Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. (Explain)
The Naval Air Warfare Center Aircraft Division (NAWACAD) 4.11.7, has been tasked with procuring
6U VME ARM® Cortex®-A9 single board computers for the AN/TPX-42A(V) Shipboard Air Traffic
Control (ATC) system. The shipboard ATC System provides automated air traffic control capabilities for aircraft launch, marshal, and recovery operations through the processing and display of aircraft identity, altitude, and position symbols.
North Atlantic Industries’ 64ARM1 is a 6U VME ARM® Cortex®-A9-based SBC that can be configured with up to six intelligent function modules. Ideally suited for rugged defense applications, the 64ARM1 delivers off-the-shelf solutions that accelerate deployment of SWaP-optimized systems. NAI’s

Configurable Open Systems Architecture™ (COSA®) offers a choice of intelligent I/O, communication, and Ethernet switch functions, providing the highest packaging density and greatest flexibility of any 6U
VME SBC in the industry. Preexisting, fully-tested functions can be combined in an unlimited number of ways quickly and easily. Each I/O function has dedicated processing, unburdening the SBC from unnecessary data management overhead. BIT continuously monitors the status of all I/O during normal operations and is totally transparent to the user. SBC resources are not consumed while executing BIT routines. This simplifies maintenance, assures operational readiness, reduces life-cycle costs and keeps the system mission ready.
The 64ARM1 includes Board Support Package (BSP) and Software Support Kit (SSK) support for Wind
River® VxWorks®, and for Xilinx® PetaLinux. In addition, SSKs are supplied with source code and board-specific library I/O APIs to facilitate system integration.
NAI is a small business and the manufacturer of their trademarked 6U VME ARM Cortex-A9 Based single board computer, part number 64ARM1-2-SD5DF2DT1Z00Z00Z0001140BC310. They are the only source found to distribute their product.
No steps are being taken to foster competition at this time. The ARM® Cortex®-A9 processor is a low power, cost-sensitive, multi-core processor delivering exceptional levels of performance and power efficiency with all the functionality required in rugged, embedded SWaP-optimized programs for the
AN/TPX-42 Radar. NAI eliminates man-months of integration with a configured, field-proven 6U VME
ARM Cortex-A9 SBC. The estimated delivery date is 10 May 2019, which was determined by the 16 week lead time after receipt of order (ARO).
