QUESTION AND ANSWER SHEET

QUESTIONS AND ANSWERS TO SOLICITATION N0040621Q0579

EFM Bldg. 7501 or 7137

1. IT was noted that the site was using dedicated phone lines for communications, Is SWFPAC intending to continue using the phone lines or plan to update using different communications? Are the phone lines maintained in any way to avoid any unnecessary noise to the workstation? SWFPAC is intending to route the new EFM signal over our internal fiber optic network from either Bldg 7501 or 7137 (the Handling Wharfs) back to the our monitoring station inside building 6589. Our intent is to no longer use the phone line. SWFPAC would install conversion hardware on either end of the fiber optic line to convert the EFM signal for transmission and use by the work station.

2. Typically the end user is responsible for communications from the EFM to the Workstation if over 100ft. We note that there is one building that is 2.5 miles away. Will this be an issue? The 2.5 mile distance should not be an issue as SWFPAC intends to carry the signal from either bldg. 7137 or 7501 back to bldg. 6589 via our own internal fiber optic (FO) network with our own signal conversion hardware on either end of the FO line. The routing of the signal from the EFM to the workstation at bldg. 6589, and from the EFM at either 7137 or 7501 to either building’s communications room (where the fiber optic network is accessible) may end up exceeding 100 ft from the EFMs. Bldgs 7501 and 7137 are extremely tall (>120’) so it is highly likely that the cable routing distance would be closer to 200-300ft if the EFM were installed there. The communications room at bldg. 6589 (where the FO line would come from the Handling Wharfs) is very close to where the monitoring station will be located (~50ft).

3. Do we happen to know if Bldg. 6589, Bldg. 7501 and Bldg. 7137 are flat roofs or pitched roofs?

o Bldg 6589 has a flat roof, but with several different levels (fall protection hand rails are in place on all edges, and an integral Lightning Protection System (LPS)).

o Bldg 7501 has a flat roof, but does have taller (~15’ tall) structures lengthwise along the east and west edges. The existing EFM at this building is mounted to a lower, side building “in the shadow” of the main wharf structure. There is an existing weather station mounted on the roof of the main wharf structure, and the building has a large mast style LPS installed next to the building.

o Bldg 7137 has a gently pitched roof, with a perimeter catwalk system as well as a catwalk to the approximate center of the roof (which is located near some building vent equipment). It would be difficult to reach the rest of the roof as it does not have designated walking paths/pedestrian rated areas. This building has a mast and catenary line LPS.

4. Do the buildings have roof access/provisions points for personnel and cabling (to inside the building)? The rooves of all three buildings have provisions for roof access and fall protection in the form of handrails/catwalks (no special equipment needed). Bldg 6589 has a ~15’ tall ladder to access the roof. Bldgs 7137 and 7501 have a combination of elevators and stairs to access the roof. Bldg 6589 has a provision for routing cabling inside the building (the older signal cable conduit could be used). Bldgs 7137 and 7501 do not have any pre-installed cabling entry locations; new entry points would have to be installed if required.

5. AT This point only the EFMs will be used.

6. STATEMENT OF WORK REQUESTS SITE VISIT: No site visit is needed—updated sow attached Revised sow attached.

7. Can you provide more information about the existing lighting warming system (spec. sheet...) and also do you have any existing electrical drawings of the LWS that you can share with me?

STATEMENT OF WORK REVISED

STATEMENT OF WORK (SOW)

1. BACKGROUND:

Strategic Weapons Facility Pacific (SWFPAC) requires the purchase and installation of a replacement Lightning Warning System (LWS). The LWS is used by production management personnel to determine when to safely pause and resume sensitive operations due to weather and atmospheric conditions that could be conducive to lightning activity in the immediate vicinity of SWFPAC operational areas (within the range provided by the electric field sensors). The requirements to have an operable LWS come from NAVSEA OP-5 Vol 1 Ammunition and Explosives Safety Ashore. The existing LWS consists of two EFM sensor heads (2) installed on two building’s roofs and a “buzzer box” warning system (using analog +/10V signals from the EFMs). One EFM’s analog signals is routed approximately three miles via a dedicated phone line.

2. SCOPE:

Deliver and install a replacement Lightning Warning System –

1. Install the LWS hardware (EFM sensors, signal and power cabling, and Display Computer & Monitor, Software) at Bldg 7501 and 6589.

2. Test and verify operability of the system, and provide training on the system’s use to up to four personnel.

3. Provide system documentation covering operation, maintenance and calibration.

4. The system should have a warranty on the hardware comprising the system.

Hardware:

a. Electric Field Mill (EFM) sensors and sufficient length of power and signal cabling - One each EFM will be installed on Bldg 6589, and Bldg 7501 (Handling Wharfs), two total, replacing the existing EFMs.

b. Display Monitor, Computer and Software and cabling length – to be located within the monitoring station at Bldg 6589.

c. Software shall display the EFM data in real-time, archive the data in a retrievable and reviewable format (e.g. plain text, comma delimited data, binary w/ viewing software available).

d. The system shall not have any wireless communications features.

Installation: One EFM will be installed on Bldg 6589, and another EFM on the Handling Wharfs, Bldg 7501. The EFM installed on Bldg 6589 will be installed on the roof, the existing conduit if deemed sufficient for the new EFM cabling, may be used for power and signal wiring. The estimated wire run distance between the Bldg 6589 roof installation location and monitoring station location is ~200ft. The handling wharf EFM location is over 2.5 miles away from the operations center. Routing of the signal from this EFM to the operations center may utilize the existing conduit from the EFM to the communications Point-of-Presence (PoP), and will then use SWFPAC provided network infrastructure (fiber optic line and signal media converter hardware provided by SWFPAC) to route the signal to Bldg 6589. The estimated wire run distance between the Bldg 7501 EFM installation location and communications PoP is ~300ft.

Removal of existing system: The existing system’s EFMs will be removed and delivered to the Gov’t representative. The connectors on either end of the signal and power cables, with pigtails of at least 24” length, should be removed and delivered to the Gov’t representative. The remaining unused power and signal cabling should be removed and disposed of by the contractor. The remaining conduit shall be removed if not reutilized for installation of the replacement LWS. Any openings in the buildings (roof & siding) should be patched to prevent water intrusion.

3. DELIVERABLE ITEMS:

All items listed above. Item shall be delivered to the SWFPAC facility located at Naval Base Kitsap-Bangor.

Shipping address will be provided by the Gov’t POC listed in paragraph 9 below.

4. CONTRACTOR FURNISHED MATERIAL:
