JUSTIFICATION FOR SOLE SOURCE (Simplified Acquisitions <$250k)
The service or material listed on Procurement Request (PR) number is sole source and competition is precluded for reasons indicated below. There are no substitutes available for this service/material.
The following firms were contacted and have indicated that they cannot provide an item/service that will meet the needs of the Government.

Description of the item: HPx-250 Radar Interface Cards and Licenses for SYY-1 Upgrade.
Estimated cost: Required delivery date:
Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. (Explain)
The HPx-250 is a high-performance PMC-based radar acquisition card that captures and processes one or two analogue and up to 2 bits of digital primary radar video. The card may be used with a board support library for basic radar signal acquisition, or else with Cambridge Pixel’s SPx library for complex processing, tracking or display requirements. The HPx 250 card is an evolution of the HPx-150 and retains connector, functional and software compatibility through the board support library and SPx library and will be used for the SYY-1 Upgrade.
The AN/TPX-42 team is designing the replacement for the obsolete Radar Data Processing and Display system currently in use on CVN, LHA and LHD class ships. The government previously developed the

beacon target extraction and radar track processing, two critical functions of the system, using the
Cambridge Pixel HPx-250 Commercial off the Shelf (COTS) product. The processing of the A-scan radar video for the AN/SPN-46 console is part of this project and communicates with the TPX-42 system.
The SYY-1 is a major, full system upgrade of the AN/TPX-42, to process all legacy and new radar input formats the system is required to process and display. The interface cards are necessary to switch from a costly mapping software to a software developed in-house that is much more graphically intensive.
Researched revealed that EIZO has a partnership with Cambridge and is the exclusive distributor of the
Cambridge product. EIZO Rugged Solutions, formerly Tech Source, is a large business. They have several distributors; however, they are all located outside of the United States. The estimated delivery date is 22 April 2019, which was determined by the 30-45 day lead time after receipt of order (ARO).
Procurement of this Cambridge Pixel HPx 250 Circuit Card Assemblies are critical to the replacement of obsolete components in the AN/TPX-42A(V) system which ultimately provides the Navy safe, around-the-clock, all weather, aircraft launch and recover capability.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
The requested material or service represents the minimum requirements of the government.
