1. Will the vendors provide training materials? Yes

2. Are you expecting live training (instructor presenting live in front of camera), pre-recorded materials, or both? Both

3. Additional CNIC and NRNW requirements are referenced. Please clarify.

The references bring referred to would be our organization's SOG's (Standard Operating Guidelines) and OPNAVINST 11320.

4. This training is webinar-style training. Vendor will not have to come on base to provide training.

5. Regarding vendor provision of unlimited access to OSHA and fire training content, is this for utilizing vendor’s LMCS/application to host content provided by NRNW F&ES or is there a requirement to produce this content in addition to the NCCP content?

The vendor is required to provide on-line OSHA and Firefighting related courses in addition to the NCCP course content.

6. Can you provide clarification of vendor provision of unlimited "custom content production support"?

Vendor will provide NRNW F&ES the ability to generate our own in-house custom content as well as technical support when needed in placing courses and content developed by NRNW F&ES onto the vendors' LMCS for use by NRNW F&ES personnel.

7. SOW specifies training “must be live and interactive” however you allow for both live interactive and pre-recorded materials. Is this exception to the SOW granted by the Q&A #2 answer to accommodate the NCCP “Distance Education" guidelines?

Vendor will provide VLIT (live interactive courses) that meet all the NREMT's NCCR recertification requirements as well as distributive education courses (courses that can be taken on at any time without instructor facilitating the course) that meet the NREMT's NCCP certification requirement.

8. What security requirements, for both technology and personnel, are required to interface with the NMCI system?

The system must be 100% web based with no downloadable software applications required in order to function on NMCI computers in a Windows 10 environment using Internet Explorer 11 or Google Chrome(current version). Each individual must have their own unique user name and password to access the web based system at any time.

9. Regarding the overall scheduling/workflow needs of the total 187 users , can you provide detail of the duty requirements, staffing limitations, or physical computer lab/classroom capacities for each of the four installations which might significantly impact our ability to project a practical and reasonable course delivery schedule to meet the SOW?

The firefighter work schedule is 48 hrs on/72 hrs off and a 7-pod system. Each fire station has sufficient numbers of internet enabled computers to access the training. Each live interactive course topic shall be made available at least twice per month.

10. Could you tell me if the EMS Training project listed above requires actual oversight from the Washington Medical Director which I understand is Dr. Sandra Smith-Poling, or does it simply require our program meeting the Medical Directors Standards.

This does not require actual oversight from the Dr. Smith-Poling. It requires the approval by the local medical program director for continuing education program that is to utilized by the providers. We are currently transitioning to a new Navy medical program director, so in the very near future it will not be Dr. Smith-Poling.
