Small Purchase Brand name Mandatory Justification
1. Identify the required supplies or services by keyword nomenclature and model or stock number, and quantity. Identify the proposed source.
Three (3) individual licenses of National Instruments’ MATRIXx software, including Feature packages: Xmath, SystemBuild, and Control Design Module.
2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?
There is no other software that is compatible with the files developed within MATRIXx by the OEM that the Navy can use instead to support required Program tasks.
Which of these capabilities are mandatory?
MATRIXx model creation, edit, review, and simulation capabilities.
3. Was a market search or other informal survey conducted? Describe your search or survey?
National Instruments is the only company that sells this software package. Similar capabilities exist in a competitor’s software (i.e. Mathworks’ MATLAB and Simulink), but that software package is not compatible with the technology being developed and used by the MQ-25 OEM.
4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made? N/A Provide the date by which the supplies or services must be delivered. How was this date determined?
June 30, 2019. National Instruments will not sell this software after June 30, 2019 due to end of life cycle for the software.
5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?
None, the MQ-25 OEM has sole ownership of the MQ-25 development technologies. The Navy does not have control over the software package used and is limited to the Brand name purchases until the OEM changes their development tools.
