JUSTIFICATION AND APPROVAL

Purchase Request No:

Department:

POC/Tel. No.:

Proposed Vendor:

CAE HEALTHCARE INC

IAW FAR 13.106(1)(b)

1. Description of the supplies and/or services required to meet the end-user’s minimum needs :

The Cardiology Department at Naval Medical Center San Diego is requesting to buy training models for Transesophageal Echo (TEE)/

Transthoracic Echo (TTE) procedures and ultrasound diagnostic testing to keep the cardiologists and fellows up-to-date on their competencies and skills. The selected vendor must also, provide 12-month manufacture warranty to include hardware and software replacement, on-site training and installation. The following training models will have the following minimum features:

Realistic ultrasound imaging

Feels and cannulates like real human tissue

Self-sealing tissue and image like real tissue

High quality and patented technology

2. Estimated value of the requirement:

3. Contractor’s unique qualifications which make him/her the ONLY source that can truly satisfy the

Government’s minimum requirements:

The training models distributed by CAE Healthcare Inc. are excellent for training clinicians in the techniques associated with TEE/TTE procedures and ultrasound diagnostic testing. CAE is the ONLY vendor that provide a self-sealing tissue and image like real tissue. Additionally, models are extremely realistic which will provide the trainer real-life images of the training procedures. Also, the vendor provides full carrying cases with the models. The best part about this contractor’s product is the durability in which these models can be reused over and over without the high costs of replacing disposable parts.

4. Demonstration of the market search conducted appropriate to the size and complexity of the Government’s minimum requirements. Include sources (in Government and industry) contacted and information obtained per source which further supports a sole source acquisition request.:

We conducted a thorough search online for training models that would meet our needs identified the following:

1. CAE Healthcare.

-Provided everything we are looking for. The representative was knowledgeable and knew exactly what our needs were.

2. Encoris

-Provided cardiology models mostly for display and to educate patients.

Did not meet our minimum requirement.

3. Shop Anatomical

- Provided cardiology models mostly for display and to educate patients.

Did not meet our minimum requirement.

Above vendors are all major suppliers of cardiology educational models but we determined CAE Healthcare met our needs for training models for our clinicians at the cardiology clinic so they can stay proficient on their skills and competencies. They also provide the best customer service assistance in terms of finding the right models that fit our needs.

5. Other facts supporting the use of other than full and open competition:

CAE Healthcare Inc. is listed as an ECAT vendor. Also, some of the items are sold on GSA Advantage which is an authorized and mandatory source of supply and equipment. They also provided great customer service assistance in terms of finding spare parts. Here at the Cardiology Clinic, we want to standardize our training regime for our cardiologists and cardiac cath personnel.
