IN REPLY REFER TO
J&A 19-0203 J&A Number 19-0203
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD
2. Description of the Action Being Approved.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Morehouse Instruments is the Original Equipment Manufacturer (OEM) of the items being requested. The DCM-MH-25K and DCM-MH-2K Deadweight Calibrating Machines are a new capability being established at the Fleet Readiness Center (FRC) East Cherry Point by the NAVAIR METCAL Program. The program will locally support FRC East Cherry Point industrial equipment needed for the F-35 Joint Strike Fighter and V-22 Osprey repair and overhaul support. This new capability will allow FRC East Cherry Point to locally calibrate proving rings and load cells up to 25KLbs with ±0.01 % full scale accuracies and eliminate the requirement to send FRC East Cherry Point industrial equipment to the Navy Primary Standards Laboratory North Island CA and Naval Surface Warfare Center Corona CA Navy Standards Laboratory. This will greatly reduce turnaround and down time to get these aircraft back into service for Fleet Readiness.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The NAVAIR METCAL engineering program experts in the field who support AIR-4.9 are current on the trade studies and the technology environment, they maintain constant surveillance of the marketplace for these items, and conduct continual internet searches and to date are unaware of any other sources that are capable of satisfying the Government’s requirements.
In accordance with FAR Part 12, the Government will issue a combined synopsis/solicitation for this sole source requirement for a period of 15 days.
7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies provided under this contract are procured at a fair and reasonable price. The Contractor will submit a formal price proposal with sufficient information to support the accuracy and reliability of the estimate. The proposal will be reviewed by experienced technical analysts, and contract specialists. The Contracting Officer will utilize price analysis as the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, there are no plans at this time to compete future contracts for the type of supplies covered by this document. If another potential source emerges, the contracting activity will assess whether competition of future requirements is feasible.
