About this file
The purpose of this amendment is to revise solicitation from competitive to sole source with Correlated Solutions, Inc (CSI) for the procurement of VIC-3D Digital Image Correlation System IAW the SOW. This is a 100% brand name mandatory as the data from CSI system can integrate with an identical unit that the Air Force and NASA uses, which makes cross agency integration possible. Due to this mandatory requirement, no other brand will be considered.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
Background:
Strain in components is typically measured using strain gages. Unfortunately, application of strain gages is expensive, can cause damage to the aircraft component, and only results in a single point measurement. Further strain gauges cannot measure steep strain/stress gradients in highly stresses components. To adequately validate finite element models (FEM) a full field non-contacting strain measurement system is required. A Digital Image Correlation (DIC) System will provide full-field, 3-Dimensional measurements of shape, displacement and strain, based on the principle of Digital Image Correlation. Using this method, actual object movement is measured and the Lagrangian strain tensor is computed at every point on the specimen’s surface. In order to make the system useable in a laboratory environment to support fielded hardware issues, a turn-key system for measuring the shape, displacement and strain of surfaces in three dimensions is needed. USN needs an all-in-one system that includes all necessary hardware and software to handle the current needs.
The required system needs to comply with the following minimum general requirements:
- Measure arbitrary displacements and strains from 50 micro-strain to 2,000% strain and above.
- Measurements should be possible on component surfaces ranging from <0.5mm^2 to >10m^2.
- Setup should be simple, requiring only a quick, flexible calibration procedure, using an applied random speckle pattern.
- Must not require any special illumination from lasers or specimen contact during testing.
- Camera Resolution of 11 MP, at 5 fps
- Minimum Strain measurement range from 0.005% to >2,000%
- System must be able to provide full field measurements of a part vibrating at up to 3000 Hz with resolution down to 50 micro-strain at 0.5mm X 0.5mm.
- Must be able to acquire full resolution data at component surfaces up to 45° from normal to the camera.
- Portability and Convenience: The system should be extremely portable and data can be collected in a wide range of settings with ease. Results can be processed on-the-spot, or data can be exported for off-line processing. Processing can be done on any Windows PC with flexible floating licenses. Data files should be compatible with CSI DIC systems currently in use at the AFRL TEFF (Turbine Engine Fatigue Facility) and NASA. This necessity is due to tests that will be executed at different Govt. agencies and the data merged to generate the system level results.
- Performance and Accuracy: The system and the correlation algorithms must be able to execute real-time processing and can be achieve it without a need for super computers or processing hardware, while ensuring fast and reliable results. Accuracy should be +/- 1% on a smooth metal surface.
The desired DIC equipment features, should meet the following Requirements:
A full-field real-time module, that would allow 3D test data to be displayed from streaming images while running the test. Live data must be displayable in any number of desired “user-defined” 3D plots, 2D contour image overlays.
Unlimited technical support access (via phone or email) based in the Continental U.S.A.
The system should come with permanent licenses for both the acquisition and the analysis software packages. System should have a flexible/portable post-processing license, which would allow data analysis and report preparation on any other authorized PC.
Operating system compatibility: the system should smoothly interface with common word processing, presentation, and spreadsheet software packages. Complete image acquisition and analysis should be compatible with Windows 7 & up. The system must directly interface with all office suite products. Data exporting tools should allow users to generate reports with common programs such as MS Office and OpenOffice. Data plots, full-field displays, and video animations must be exportable into a number of standard formats to create quick custom reports and presentations.
The DIC system must be able to conduct High-speed Vibration measurements. The system should allow full-field 3D viewing, measurement, and analysis of full-field operational deflection shapes that would occur from Steady State, and/or Transient vibration events.
The Image acquisition Software features, should meet the following minimum requirements:
Real-Time Calibration: The system must allow that calibration images are immediately analyzed and the overall calibration score shown in real-time. This would greatly increase the speed and efficiency of the calibration procedure. The user must receive real-time feedback of calibration target marker extractions and the final calibration score.
Image Saturation Feedback: The system must be able to detect if/when the speckle pattern becomes overexposed due to a reflective surface, a change in lighting conditions, or deformations of the sample. The system’s software must alert the user that light saturation is occurring on the image, so that necessary adjustments can be made accordingly.
Adjustable Image Capture Rate: The DIC data acquisition software must allow the user to define and/or pre-program the number of images taken at pre-defined periods of the test. This required feature, would allow fine-tuning (increasing/decreasing) the image capture rate at critical times during a test (e.g. crack initiation & propagation period).
User-defined Software and Hardware Trigger Options: The system should provide the option for the user to define image acquisition rate and start-time via several types of trigger modes, such as:
o User should be able to pre-define image acquisition rate and start-time intervals for a set duration of time.
o Alternately, a hardware signal (e.g., a TTL signal 0 - 5V pulse) can be used to trigger cameras at regular intervals, or initiate the acquisition at a predefined rate
