NAVAIR Visual Information Statement of Work

1. Background NAVAIR Visual Information plays a critical role in creating high-quality visual content aligned to the command’s mission. VI employs the latest audiovisual technology to create multimedia products, such as video productions, event and studio photography, graphic design, animation, web applications, podcasts, and multimedia presentations for print, broadcast and social media forums. This office supports a wide range of internal and external communications and creates innovative and engaging products designed to increase stakeholder awareness of NAVAIR’s mission and support to the fleet. Products are driven by NAVAIR and NAE leadership requirements and are essential to support both day-to-day operations and communicate, through larger projects with strict deadlines, NAVAIR’s impact on the Naval Aviation Enterprise.

With the increasing complexity of multimedia requirements, the Visual Information office must update editing assets to align to industry standards. The current MacBook models used by the office are showing limitations in processing power, memory, and overall performance. To continue to meet deadlines and the growing demands of modern media production, an upgrade to new, more powerful MacBooks is critical.

2. Scope of Work The purpose of this Statement of Work (SOW) is to outline the need for purchasing new, more advanced MacBook models for use by the Visual Information Office. Upgrading the current models will allow our team to handle the increasing workloads. This upgrade will ensure that the team is equipped with the necessary tools to maintain efficiency and continue delivering high-quality content without delays or technical limitations.

3. Requirements

1. Increased Processing Power

· The current MacBooks struggle to handle resource-intensive tasks such as 4K and 8K video editing, advanced rendering, and real-time motion graphics. New MacBook models with Apple Silicon (e.g., M3) offer significantly faster processing, allowing the team to edit large media files and apply complex effects without crashes or slowdowns.

2. Improved GPU Capabilities

· Modern visual media tasks require high-end graphics performance, especially for 3D animation, color correction, and visual effects. The integrated GPUs in the latest MacBooks are optimized for professional-level graphic tasks, reducing render times and improving workflow efficiency.

3. Expanded Memory and Storage

· Current projects often involve large file sizes, which can exceed the memory and storage capacity of older models. New MacBook models offer up to 128GB of RAM and up to 8TB of SSD storage, allowing the office to handle multiple large files simultaneously without bottlenecks.

4. Support for Modern Software

· Many media production software applications (e.g., Adobe Creative Suite, Final Cut Pro, DaVinci Resolve) have been optimized for the Apple architecture. The new MacBook models will allow for faster performance, smoother multitasking, and full utilization of the latest software features. As software advances, computers must stay current to reduce capability issues.

5. Portability and Flexibility

· MacBooks have advanced significantly in recent years, making them a competitive alternative to desktop solutions such as iMacs or Mac Pros. In addition to offering high performance, the portability of MacBooks is essential for operating in a hybrid work environment. The team can easily transport MacBooks from home office to NAVAIR office to work in studio, at on-site at events, conduct mobile editing sessions, and collaborate remotely. The new models provide this portability without sacrificing performance.

6. Future-Proofing

· Investing in the latest MacBook models will ensure the Visual Information Office is equipped for the future. The more powerful hardware will provide longevity, allowing the team to meet the demands of upcoming media trends, such as virtual and augmented reality content, without the need for frequent upgrades.

7. Additional Support

· As technology is unpredictable and can have issues, having support from the manufacturer for as long as possible will ensure the individuals using the assets can continue to use them even if issues arise. AppleCare+ coverage includes apple-certified service, unlimited incidents of accidental damage, battery service coverage and 24/7 priority access to technical support. This support will guarantee the lifespan of each MacBook will be extended and the Visual Information team will get full use out of them.

4. Benefits

· Increased Productivity: Faster rendering, editing, and exporting times will allow the office to complete projects quicker, meeting tight deadlines without delays.

· Improved Quality: More powerful machines will enable the creation of higher-quality content, with smoother animations, higher-resolution videos, and more intricate visual effects.

· Reduced Downtime: The risk of technical issues such as crashes, freezing, or long load times will be minimized, ensuring that the team can focus on content creation rather than troubleshooting.

· Cost-Effectiveness: Although an investment upfront, upgrading to more powerful MacBooks will pay-off in the long run. The expanded memory and storage, improve compatibility and service-life more and should reduce the need for further upgrades or repairs in the near future.

5. Deliverables The deliverables include the procurement and setup of new MacBook Pro models with the following specifications (subject to change based on future requirements):

· 14-inch Retina Display for high-resolution visual work, Quantity: 3

· Apple M3 Max 4-Core Chip

· 30-Core GPU

· Minimum 36GB of RAM/Memory

· Minimum 1TB SSD/Storage

· 16-inch Retina Display for high-resolution visual work, Quantity: 1

· Apple M3 Max 16-Core Chip

· 40-Core GPU

· Minimum 48GB of RAM/Memory

· Minimum 4TB SSD/Storage

· 16-inch Retina Display for high-resolution visual work, Quantity: 1

· Apple M3 Max 16-Core Chip

· 40-Core GPU

· Minimum 64GB of RAM/Memory

· Minimum 4TB SSD/Storage

· AppleCare+ Support, Quantity: 5

6. Conclusion Visual Information’s purchase of new, more powerful MacBooks is critical for keeping up with the current and future demands of multimedia production. The assets will enhance the team's ability to produce high-quality, mission-critical content efficiently and reliably, ensuring that the office continues to meet organizational goals and media standards.
