgrades that are authorized by CPF N64 and perform system operation and maintenance of all hardware and software successfully.
4.4.1.4. The Contractor shall provide weekly report (every Thursday) to CPF N64 detailing equipment status, repair actions, and conferences managed.
4.4.1.5. The Contractor shall maintain the current disaster recovery (DR) plan and proposes plan adjustments when system configuration changes, and exercise the DR plan on a quarterly basis.
4.4.1.6. The Contractor shall upgrade the video presentations software once per contract period of performance and perform periodic video wall alignment.
4.4.2. The Contractor shall provide executive conferencing services to include video projections and display, computer services, and other video technologies at other Military installations and various commercial establishments within the state of Hawaii when necessary. This task involves coordination with government staff in determining the requirements such as moving, transporting, setting up, breaking down and returning equipment. Historically, these services occur once per contract period of performance.
4.4.3. The Contractor shall conduct and document a continuing systems engineering evaluation of the FBR systems performance, and make appropriate recommendations concerning potential system equipment upgrades and refreshes. The Contractor shall suggest proposed upgrades via a report for the FBR systems performance and equipment by Sept 30th.
4.4.4. When required by CPF N6, the Contractor shall attend technical conferences and seminars related to CPF audio visual requirements. These events might require travel after validation of reimbursable travel funding for no more than two trips per contract period of performance. The Contractor shall provide a trip report to CPF N64 within two weeks of the end of each conference.
4.4.5. Maintenance and Repair. The Contractor shall provide maintenance and repair services authorized by this contract, to meet the requirements of the Fleet Briefing Room, War Room, Volcano room and executive VTC room services. The Contractor shall obtain and maintain maintenance service agreements for all equipment as required. These maintenance and repair services promote the preservation of a piece of equipment, a system, or a facility to such condition that it is available to be effectively utilized for its designated purposes and to maintain service performance levels.
Maintenance and repair includes all parts and labor that is not covered by warranty and includes manufacturer maintenance agreements as stated above. The Contractor shall provide hardware upgrades, life cycle replacements and parts, and various supplies also known as other direct costs (ODCs). Maintenance and repair of the inventory may be adjustment, overhaul, reprocessing, or replacement of constituent parts or materials that are missing or have deteriorated by action of the elements or usage, or replacement of the entire unit or system if beyond economical repair.
All maintenance and repair shall be performed only after coordination with the COR. See Attachment 1 for Equipment Inventory Listing.
4.5. Video Systems Services (N644)
The Contractor shall provide operation and scheduling of 35 CPF VTC conference rooms. Historically, these services have been performed by one (1) FTE Systems Specialist III or Instructional Designer.
When necessary, work outside of normal duty hours may be required which will be coordinated with the COR, and will not extend past the 40 hour work week.
4.5.1. The Contractor shall have in-depth knowledge of Audio/Video and Teleconferencing equipment to include VTC Coder/Decoders (CODECs), inverse multiplexers, VTC high definition (HD) cameras and microphones.
4.5.2. The Contractor shall provide VTC operations and maintenance of VTC endpoints to manage the daily VTC conference schedule.
4.5.3. The Contractor shall program VTC sessions based on customer requests into the video bridges prior to the start of each conference.
4.5.4. The Contractor shall setup and operate VTC sessions in conference rooms prior to conference start and as determined by daily VTC conference schedule.
4.5.5. The Contractor shall identify and resolve all problems associated with degraded VTC session.
4.5.6. The Contractor shall provide video editing, DVD authoring, and video production services to include knowledge of Final Cut Pro and Motion Graphics software and editing techniques.
4.5.7. The Contractor shall be the primary alternate Local Element (LE) COMSEC material system (CMS) manager and perform periodic crypto rekeys to manage VTC encryption devices.
4.6. Enterprise Services IT Standards, Security, and Configuration Control Operations Analyst (N66)
The Contractor shall provide Next Generation Enterprise Network (NGEN) program management support services to government leads at CPF HQ and subordinate commands for the operational transition of the NMCI Next Generation Enterprise Network (NGEN) contract and the Naval Enterprise Network (NEN). NGEN is the contract vehicle; NMCI is the network the NGEN contract supports. The Contractor shall have experience with Department of Defense (DoD) contracts for the US Navy with NMCI site integration and sustainment along with NMCI Continuity of Services (CoSc) and NGEN contract transition. The Contractor shall have a working experience with the NMCI/NGEN/NEN Program Office in the implementation, transition and sustainment of Enterprise processes and procedures. Information Technology Infrastructure Library (ITIL) V3 Foundation and Project Management Professional (PMP) Certification are required for any contractor personnel providing services in this section. Travel for technical conferences is required twice per contract period of performance.
Historically, these services have been performed by one (1) FTE Project Manager or Program Manager.
The Contractor shall work with other contractors, military, and government employees in CPF and the CPF-AOR with the execution and Continual Service Improvement (CSI) of NGEN services.
4.6.1. The Contractor shall recommend options to CPF N66 management on the development and maintenance of internal CPF policy and guidance governing execution of NGEN.
4.6.2. The Contractor shall provide CPF with data and analysis (that average 8 monthly) that may lead to the development and maintenance of program resource, decision, and milestone tracking, data and trend analysis, status reporting, and preparation and review of CPF NGEN contract deliverables.
4.6.3. The Contractor shall provide recommendations in an informal report (that average 4 monthly) to CPF for Fleet requirements in enterprise NGEN Program Working Groups and in the development of NGEN Continual Service Improvements (CSI) initiatives.
4.6.4. The Contractor shall provide recommendations via informal report (that average 4 monthly) for the review of NGEN and NEN program draft guidance with regard to Information Technology Infrastructure Library Information Technology Service Management (ITIL/ITSM) standards and the Fleet's operational requirements.
4.6.5. The Contractor shall provide a technical review of Government requirements for NGEN and follow-on contracts to identify CPF requirements for compliance.
4.6.6. The Contractor shall develop, document, coordinate and maintain standardized NMCI NGEN business processes for consistent implementation across the Fleet. The Contractor shall develop and maintain weekly an internal standardized NGEN business process handbook.
4.6.7. When required by CPF N6, the Contractor shall attend major planning conferences and seminars to provide SME advice related to CPF requirements. These events might require travel after validation of reimbursable travel funding for no more than two trips per contract period of performance.
Advice shall be provided verbally as a participant in the planning event or in presentation format, approved by CPF N66. The Contractor shall provide a trip report to CPF N66 within two weeks of the end of each conference.
4.7. Portfolio Management & Enterprise Initiatives (N662)
The Contractor shall have expertise with DoD IT Portfolio Repository Department of the Navy (DITPR-DON); and have excellent verbal and written communication skills to communicate with the Echelon I enterprise solutions point of contacts (POCs), CPF management, peers, and customers; ability to self-direct, work solo or collaboratively in a team environment while maintaining a professional and courteous manner in difficult situations; and hands-on experience with submitting/managing NAV-ITAS ITPRs and the NAV-ITAS processes and policies.
Additionally, contractor shall have 3 years DON IT portfolio management experience. Historically, these services have been fulfilled by one (1) FTE Senior Information Engineer or Information Systems Manager.
4.7.1. The Contractor shall provide written communications interface via CPF management briefs, justifications, and project status reports at least once a week.
4.7.2. The Contractor shall provide IT project management and technical expertise to CPF in matters pertaining to Navy IT portfolio management requirements and Navy IT efficiency initiatives (e.g. portal consolidation, help desk consolidation and application rationalization). The Contractor shall research, report significant issues and provide recommendations that number on average twice a month on courses of action to meet CPF's requirements. This also includes the recommendation of strategic guidance, solution determination, integration planning, dependency analysis, and risk management. Note: This task excludes Navy IT efficiency initiatives related to legacy network and server reduction and to data center consolidation.
4.7.3. The Contractor shall provide a thorough and complete analysis of Navy IT portfolio management, portal consolidation, help desk consolidation and application rationalization and provide recommended courses of action for CPF-AOR.
4.7.4. The Contractor shall work in close coordination with other contractors, military, and government employees in CPF and CPF-AOR.
4.7.5. The Contractor shall provide IT systems analysis and IT project management expertise for CPF N662 IT projects. The Contractor shall track resources monthly, establish project baselines, and schedule changes related to IT projects.
4.7.6. The Contractor shall provide expertise on the utilization of DITPR-DON and review and report status of CPF's systems registered in DITPR-DON monthly.
4.7.7. The Contractor shall review up to 2000 NAV-ITAS ITPRs for compliance with Navy, DoD, and Federal policies and standards. The Contractor shall make recommendations to approve or disapprove those requests in accordance with the following guidance: the Office of Secretary of Defense (OSD) Defense Business Systems (DBS) investment management DON Enterprise Architecture (EA), Clinger-Cohen Act (CCA) , IT systems requirements tied to DoD IT Portfolio Repository Department of the Navy (DITPR-DON), Section 508 of the Rehabilitation Act standards that apply to information technology, and web enablement (web- based applications and website tracking for the Navy). The average time to provide recommendations to approve or disapprove ITPRs is less than two days.
4.7.8. The Contractor shall produce Federal Information Security Management Act (FISMA) status report as follows:
For CPF-AOR (Monthly to CPF N6C/N662 management).
For FISMA Compliancy & Expirations Preview (Monthly to CPF-AOR Program/Technical Managers & CPF-AOR DITPR-DON POCs).
4.8. Information Management & Enterprise Services (N662)
The Contractor shall have experience with DON legacy network/data center consolidation efforts as well as transition to NMCI/NGEN services; cloud computing; experience with other DON enterprise solutions/databases such as DON Applications and Database Management System (DADMS/DITPR-DON), DoD Information Technology Investment Portal (DITIP), Program/Budget Information System-Information Technology (PBIS-IT; formerly Navy Information Technology Exhibits Standard Reporting (NITE/STAR)); recent hands-on experience with submitting/managing NAV-ITAS ITPRs and NAV-ITAS processes and policies; and the ability to integrate business practices across organizational boundaries. Project Management Professional (PMP) Certification is required.
Additionally, excellent verbal and written communication skills to communicate with the Echelon I enterprise solutions POCs; and having a self-directed ability to work solo and collaboratively in a team environment or with CPF management, peers, and customers are essential.
Historically, these services have been performed by one (1) FTE Project Manager or a Senior Principal Functional Analyst/Specialist. Travel for technical conferences may be required twice per contract period of performance.
4.8.1. The Contractor shall provide subject matter technical expertise in support of CPF in matters pertaining to the execution of DON IT efficiency initiatives such as server reduction, data center consolidation and the transition to enterprise solutions such as the Navy Marine Corps Intranet/Next Generation Enterprise Network (NMCI/NGEN) across the CPF-AOR. This effort also includes the development of strategic guidance, solution determination, integration planning, dependency analysis, and risk management. The Contractor shall work in coordination with military, government employees, and other contractors in CPF and activities within the
CPF-AOR.
4.8.2 The Contractor shall conduct reviews of NAV-ITAS ITPRs for compliance with Navy
Administration (NAVADMIN) 021/16 and all current Navy, DoD, and Federal policies and standards provided in table A at the bottom of this section. The Contractor shall make recommendations to approve or disapprove (within 2 business days) those ITPR requests as a Subject Matter Expert (SME) for areas related to legacy networks, servers, data centers and application hosting. The contractor shall also maintain CPF's data in enterprise tools such as DoD Data Center Inventory Management (DCIM) that provide information required to achieve ITPR approval.
4.8.3 Contractor applies DON NAV-ITAS IT compliance requirements related to assigned SME review areas for thoroughness.
4.8.4. When required by CPF N6, the Contractor shall attend major planning conferences and seminars to provide SME advice related to CPF requirements. These events might require travel after validation of reimbursable travel funding for no more than twice per contract period of performance.
The Contractor shall provide a trip report to CPF N66 within two weeks of the end of each conference.

4.9. NGEN Customer Technical Representative (CTR) Services (N666)
Contractor shall have Computing Technology Industry Association (COMPTIA) Security + certification;
providing support for provisioning of NMCI/NGEN services, proficiency in the use of NGEN tools, NMCI Enterprise Tool (NET), Requirement to Process Tool (RAPT), eMarket place, and Hewlett- Packard (HP) Service Manager (HPSM); working with NMCI Moves, Adds, Changes (MACS) types and NMCI CLIN structures; troubleshooting end-user layer I/II networking issues; knowledge of DoD/DON Information Assurance principles and procedures; understanding of CPF NMCI IT infrastructure that is sufficient to advise customers on the ordering of technical solutions, hardware and software, and lastly the ability prioritize multiple tasks, meet established deadlines and produce quality work are necessities for this role. The Contractor shall be able to lift 40lbs and relocate various IT equipment (e.g., monitors, desktops, laptops, printers, various network equipment, and servers).
Historically, these services have been performed by two (2) FTE Computer System/Network Integration Engineer(s) or Technical Subject Matter Specialist at JBPHH.
4.9.1. The Contractor shall provide Next Generation Enterprise Network (NGEN) customer technical and support services to CPF HQ and subordinate commands Customer Technical Representative (CTR).
NGEN is the contract vehicle; NMCI is the network the NGEN contract supports. The Contractor shall function as the focal point for command input concerning NGEN orders, requirements, funding and service performance.
4.9.2. The Contractor shall provide appropriate and technically accurate provisioning services to the command in accordance with the Next Generation Enterprise Network (NGEN) contract for ordering NGEN Hardware and Software and contract line item number (CLIN) interpretation, cost estimating, technical specifications, and benchmarking.
4.9.3. The Contractor shall identify, track, and review modifications to ordered NGEN hardware and software for 1500 seats and 500 MACs.
4.9.4. The Contractor shall provide NGEN transition planning and management activities such as:
Attend on-site project meetings and project related training identified for the site CTRs.
Develop and formulate plans for the installation and operational acceptance of hardware and software.
Plan and coordinate network outages.
Review installation plans to meet Customer and Regional requirements.
Coordinate, manage and track daily schedules with Customer points of contact, other site
CTRs, and the NGEN contractor.
Upon installation of NGEN seats, determine customer satisfaction of hardware and software functionality and the quality of the installation and cutover process by the NGEN contractor.
Develop and plan Quarantine Application/Seat Plan for assigned customers.
Review installation plans to meet Customer and Regional Operational requirements.
Coordinate, manage, and track daily schedules with Customer points of contact, other site
CTRs, and the NGEN contractor.
Upon installation of NGEN seats, gather customer feedback of hardware and software functionality and the quality of the installation and cutover process by the NGEN contractor.
4.9.5. The Contractor shall provide appropriate and technically accurate project management to CPF in accordance with the NGEN contract
4.9.6. The Contractor shall provide NGEN Problem Resolution & Customer Services such as:
Maintain and document problems that are reported and track through resolutions.
Identify and resolve problems in response to customer reported incidents. Escalate problems unable to be resolved to the lead government representative..
Research, evaluate, and provide feedback on problematic trends and patterns.
4.10. NGEN Asset Management and MAC Tracking Services (N666)
Contractor shall adhere to (a) Defense Federal Acquisition Regulation Supplement (DFARS) Clauses 252.211-7003 and 252.211-7007; (b) DoDI 5000.64, Accountability and Management of DoD; (c) Equipment and Other Accountable Property, May 19, 2011; and (d) MIL-STD-130N, DoD Standard Practice Identification Marking of US Military Property, December 17, 2007 regulations when provided services under this section. Additionally, the contractor must have experience in providing direct NMCI/NGEN support services to Navy units; have the ability to prioritize multiple tasks, meet established deadlines and produce quality work. Overall DoD logistics and asset management experience are required. Contractor shall be able to lift 40bs and relocate various IT equipment.
