Description of the item: Tactical Combat Training System (TCTS) pod end cap modification kit, Wifi enabl

Estimated cost: $240,000 Required delivery date: 01 Jul 2019

Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. (Explain) CGW Technologies, Inc. is the designer, developer, and manufacturer of the Tactical Combat Training System (TCTS) pod end cap modification (PN 120-9000-00) and RedNET software applications for the F-5 RedNET program. The modified end cap includes new firmware, a Wi-Fi transmitter, and button antenna that allows the pod to communicate range aircraft Time Space Position Information (TSPI) information to the Electronic Knee Board (EKB), which hosts the RedNET software application version 1.2.1 and RedNET Maintenance application version 1.2.0. The software application allows the EKB to display the information generated by the TCTS pod as well as provide maintenance diagnostics. CGW Technologies, Inc. is the only source with the requisite knowledge, specialized tooling, and intellectual property to modify and provide sustaining engineering support for Government furnished pod end caps and RedNET software application. CWG is uniquely qualified not only due to its familiarity with the pod, but also its untethered access to the pods, attaching hardware and circuitry. Further, the RedNET software application will require frequent maintenance/updates concurrent with host EKB operating system updates to sustain functionality.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

The requested material or service represents the minimum requirements of the government.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system. (Explain) The RedNET program incorporates an engineering change into an existing TCTS Pod configuration. The first part of the change will incorporate a Wi-Fi transmitter, button antenna, and upgraded CGW developed and manufactured circuit card assemblies to the end cap of the pod. The second part of this change is the installation of the CGW developed RedNET software application version 1.2.1 onto the EKB. As the designer and manufacturer of the RedNET modification kit PN 120-9000-00 and software application, CGW sustaining engineering and software maintenance is required to support this design. To date, 36 end caps and EKBs have been modified via the RedNET program and delivered to the USN/USMC F-5 Adversary squadrons. It is imperative that future modifications to the hardware and software be compatible and maintain currency to support Fleet operations with this new technology.

A patent, copyright or proprietary data limits competition. The proprietary data is: (Explain)

These are “direct replacements” parts/components for existing equipment.

Other information to support a sole-source buy: (Explain)

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE

COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE

PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND

OPEN COMPETITION.
