Due to security and safety, personnel are not allowed to walk off-base. Additionally, there are no base shuttles in Guam to transport personnel from the base to various off-base destinations located approximately 18.3 miles from the base. Customer-driven market research by the Logistics Support Representative (LSR) was conducted on 11 Dec 2017 to coordinate and locate available buses. USS America requested funding augment from Commander, Naval Surface Force Pacific (CNSP) to support port visit. Funding was unavailable until 22 Dec

2017, when Fiscal Year 2018 Continuing Resolutions Act was approved.

Ship Logistics Requisition (LOGREQ) was released on 9 Dec 2017. But as logistics and mission requirements were fluid, and port information is classified until need to know, the Purchase Request document was not received and accepted by Naval Supply Systems Command (NAVSUP) in the Funding Document Manager (FDM) System until 22 Dec 2017.

If the bus shuttle services are not procured, the United States will be seriously injured because ship scheduling and crew morale, which directly affects mission effectiveness, may be impacted.
